A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TIrnURON ESTABLISHING AN APPROPRIATION LIMIT FOR FISCAL YEAR 1999/2000 PURSUANT TO ARTICLE :xm B. OF THE CONSTITUTION OF THE STATE OF CALIFORNIA WHEREAS, Article XIII B, of the Constitution of the State ofCa1ifornia provides that total annual appropriations subject to exceed the appropriations limit of such entity of government for the prior year adjusted for changes in the cost ofliving and population, except as provided for in Article XIII B; and WHEREAS, pursuant to Article XIII B, of the Constitution of the State of California, the Town Council of the Town of Tiburon deems it to be in the best interests of the Town ofTiburon to establish an appropriations limit for the Fiscal Year 1999/2000; and WHEREAS, the previously established limit for Fiscal Year 1998/99 was $3,872,729, and the State Department of Finance has detennined that the 1999 Per Capita Personal Income Factor is 4,53%, and the 1999 Population Change Factor is 3,21%; the Finance Director estimates that legislated pass-through fees of the County will be $26,000; the Finance Director of the Town of Tiburon has detennined that the an appropriations limit in the amount of $4,204, 110 shall be established for Fiscal Year 1999/2000, r" NOW THEREFORE, BE IT RESOLVED by the Town Council of the Town of Tiburon that an appropriations limit in the amount of $4,204, 11 0 is established for Fiscal Year 1999/2000 pursuant to Article XIII B, of the Constitution of the State of California. CRANE, TOWN CLERK Resolution No. 3333 - Replaces Tiburon Resolution No, 3284, June 1998. r- A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TIrnURON APPROVING THE RATE OF TAX LEVY APPLICABLE TO THE TOWN'S 1972 OPEN SPACE BOND ISSUE FOR THE FISCAL YEAR ENDING JUNE 30, 2000 WHEREAS, in 1972 the voters approved the issuance of Open Space Bonds by the Town ofTiburon to acquire certain real property; and an override tax rate for Fiscal Year 1999-2000 is applicable to this bonded indebtedness; and WHEREAS, the Finance Director estimates that total net taxable local secured assessed value for Fiscal Year 1999-2000 will be approximately $1,751,334,000; that debt service requirements and associated fiscal agent costs will be $85,000; and has calculated that the override tax rate per $100.00 of secured assessed valuation should be 0,004853, The override rate, expressed as a share of total secured assessed valuation, is equal to 0,000048, NOW, THEREFORE, IT IS RESOLVED that the Town Council of the Town of Tiburon does hereby approve the rate of 0.0048 per $100.00 oflocal secured assessed valuation as the override tax levy applicable to the 1972 Open Space General Obligation bond issue for Fiscal Year 1999-2000, and directs Staff to transmit this resolution to the County Auditor-Controller. r- PASSED AND ADOPTED at a regular meeting of the Town Council of the Town of Tiburon on May 19, 1999 by the following vote: AYES: NOES: ABSENT: COUNCIL MEMBERS: COUNCIL MEMBERS: COUNCIL MEMBERS: Bach, Gram, Hennessy, Thompson None Matthews BY: ~4 MOGENS BACH, MAYOR ATTEST: r-.
