RESOLITrION NO. 627
A RESOLUTION OF THE CITY COUNCn. OF THE CITY OF TIBURON TO
ESTABLISH AN AFFIRMATIVE ACTION PROGRAM FOR THE CITY OF TIBURON
WHEREAS: the City Council of the City of Tiburon is committed to the
concept of equal emp19yment opportunity in the City Service as a basic merit
system principle; and
WHEREAS: Commitment to this principle does not end with the prohibition
of discriminatory practices but includes positive efforts in all areas of per-
sonne1 policy and procedure.
NOW, THEREFORE, BE IT RESOLVED THAT:
1. All employees will be provided an equal opportunity for advancement;
2. Recruitment will include advertised notification of position openings
in the public media serving all people in the Bay Area;
3. Job classification descriptions will clearly define the duties of the
job and employment standards will be realistically related to the duties and skills
required;
4. Applicants will be screened in relationship to the specific job require-
ments. Any written examination will relate to job factors only;
5. For technical, vocational and clerical jobs where a written test is used
for selection, a pre-test orientation will be available for those who desire it;
6. An oral review board convened to examine for a job classification which
involves dealing with an identifiable public shall include members of that public.
Further the board will be instructed in the City policy with regard to the Affir-
mative Action Program;
7. Every effort will be made to make promotional and transfer opportunities
available to City employees. Training programs will be developed, or made avail-
able to assist employees in job improvement, promotion and general effectiveness;
8. Each department head and supervisory employee shall be responsible for
actively supporting this program. Management personnel will assist in the achievement
of City program goals, and identification of areas where trainee positions and
career ladders may be developed.

9. The City Manager, as the Personnel Officer, is designated as the
Affirmative Action Officer. The Adminstration and Finance Committee will
review procedures for the Affirmative Action Program and evaluate its effective-
ness.
PASSED AND ADOPTED at a regular meeting of the City Council of the City
of Tiburon on May 13, 1974, by the following vote:
