The Town has received notice that the environmental review process for the Marin Emergency
Radio Authority (MERA) next generation upgrade is underway. Fortunately, only minor
upgrades are anticipated at the sole MERA facility in Tiburon (at 99 '2 Mount Tiburon Road).
More detailed information is attached and can be accessed on the MERA-CEQA website at
https://www.marincounty.orq/depts/pw/divisions/proiects/mera.
The project description for the minor upgrades at the Mount Tiburon antenna site is as follows:
• Minor equipment changes on existing tower
• 2 microwave dishes and 4 antennas added
• 2 microwave dishes and 3 antennas removed
• Reinforce existing tower foundation
• Replace existing HVAC in existing equipment shelter
The MERA next generation system proposes several new sites, none of which are on the
Tiburon peninsula, meaning that the system has been designed such that it does not rely on an
antenna site on the Martha Company property. Existing gaps in coverage on the Tiburon
peninsula are to be (at least partly) reduced through a new antenna site on Wolfback Ridge
above the Marin Headlands, at the site of an existing antenna farm.
At this point in time, Town staff sees no need to comment on the Notice of Preparation.
However, staff will remain on alert should the scope of the project change such that potential
impacts could result in Tiburon.

SUBSEQUENT ENVIRONMENTAL IMPACT REPORT

The Marin Emergency Radio Authority(MERA), a joint powers agency, acting as the lead agency
pursuant to Section 15050 of the CEQA Guidelines,will be preparing a Draft Subsequent Environmental
Impact Report (Draft SEIR)for the proposed Next Generation Radio Communications System Project
(Next Gen System, or proposed project). The SEIR is being prepared by MERA in accordance with CEQA
and the State of California CEQA Guidelines. Pursuant to Sections 15082(a) and 15375 of the CEQA
Guidelines, MERA has issued this Notice of Preparation (NOP)to provide Responsible Agencies,Trustee
Agencies, and other interested parties with information describing the proposal and its potential
environmental effects.
The MERA radio system is vital for emergency countywide communications between police, firefighters
and public works crews. The emergency communications system is a network of radio antennas and
equipment linked with microwave connections. However, the combination of older equipment and
recent changes to frequency requirements by the Congressional Jobs Bill HR 3630 now requires an
upgrade of all UHF (T-band), including MERA's, radio communications systems. Funding for the system
is generated by a parcel tax that was authorized by Marin County voters in 2014.
The current system includes 15 active communications sites. The MERA Next Gen System would retain
and upgrade 10 of the functioning sites, decommission five existing sites and add equipment to eight
new sites, which include previously developed infrastructure not part of the MERA system. New sites
include communication and water tank sites and a water wellhead site in northern Marin County.

• Point Reyes Hill • Muir Beach (a local water tank site)
• Dollar Hill • Wolfback Ridge (an existing broadcast tower)
• San Pedro Ridge • OTA Mt. Burdell (an existing broadcast tower)
• Mt.Tiburon • Mill Valley Water Tank(MMWD water tank)
• Sonoma Mountain
• Stewart Point
The five sites to be decommissioned as part of the Next Gen System are: Forbes Hill in San Rafael, Mt.
Burdell near Novato, Mill Valley City Hall and Mill Valley Police Station, and the Bay Hill Road site in
Sonoma County.

LOCATIONS: Figure 1 shows the Next Gen System configuration and Table 1 provides a summary
description of the communication sites including assessor parcel numbers and coordinates. A more
detailed project description with a list of existing and proposed facilities at each site can be found on the

The Next Gen System would update the current backbone network to utilize new radio frequencies in
the 700MHz band to comply with an FCC mandate that public agency radio systems (including MERA)
vacate the UHF (T-band)frequencies currently utilized. The Next Gen system would also utilize Project
25 (P25)technology to provide improved public service and emergency radio coverage within the
County of Marin.
PROBABLE ENVIRONMENTAL EFFECTS: The Next Gen System is anticipated to have similar
environmental effects as those previously evaluated in the original MERA EIR(Marin Public Safety and
Emergency Communication System EIR, SCH#1999092073),which was certified in the year 2000.The
probable environmental effects include potentially significant impacts to biological resources,
aesthetics, cultural resources, hazards and hazardous materials, and land use regulations. The Next Gen
SEIR will evaluate the new environmental impacts resulting from the proposed MERA Next Gen System
upgrades and will define compliance activities needed to address new regulations put into place since
the original EIR. All CEQA topics relevant to the project will also be considered in the SEIR, including:

NOTICE OF SCOPING MEETING: To ensure that the SEIR will address any additional issues that may be
of concern to the public for this proposed project, MERA will also conduct a public scoping meeting.
Public Agencies, community groups and interested members of the public are invited to attend the
scoping meeting and present oral or written comments on the issues to be evaluated in the Draft SEIR.
The public scoping meeting will be held on Thursday, May 31, 2018,from 6:30 p.m.to 8:30 p.m.at
3501 Civic Center Drive, Room 330,San Rafael, CA 94903.
A more detailed preliminary project description of the proposed Next Gen project and other informative

