Jon Welner On May 2, 2018, the Tiburon Town Council voted 5-0 to deny your above-referenced Councilmember tree permit application requesting the removal of 42 trees from the Knoll adjacent to McKegney Green in the Town's Richardson Bay Lineal Park. Greg Chanis While your tree permit request was denied, the Town Council authorized Town staff Town Manager to procure the removal of all trees under 10 inch trunk diameter from the Knoll,the removal of 15 additional trees and the trimming of five additional trees in the vicinity. These trees are depicted on the attached graphic. Minutes of the Town Council meeting are usually available within three weeks following the meeting. Notification at least 48 hours prior to the meeting will enable the District to make reasonable arrangements. _00� 01 Friday Memo Item for May 2018 The County of Marin, in collaboration with the Marin Climate and Energy Partnership (MCEP), is submitting an application to the Bay Air Quality Management District's Climate Protection Grant Program for funds to develop and launch a Building Decarbonization Pilot Program.The grant application is requesting$297,044 from the Air District(combined with$150,000 that the County of Marin is proposing to contribute)to launch a countywide natural gas appliance retrofit pilot program which would include educational materials on how to go all-electric,contractor trainings on new technologies, and direct incentives to residents interested in replacing natural gas appliances with all- electric units. Marin jurisdictions are making progress on the emissions reduction targets set in our Climate Action Plans(CAPS). Much of the savings can be attributed the increase of renewable energy both onsite and via cleaner electricity from MCE Clean Energy and PG&E. As our electricity comes from increasingly renewable sources,the proportion of energy emissions from natural gas has grown. In 2005, it made up 56%of our energy emissions, but in 2016 that share grew to 67%. For Marin County(where the average home was built in 1964)to meet its CAP goals, addressing natural gas use in existing buildings is critical. In addition to reducing greenhouse gas emissions that contribute to long term climate risks, natural gas combustion appliances can also contribute to poor indoor air quality which can impact occupant health. This pilot program could help address these issues by removing gas burning appliances, including water heaters and cooktops/ranges with all-electric non-combustion versions. The Air District plans to announce grants awards in mid-June 2018. If selected,the County plans to spend the fall developing educational and program materials and launch the rebate program in January 2019. vi Belvedere C Tiburon Library I think the health of our civilization, the depth of our awareness about the underpinnings of our culture, and our concern for the future, can all be tested by how well we support our libraries. - Carl Sagan As the Belvedere Tiburon Library leadership team coordinated our expansion program over the past 8 years, we have been inspired by Carl Sagan's beautiful sentiment about the Library's powerful impact on our community, every day for our neighbors from 1 to 100 years old. It is in the spirit of the library, at the heart of our community, that we provide an update on the developments surrounding our growth. Over the last few weeks you may have heard some updates about the Belvedere Tiburon Library and our expansion plans. If you have (or if this is new news to you) we want to provide a summary of the journey to date and what the next year holds in store as we approach the construction process in 2019. Let's start with a short recap, beginning with the approval of the Library expansion back in 2012. That's right, it's been six years since our community approved the expansion plans and we've been hard at work toward breaking ground on the project. Back in 2012, we completed the process of gathering input and working through concept designs. In that same year the Tiburon Town Council approved the expansion plans for the Library. Most important, this entire effort has been accomplished by our community members. There was an extensive study by a professional Library Building Consultant to analyze our service and space needs. We've also had an incredibly active group of volunteers, participating in community-wide sessions to gather design input, and a dedicated team from the Library who have created a new space plan that will deliver an even deeper set of experiences, events, and resources for all in our community. A few highlights include: • Many more quiet areas for all our members (we heard your feedback!); • A children's room and expanded area that is 3x the size of our current area; • A teen area with increased tutoring and social spaces and located in separate area • More space dedicated for cultural programs, and a significant increase in programming and events overall; • Corner Books will move into the new space and will overlook the Promenade and increased green space around the Library and Town Hall areas. "r ! s Fast-forward to 2018 2018 is incredibly exciting for the Library community because we truly are on the home stretch of the expansion project. We continue to finalize the plans, complete the necessary reviews and environmental requirements and of course fundraise. Per our agreement with the Town of Tiburon back in 2012, the plan was not to commence construction until we raised the necessary funds. We are excited to report, thanks to the generous support from Belvedere and Tiburon community members, we have raised $13.2M plus secured a $4M line of credit and are now ready to launch into our Design Development phase. As you can imagine, since 2012 our original cost estimates have increased dramatically and therefore we are working as quickly as possible to complete the fundraising efforts and break ground in early 2019. Since the initiation of the Library Expansion project, we stand by our commitment to avoid any new parcel tax or bond measures to complete the funding of the library. We will launch the public fundraising phase soon to round out additional funds needed ----- --------and,-in-this-effort,-we-do hope to have support from the-Belvedere and-Tiburon-community:-. - - - We look forward to continuing the conversation and are committed to sharing our progress on all fronts.
