HomeMy WebLinkAboutTC Res 1967-07-10 RESOLUTION NO. 157 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TIBURON NEMORIALIZING THE ADOPTION OF THE MASTER SALARY PLAN HITH- IN THE PERSONNEL SYSTEM OF THE CITY OF TIBURON. ~T.HEPillAS on the 27th day of February 1967) concurrent with the adoption of Ordinance No. 72 establishing a Personnel System for the City of Tiburon, the City Council did in fact adopt a Master Salary Plan, together with an Annual Salary Program and as Master Benefits Program, as required by said Ordinance; and WHEREAS, in so doing the Master Salary Plan, though present in Exhibits heard and considered by the Council at that time was not memorialized in the sepa- rate form of a resolution, as were the MC3ter Benefits Plan and the Annual Salary Program; and WHEP~AS, it is deemed fitting for the completion of the memorialized record now to do so, in order to void any doubt that the Council did in fact adopt said Master Salary Program on 27 February 1967; NGl, THEREFORE: BE IT RESOLVED AS FOLLOVIS: 1. The Master Salary Plan for the City of Tiburon, as originally adopted on 27 February 1967, shall be those schedules attached hereto 2nd made a part here- of as follows: a. Exhibit A - Schedule of Salary Ranges and Steps for Regular and Probationary Employees Occupying Authorized Positions. b. Exhibit B - Sche,dule of Hourly 1'1ages for Casual Employees. c. Exhibit C - Schedule of Compensation for Overtime Worked by Regular and Probationary E~p10yees Occupying Authorized Positions. d. Exhibit D - Schedule of Authorized Leaves of Absence. e. Exhibit E - Schedule of Longevity Compensation~ f. Exhibit F - Schedule of Merit Compensation. g. Exhibit G - Schedule of Ordinary Work Weeks. h. Exhibit H - Schedule for Computing Fractions and Converting Salary Units. j. Exhibit J - Schedule of Allowances and Reimbursables. 2. The lnnual Salary Program shall be composed of those elements of this Plan necessary and desirable for the personnel and service needs of the City for the appropriate fiscal year; excepting the compensation for retained services of persons acting as free agents and providing the City with expert, prcfessional, technical and other services, which compensation shall be paid in accordance with the contract, agreement or separate arrangement entered into respecting such service. "Overtime" is defined as being any authorized work performed on behalf of the City in excess of the number of hours established for the position in the Schedule of Ordinary Work Weeks, Exhibit G of this Resolution or work performed during hours other than those stipulated for the position in said schedule. 2. Overtime shall be worked only on authorization of the depart- ment head with the consent of the City Manager; except that a department head may authorize overtime without such consent being first had (a) because of a public emergency or, (b) to sustain the operation of a vital service which could not otherwise function adequately. 3. Overtime work shall be compensated for in either of the follow- ing methods, as may be provided for in the Annual Salary Program: a. Equivalent time off duty, expressed to the nearest hour; or, if the accumulated overtime hours represent 7/8 cr more of a regular working day, then in whole days and hours. b. Additional salary, at the regular rate, computed in days and/or hours in accordance with the Schedule for Computing Fractions and Con- verting Salary Units, Exhibit "H" of this resolution. 4. Equivalent time off duty may be accumulated as compensation for overtime worked to a maximum of five working days, with the consent of the head of department. Equivalent time off duty accumulated in excess of five days shall be liquidated by additional salary paid in accordance with Se~tion 3(&) of this schedule. EXHIBIT "n" SCHEDULE OF AUTHORIZED LEAVES OF ABSENCE A. For employees made eligible by Personnel Regulations, the following rates and conditions of accumulation for authorized leaves of absence without loss of salary shall prevail: 1. Illness or Physical Incapacitation a, One day for each calendar month of employment in an authorized position, commencing with the first day of such employment, to a maximum of ninety (90) days. b. In liquidating the accumulation, prior years shall be debited and exhausted before debiting the current year. c. Official Holidays, and days other than regular work days, shall not be counted in debiting accumulations. 2. Vacation a. Regular employees with five years or less continuous employ- ment - 2 calendar weeks. b. Regular employees with more than five years continuous employment - 3 calendar weeks. c. Regular employees with more than ten years continuous employment - 4 calendar weeks. d. Official Holidays, when such holidays fall on regular work days, shall be discounted. e. Accumulation. Vacations may not be accumulated to exceed thirty (30) working days for any employee except upon approval by the City Manager. 3. Military Service As provided by state and federal statutes. 4. Jury Duty Salary shall continue for length of service, less compensation received for such service. 5. Holidays Regular salary shall be paid. B. For Employees Grated Extended Leaves of Absence Not Otherwise PTovided For: Salary terminates with the commencement of leave, unless otherwise provided for by the granting authority_ EXHIBIT "E" SCHEDULE OF LONGEVITY COMPENSATION When qualified by Personnel Regulations, compensation for continuous years of service to the City shall be added to the regular salary of employees occupying authorized positions as follows: 1. For each full year completed over and above the base fixed by Personnel Regulations, one per cent (1%) of the annual salary to which entitled, payable in fractions of 1/12 at each regular pay period. EXHIBIT "F" SCHEDULE OF MERIT COMPENSATION When qualified by Personnel Regulations, compensation for meritoreous service shall be added to the salary to which entitled as follows: 1. One per cent (1%) of the annual salary to which entitled, com- puted in factions of 1/12, to be added on each regular pay period. EXHIBIT fiG" SCHEDULE OF ORDINARY WORK WEEKS 1. The hours and days of regular duty in each department which constitute the Ordinary Work Week for employees in that depart~ent are as follows: Public Works Hour s : Days: Lunch: OWVl Factor: 8:00 a.m. to 4:30 p.m. Monday through Friday One-half (~) hour 5 days x 8 hours = 40 General Services Hours: Days: Lunch: CJ.IH Factor: 9:00 a.m. to 5:00 p.m. Monday through Friday One (1) hour 5 days x 7 hours = 35 City Clerk-City Manager (Same as General Services) Urban Development (Same as General Services) Police Services (See Sheriff Shift Schedules and County. Regulations.) 2. The Ordinary Work Week-for heads of departments, (Group III classi- fications) includes, in addition to the hours and days of the Ordinary Work Week' established for their department, such additional time as shall be regu- larly assigned to them for staff work in support of the City Council, Boards; Commissions and general administration. 3. Where required shift assignments result in duty performance 'varying from the established days and hours of the department, such shifts shall be for periods equivalent to the Ordinary Work Week factor of that departmcn~. SCHEDULE "H" SCHEDULE FOR COMPUT ING FRACTIONS A1'ID CONVERTING SALARY UNITS In computing fractional parts of monthly or annual salaries the follow- ing formulae shall be used: Annual monthly salary x twelve months Week~y annual salary : fifty-two weeks Daily annual salary'. 365 days Hourly daily salary ~ eight (or seven) hours Remainders remainders shall be reduced to the next lowest ex- ponent, except that hours shall not be reduced to minutes but shall be rounded off to the nearest hour. SCHEDULE "J" SCHEDULE FOR EDUCATIONAL SUBSIDIES In any fiscal year when funds are budgeted therefore, the City Manager may authorize regular employees of the City to participate in bona fide training or educational programs or courses provided under appropriate auspices, whether for academic credits or not; provided that the training,' study or tutoring be concerned with subjects clearly related to municipal government service. i, J Educational subsidization shall be administered by the City Manager so as to provide the greatest number of employees an opportunity to advance and tmprove their knowledge and skills. In so doing, the City Manager shall administer the program in such a way that the City may reasonably expect to benefit from the increase in skill, knowledge and competence of the employees endowed by this program. :f\ it 11 it I I' 1'1 4/' /69