The StafF of the /Metropolitan Transportation Commission is handing us Regional
/Measure Three- Neither the Cities and Counties nor the Public was invited to
participate in the creation of an expenditure plan we will have to live with for a
life time• It is a take it or leave it oopproach• it shows no respect;,for the elected
officials across our region- They are spending so much public money they expect it
will be approved- l think there are other options to consider-

make it even worse- The title of the measure is misleadiny- It is NDT a" Trac
Relief Plan-" There is no evidence it will reduce traffic congestion or air pollution-
Money included for transit projects does not mean more people will use it• Transit

amount of public money to promote this measure- 24 Full pages of information in
each of nine county ballot pamphlets- it has to cost; hundreds of thousands of
dollars- How could anyone opposed to this measure put up as much money as
MTC-- The MTC contributes to numerous worthy non-profit organizations which
helps them provide services to their members- The MTC ,staff is asking far
endorsements- Members of these worthy organization are afraid of losing the on-
going public money they receive if they don't cooperate- -04r MFC Staff is not
allowed to be involved with the campaign- As you will see in video of the Cupertino
City Council meeting the MTC asked for their endorsement- And they wisely said

EXPRE55 1ANE'5 formally known as High Occupancy Lanes were originally designed
to provide an advantage for vehicles with more than one occupant;- The new express
lanes create_ the ability to _collect a fee from single-occupant drivers based on the
level of congestion• What are we doing? For two decades we have been trying to
eliminate single-occupant use, How can this project be 0* Did anyone in the region
ask for express lanes?- it's another way the agency can collect money
The MTC and Caltrans have already decided to install a complete network of express
lanes- It doesn't matter what we think- There is no mention of how the money
collected will be used? ne cost to convert these lanes is astronomical- .x'500
million to convert the 'lanes on U5 107, not to -mention all the others - Express
_Lanes do not increase road capacity?, The speed limit is the--same, ---Where-is- the
real benefit? The MTC has their own priorities- Why do we have money for

number of poor people lose their freedom and opportunity which leads to being
homeless-
On the end of the scale our public money is subsidizing wealthy and corporate
property owners-

Transportation demands are created by the use of land- H vacant parcel of land
that is undeveloped cannot be used, No money can be earned, Whan a
transportation connection is made the land can be developed and money can be
generated- The use of the land creates the need for the transportation connection-
1-he volume of traffic serving the property incurs a cost to.., maintain that
transportation connection- Clearly the cost of the transportation connection should
be a cost of doing business for the project-
However, the land owner(s) are allowed to escape financial responsibility for the
costs associated with the trafric generated by the use or the property- The lack of
collecting that money is the reason why we have inadequate transportation.
The public is unfairly bearing the full cost of transportation access to private
property- This is a situation headed for total disaster- Now much more can the
public pay to subsidize the transportation costs From the use of private property?

We need to develop a mechanism to . measure the cost of maintaining
transportation access to private property- This could require an on-going
assessment for property owners- if property owners paid their fair share we could
have the most efficient transportation network- The property owners would get
their money back with improved use of their land- This concept was tried in

this concept was tested- Emeryville did not get a BART station, The City

property owners would see enough benefit and be willing to pay for its continued

The Marin Emergency Radio Authority(MERA), a joint powers agency, acting as the lead agency
pursuant to Section 15050 of the CEQA Guidelines, will be preparing a Draft Subsequent Environmental
Impact Report (Draft SEIR) for the proposed Next Generation Radio Communications System Project
(Next Gen System, or proposed project). The SEIR is being prepared by MERA in accordance with CEQA
and the State of California CEQA Guidelines. Pursuant to Sections 15082(a) and 15375 of the CEQA
Guidelines, MERA has issued this Notice of Preparation (NOP)to provide Responsible Agencies,Trustee
Agencies, and other interested parties with information describing the proposal and its potential
environmental effects.
The MERA radio system is vital for emergency countywide communications between police, firefighters
and publicworks crews. The emergency communications system is a network of radio antennas and
equipment linked with microwave connections. However, the combination of older equipment and
recent changes to frequency requirements by the Congressional Jobs Bill HR 3630 now requires an
upgrade of all UHF (T-band),including MERA's, radio communications systems. Funding for the system
is generated by a parcel tax that was authorized by Marin County voters in 2014.
The current system includes 15 active communications sites. The MERA Next Gen System would retain
and upgrade 10 of the functioning sites, decommission five existing sites and add equipment to eight
.new sites,,which include previously developed infrastructure not part of the MERA system. New sites
include communication and water tank sites and a water wellhead site in northern Marin County.

LOCATIONS: Figure 1 shows the Next Gen System configuration and Table 1 provides a summary
description of the communication sites including assessor parcel numbers and coordinates. A more
detailed project description with a list of existing and proposed facilities at each site can be found on the

The Next Gen System would update the current backbone network to utilize new radio frequencies in
the 700MHz band to comply with an FCC mandate that public agency radio systems (including MERA)
vacate the UHF (T-band)frequencies currently utilized. The Next Gen system would also utilize Project
25 (P25)technology to provide improved public service and emergency radio coverage within the
County of Marin.
PROBABLE ENVIRONMENTAL EFFECTS: The Next Gen System is anticipated to have similar
environmental effects as those previously evaluated in the original MERA EIR (Marin Public Safety and
Emergency Communication System EIR, SCH #1999092073),which was certified in the year 2000.The
probable environmental effects include potentially significant impacts to biological resources,
aesthetics, cultural resources, hazards and hazardous materials, and land use regulations. The Next Gen
SEIR will evaluate the new environmental impacts resulting from the proposed MERA Next Gen System
upgrades and will define compliance activities needed to address new regulations put into place since
the original EIR. All CEQA topics relevant to the project will also be considered in the SEIR, including:
