RESOLUTION NO. 123
CITY OF TIBURON CIVIL DEFENSE AND DISASTER
RES OLUT ION.
WHEREAS, Ordinance No. of the City of Tiburon, relating
to civil defense and disaster, prov~des that the civil defense and
disaster organization, the distribution of civil defense powers and
duties, the assignment of functions and services ap~ the recruitme~t,
direction and training of personnel shall be prescr~bed by resolut~on
adopted concurrently with the adoption of said ordinance;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Tiburon, as follows:
Section 1. The civil defense and disaster organization of
this city shall be as hereinafter more particularly described.
Section 2. Division of Operatin~ Services. There is hereby
created a d~V1S10n at operat1ng serV1ces. For the purposes of civil
defense and disaster planning and organization, the chief of each
operating service within this division shall be responsible to the
director through the assistant director.
Within this division there shall be the following civil
defense and disaster services:
(1) Emergency welfare service, which shall include
mass feeding, clothing, and lodging;
(2)

Law enforcement service, which shall include faci-

(5) Medical and health service, which shall include
sanitation and mortuary services;
(6) Radiological safety service;
(7) Rescue service; and
(8) Utilities service.
The director shall appoint a chief of each such service,
except as hereinafter provided. The Chief of Police of the City of
Tiburon shall be chief of the law enforcement service. The City En-
gineer of the City of Tiburon shall be chief of the engineer service.
Section 3. Division of Special Services. There is hereby

Q1rector. For the purpose of civil defense and di$aater planning

(9) Shelter management service; and

The director shall appoint a chief of each such service,
who shall be responsible to the deputy director of the division of
special services. The director may appoint the same person as chief
of two or more services.
Section 4. Legal. The City Attorney shall serve as the legal
advisor to the director of civil defense and disaster and to the
civil defense and disast8r organization.
Section 5. American Red Cross. The American Red Cross will,
in natural dlsaster, turnLsh food, clothing, shelter, registration
and infonnatiorl service, supplementary medical service -.;..rhen requested,
and rehabilitation t~ individuals ~nd far.:li.lies affected by the
disaster.
In war-caused disasters, the American National Red
Cross will provide assistance in meeting three requirements for mass
care operation8: (1) foed, (2) clothing~ and (3) lodging. Govern-
ment is responsib:'.e, admi!1ist1:,atively and financially, for the con-
duct of mass care operati.ons.
The Americcn Red CrOSR will provide funds with which to
finance all its relief operationa du~ing natural disaster. Civil
def8nse financing will be provided by public or private agencies
other than the Red Cross for Red Cross functions in war-caused
disasters.
The director shall be responsible for arranging, through
the chairman of the local ~ed Cross chapter, for participation of
the Red Cross in civil defense as a part of the mass care service
in case of war-caused disaster, and for the relationship between
the Red Cross and the civil defense and disaster organization in
case of natural disaster.
Section 6. Duties. The director shall prescribe the civil
defense and d~saster-duties of the deputy director and the chiefs
of operating and special services, in conformity with the civil
defense and disaster plan of the City, as approved by the City Coun-
cil, and with the State of C~lifornia Civil Defense and Disaster
Plan. Such duties may be changed from ti.me to tLne by the director
by v.rritten administl.~ative ordern, particularly for the purpose
of conforming to J:'G"~ommendations of the Oirector of the California
Disaster Otfice o~ modifications recommended by the Federal civil

defense agency. Upon recoQ~ilendation of the Civil defense and
disaster council of the City of Tiburon, such duties shall be changed
in accordance with such recommendations.
