RESOLUTION NO. 666
A RESOLUTION OF THE CITY OF TIBURON URGING THE LEAGUE
OF CALIFORNIA CITIES TO STUDY LEGISLATION TO STRENGTHEN
THE CALIFORNIA ENVIRONMENTAL QUALITY ACT
WHEREAS, the City of AUburn in its Resolution 74-69 has
suggested that the League formulate and present legislation t~
curtail certain environmental suits, and
WHEREAS, the California Environmental Quality Act was
promulgated for the benefits of the majority of citizens of this
state, and
WHEREAS, that Act contains many built-in provisions for
protection of the state's remaining environmental amenities, and
WHEREAS, cities and other public agencies through their
public works and engineering programs have often been the largest
scale modifiers of the state's environment, and
WHEREAS, the Act has only been operational since the state
guidelines appeared in March 1973, and
WHEREAS, unplanned environmental degradation has proceeded
steadily for more than one hundred years, and
WHEREAS, it is not eminently clear that the remedies being
suggested in Resolution 74-69 of the City of Auburn are solutions
to the problems stated therein,
NOW, THEREFORE, BE IT RESOLVED, that the League of California
Cities should monitor environmental actions, suits, procedures
and developments relative to the functioning of the California
Environmental Quality Act for a period of at least five years.
If, at that time, it is clear that some portionoof the Act is
inadequate, we should be iriformed by the League along with
proposed remedies. If the proposed solutions are acceptable,
we should then urge our state legislature to adopt them.
PASSED AND ADOPTED at a regular meeting of the City Council
of the City of Tiburon held on August 12, 1974 by the following
vote:
