At the anneal meeting the Cc~ission shall select its officers for t~e ~nsui~3 yeer and so su~h other things as are appropriate c:::.J r.~c2cs"'_ry to t:le continuing function of tl:e CC:::T'.ission. 6. ~:e first ~eetin8 of the Commission regularly called subsequent to t~2 ado~tion of t!lis resolution shall be considered the annual ~~eti~g for th~ 7e~~ 1966. At such annual meeting, the me~~ers of the C~rrTIission shall so classify themselves that two (2) shall serve a term of one ye.:lr; t~vo (2) shall serve a term of two years; i:~:;) (2) s~1.:l11 serve a term of three years; and one (1) shall serve .:!. ter::::;. of :':OU1:' years. Tile Commission at said meeting shall select ~:::::>!lS its n:e:nbe;:s a Chair:..<l.::n, and a Vice Chairman. The CO~uittion chall also ap?oint a Secretary, who need not be a member of the COil~ission, and n.::ke such other ex officio appoint- ments 28 it dee~s necessary in the discharge of its duties. The Secretc:ry and other ex officio officers shall serve for a term of one year to t~e next annual meeting of the Commission; 7. Vacancies on the Co~ission occurring during an unexpired term shall L2 fi11~d in the m~nner hereinbefore set forth for appoint- ments, ar..d tl:e Successor shall serve for the um~~~pired term of the vacant €.2at; 8. t~il.bers of the Co~ission ma] be removed for reasonable and just cause upon the affirmative vote of a majority of the City Council; 9. TIle COIT;ffi~ssion shall, by resolution, adopt rules of procedure, set a date and t~e for regular meetings, provide for the main- tenance and establisp~ent of its records, and instruct the Secretary of the Commissipn; 10. L:e Co~ission shall consult with and advise the City Council and other boards and cGmmissions of the City with respect to matters which are determined to be within its jurisdiction, or which ere referred for consideration by the City Council and - 2 - other boards or commissions, or which are properly brought to it by members of the public, or organizations or associations thereof, or other governmental agencies, and shall make such findings and recommendations thereon as seeming fitting and appropriate in the opinion of the Commission; 11. The Commission shall, without further instruction, concern it- self with the establishment and operation of all parks, play- grounds, and programs having to do with public recreational and cultural activities of interest or usefulness to the citizens of the City of Tiburon; 12. The Commission shall annually, or more often, review all plans and programs of the City affecting its jurisdiction, making proposals for the amendment, extension or contraction of such plans and programs as, in its judgment, seem appropriate; 13. The Corr.mission shall, annually and before the last day of February in each year, propose to the City Council a budget for acquisition, construction, maintenance and operation of recreation programs and facilities for the ensuing fiscal year; 14. In the performance of its duties, the Commission may call upon the City Manager, his staff and other employees or consultants to the City for advice and assistance, and such advice and assistance shall accordingly be rendered. 15. At each annual meeting of the Commission, it shall adopt a report of activities for the preceding year, which it shall cause to be entered on the minutes of the Commission and thereafter trans- mitted to the City Council for approval. 16. With approval of the City Council, the Commission may accept gifts and bequests on behalf of the City and covenant as to the disposition of such gifts and bequests; 17, The Commission may encumber or obligate the City for the expendi- ture of fu~ds or the provision of services only to the extent delegated by the City Council; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tiburon held on 25 July, 1966, by the follmving vote: AYES: COUNCIL~~N: Drohan, Fanning, Hoffmire, Strawbridge NOES: COUNCILMEN: None ABSENT: COUNCII&lliN: Bremer JOHN S.
