Public streets also provide on tneir margins extenS.l.ve belts
of public land which can be landscaped and othervlise beautified,
tl1US complementing the private lands bordering them, harmonizing and
unifying the community, and making the passage over stLeets and roads
a pleasure as well as a purpose; and
WHER~\S, changing circumstances over the years ~rith respect to
private roads, brought abo~t by succession in oVffiersnip, subd~vision
of lands abutting on private roads, individual optioning of utility
easements, deterioration of surface drainage functions and modifica-
tion of public safety requlrements frequently lead to petitions to
the City to assume public ownership and responsibility for such pri-
vate roads; that when Such p~t~tions are made, the condition of the
private road is often critical and the expense of correction is
usually high, or even beyond justification; and yet, the affected
residents are unquestionably inconvenienced, or even in jeopardy.
Concern for the general, as well as individual welfare requires that
the City establish a policy to help forestall such eventualities.

. 1. That a statement of policy regarding tile development of
the streets and roads of the City of Tiburon is hereby estabLished
to en.sure the fulfillmeIrt of tile utilitarian and aesthetic objecti~es
set torth above, and is attached hereto as ExhLbit ~ and made a part
hereof.
2. That this statement is not intended as a lbnitation on
c~ea~ive solutions for future problems nor is it completely in-
fle~lble as.to the m~ans and methods of establishing our transpor-
~atlon corr1dors. ThlS statement of pOlicy is intendad to state
Droad and basic,guidelin.:s for the development oi Tiburon's streats
and ro~ds to wlll.cl.l ~he ,,:arious City bodies and staff may turn tor
counseL, for clarlflcatlon, and for policy assistance when neces-

A. Purpose of thc_ Tib~~~~ Street System
1\ system of city streets shall be established wh~Ch will:
1. provide for safe and convenient circulation of motor
vehicle and pedestrian traffic;

nance.

B. Plan .i.or_t:~e Sys tern
The system Shall consist of the ioilowing plans:
.1. a genera 1 plan of streets and roads, whici'l s hall be tile
1955 Streets and Highways Plan as amended;
2. a 5-y~ar acquisition and construction pLan, whiCh shall
be reviewed and updated each two years;
3. a CYClical maintenance plan, which s11all provide for
periodic maintenance or all public streets irrespective
of classification;
4. a general landscaping plan;
5. a general sidewalk plan;
6. a general plan for the placement of all overhead utility
systems underground.
All plans, excepting the general plans of streets and roads,
ShaLL contain programs for fl.nancing and constructiOr;t.
C. Cl~ssificat~~~f Tl~oro~ghfares
All streets and roads shall be classified for purposes oi
establishing prin~ry use, deslgn standards, financing and
contributory assessments, traffic regulation, and otner ap-
propriate purposes. The classiEications shall be:
1. ART ':RIAL - hrteria 1 thoroughfares are defined as those
wilich bring traffic to and from the regional routes and
serve major movements of traffLc within or tarough the
~ity. They aLSO perform secondary land service functions
and althougn abutting prop2rty normally will have free
access to them, srnne restrictions may be necessary to
maintain traffic capacity.
2. COLLECTOR STRi2TS - Collector streets are defi.ned as those
roads whica Serve internal traffic movement vlithin an
area of a city, such as a subdivision, and which connect
the area wi th the maj or thoroughfares. Tiley supply
abutting property wlth the same degree of land servlce
as a local street.
3. LOCAL STRJCTS - Local streets are defined as those which
service eitiler residential or corrmercial ar12as, and

provide direct access to residential, commercial, i~-
dustrial, or other abutting property. ~s such, ti~1r
function is to carry trarf~c to Coli~ctor and/or ar-
terial streets.
4. NEIGHBORHOOD INTERCONNEcrOR - (a suo - class if icat ion whicn
may be attached to either a ~ollector or Local classif~-
cation when deemed appropriate) -- a neigi.lbornood inter-
connector is defLned as a street or road whicn, in addi-
tion to its prLnary function, serves a secondary function
of safety and conv~nience connections between two neigh-
bort1oods .
5. PRIVAT::!.: ROADS AND DRIV1~E~\YS - Private roads and drive-
ways are defined as beir.g any means ot vehicular access
to or on private property, which are neither accepted nor
maintained by the City.
II. D2S IGN j,ND FUNCTION OF STR~ ~T 1\00 ROllD SYSTEM
A. Access and Circulation of Public Streets
It is recognized that the residential community has been, and
will continue to be, evolving in neigilborhood increments.
These neighborhoods cxh~bit pronounced local identity, and
WiLL continue to do so. These neighborhood identities are
recognized, are encouraged, and should be deferred to, so
long as tnis does not result in a conf11ct vlith pub lie
safety, PUblic health, or the objectives of the City regard-
ing the over-all appearance or tne comrnunity.
It is therefore established that tile residential system
should provide:
1. tnat wherever it is topographically possLble, each
identifiable ne1ghborhood shall 11ave at least two means
of vehicular access, puferably one of wnich shall be a
collector street;
2. tila t interconnection of ne.J..ghuorhoods, as reconnnended
by the Citizens c,dvisory Committee and the Planning
Consultants, is a des~rable objective for reasons of both
public safety and PUblic convenience. Such inter-
neigilborhood streets must oe so designt;d as to avo~d
inviting creat~on of an informal arterial system or the
transiting of neighborhoods by casual traffic.
B. Private Driveways and Roads
L. Pri~ate ~riveways may be constructed 1n single-family
res1d~nt1al zones to serve not more than three separat~
parcelS of land on which detaChed dwelling units may be
constructed.
2. Private roads in slngle family residential zones are
prohibited.
3. Private roads in commercial and multiple residential
zones will be permitted where the cOLstruction of SUCh
?riv~te ~oads ~s proposed in development plans approved
uy the C1ty. ~isles or veh1cular lanes which are a part
c:f a cont1nuous paved surface in conjunction with park-
1~g spaces, and whiCh are not pllysically and substan-
t1ally sep~rated from such parking spaces, are not private

A. Financ~r.g
Street improvemeLt has both local and community, importance,
varying according to the circ~lT!~ tances of ea~h ~n~ tanc.e.

l. Origina l Cons truction (~nsUbdi\li.ded lands)
Streets will not be constructed at public expense in
unsubdivided la~ds.
It is anticipated that new constructLon in unsubd~vided
lands will be at the expense of the developer. If, i10W-
ev~r, clear and compelling putlic necessity Should re-
qUlre construction of an arterial or collector street
before subdiv~sion of the land, tile City may accept f2c
dedication of the rl.ght-of-way, ~lithout expense to tl1e
City, and provide for constructlon at pubLic expense, in
accordance with the 5-year construction program; or in
the a lternatlve, dedication not fortLlcoming, the City
may proceed to condemn the necessary r~ght-ol-way.
2. Addltional Improvements of Existing PubLic Streets and

In establishing tIle ratio of public-to-.:..ndividual obli-
gation for financing the cost of additionaL unprovements

3. Sidewalks
The installation of sidewalks is conSidered to be a local

Construction Standards
B. Str~ct Opening Reg~lations
The opening of streets for installation,rraintenance and re-
moval of utilities beneath the street, and repairs consequent
to SUCll opernng, shall be performed in accordance with stan-
dards established by the Superintendent of Public Works.
IV. i\CCEPTANC:~ OF PR1VIT.'::: ROi~DS
A. Improved Private Roads
Improved private roads which already exist upon ti,1e date
of the adoption of this policy, or ~JhlCh may hereafter be
constructed in accordance with this pOlicy, may be accepted
by the City under either of the fOllowing conditions:
1. when the C1ty Engineer finds that the right-of-way,
grade, construction, typi.cal section, drainage and other
utility installations comply with construction standards
of this policy, and the street is in such condition that
the City need not anticipate the need for improvemeIit
or unusuaL maintenance for five years, and the 8ity
tvianager recoIfunends acceptance to improve public conven-
ience and safety;
2. when the City EngLneer fir.ds that the road requires lm-
provement, tile City Manager reco:Lllmends acceptance to im-
prove public safety and convenience after lmprovement of
the road, and the grantors or benefiting property owners
agree to financing of the improvement in accordance with
the ratios set forth in section 1. of this division. The
method of financing in these instanCeS must be acceptable
to the City CouncLl, and may include contriuutions in kind
of City services, personnel and equipment as available,
tne purpose being to assist individuals toward improve-
ment and integration of the total road system of the ':ity.
B. Un~proved Private roads
Rights-of-way for un~l1lproved private roads may be accepted
