Victoria Fong, Chair of the I-leritage & Arts Commission, said the H&A is in the process of
updating guidelines for public art.

Richard Rozen, Artist Laureate, said one of his goals as Artist Laurate was to find opportunities
for public art and invited the Council to an upcoming event at the library to learn about
innovations in public art.
Lalita Waterman, Southridge West, requested the Council consider installing additional electric
vehicle charging stations closer to the freeway.
Ken Weil, Hilary Drive, said he was having trouble getting a response from the Town about
updates to the Hawthorne undergrounding project and requested the Town, late the website

Associate PI� O'Ma , said the Town maintains Council-adopted standards for Wireless
Communicatiol 1.. : . and has made various updates to the standards over the years. She said
the Federal Comm tions Commission (FCC) recently published a ruling that aims to
streamline approvals that will reduce local government control over the location and design of
small cell wireless facilities, prompting staff's recommendation to make amendments to the
Town's adopted standards.
She said the amendments are intended to insert clear and reasonable criteria for applicants in an
expedited manner within the limits of state law. O'Malley said the new regulations are being
challenged in court and therefore, staff views these amendments as temporary `stop-gap'
measures pending a more comprehensive understanding of the ramifications of the new

regulations. She added staff anticipates future updates to the standards, and possibly the Town's
Zoning Code, may be required to bring the Town into optimal compliance.
Councilmember Fredericks noted that it may be helpful to add in a point that there is a desire to
minimize view impacts for ground mounted equipment.
Mayor Fraser suggested including visuals to the standards, and Fredericks agreed. Director of
Community Development Anderson agreed.
Councilmember Thier asked if the standards would be amended again e legal challenges
are over. Town Attorney Stock confirmed this point, and said there ultiple challenges of
the new regulations. He said it is important to have published stat s cc now, because
the new regulations may go into effect in January.
Thier also corrected an incorrect reference in the standar recommended m better
distinctions between private and commercial property ences. S also asked ab
regulation on Highway 131/Tiburon Boulevard. To ttorney said the Town could
regulate anything outside the right-of-way.
Vice Mayor Kulik inquired about the 60-d 'me limit to a ligible facility applications,

SUMMARY
Every December, pursuant to Town policy and state law,the Council formally adopts the
Annual Appointments List and authorizes staff to publish the list to inform the public of the
appointments the Town Council made in the previous calendar year.
RECOMMENDED ACTIONS)
1. Adopt the annual Local Appointments List for January through December 2018.
BACKGROUND
Pursuant to Town Council Appointments Procedure (Resolution No. 16-2007) and state law
(Government Code Section 54972), the Town Council is required to adopt and publish a list of
appointments it has made to local boards and commissions throughout the year,prior to
December 31 of each year. The list is posted at Town Hall and a copy is sent to the Belvedere-
Tiburon Library for public review.
A list of appointments made by the Town Council for the period January through December 2018
is provided for the Council's adoption (Exhibit 1).
At the first regular meeting in 2019, staff will return to the Council with the Town Council
Committee Appointments list (Exhibit 2) for review and revisions, following tonight's
reorganization of the Town Council.

Staff anticipates no direct fiscal impact to the Town from adoption of the Local Appointments
List.
ENVIRONMENTAL REVIEW
Staff has preliminarily determined that adoption of this item is statutorily exempt from the
requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15378 of
the CEQA Guidelines in that it does not constitute a project under CEQA.
RECOMMENDATION
Staff recommends that the Town Council adopt the annual Local Appointments List for January
through December 2018.

RECOMMENDED ACTION(S)
1. Reappoint Alannah Kinser to a'full 4-year term to the Marin-Sonoma Mosquito&.Vector Control
District Board of Trustees.
BACKGROUND
The term of the Town's appointment to the Marin-Sonoma Mosquito & Vector Control District
Board of Trustees expires on December 31, 2018. Ms. Alannah Kinser was appointed to the seat
on June 7, 2017, and seeks reappointment to a full 4-year term on the Board (Exhibit 1).
ANALYSIS
According to the Town Council Appointments Procedure (Resolution No. 16-2007), Ms. Kinser
is eligible for automatic reappointment to the Marin-Sonoma Mosquito & Vector Control District
Board of Trustees because she has been seated for less than two years.
Automatic reappointment to a board or commission means the Council is not required to actively
advertise the vacancy or consider any other applicants. This pending vacancy was nonetheless
advertised as part of the annual appointments process in February and March of this year, and no
applicants indicated interest in this seat.
FINANCIAL IMPACT
Staff anticipates no direct fiscal impact to the Town from making this appointment.

Staff has preliminarily determined that adoption of this item is statutorily exempt from the
requirements of the California Environmental Quality Act (CEQA) pursuant to Section 15378 of
the CEQA Guidelines in that it does not constitute a project under CEQA.
RECOMMENDATION
Staff recommends that the Town Council reappoint Alannah Kinser to a 4-year term on the
Marin-Sonoma Mosquito & Vector Control District Board of Trustees.

BACKGROUND
Pursuant to Government Code Section 53601, staff is required to provide the Town Council with
a report regarding the Town's investment activities for the period ended October 31, 2018.

The total invested at the end of the prior month was $19,990,809.61, therefore; the Town's

withdrawing $200,000 for cash flow purposes and receiving $123,744.04 in interest income for
the third quarter of 2018.

2018 Statement for its Section 115 Irrevocable Trusts for Other Post-Employment Benefits and
Pension.
FINANCIAL IMPACT

principles of investing— safety, liquidity and yield in this respective order.

A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TIBURON
COMMENDING SCOTT ANDERSON ON THE OCCASION OF HIS RETIREMENT
FROM THE TOWN OF TIBURON
WHEREAS, on September 4, 2013, the Town Council adopted Resolution No. 37-2013,
commending Planning Manager Scott Anderson on his 25`x' anniversary of employment with the
Town of Tiburon; and
WHEREAS, Scott has now chosen to retire after an exemplary 30-year career with the Town; and
WHEREAS, Scott Anderson has been Community Development Director for more than half of the
Town's existence, overseeing development from moratorium to Martha, from Town Hall and
Library to Library once again, through St. Hilary and Kol Shofar and TPC and countless other
major projects in Tiburon, always with a steady hand and providing sage advice and planning
wisdom for the Town; and
WHEREAS, Scott has served four Town Managers, Town Councils both chaotic and cordial, and
attended uncountable meetings of the Planning Commission, Design Review Board, Board of
Adjustment and Review, Parks and Open Space Commission, Parks, Open Space and Trails
Commission, Bicycle Pedestrian Advisory Committee and the Romberg Center, and has served
each of these public boards with paramount professionalism, expertise, dedication, ethics,
patience and good humor; and
WHEREAS, Scott has become the dean of Planning Directors in Marin County, while running the
Planning and Building Divisions in a manner that provided the community with the highest level
of public services and creating an orderly sense of development that has immensely enhanced the
character of this town that we all love; and
WHEREAS, Scott has also been a conscientious steward of the paths and trails of Tiburon, an
essential key to the establishment of the Tiburon Ridge Trail (just don't tell Sunset magazine), a
subdivision expert extraordinaire and a font of institutional knowledge and history that can never
be properly replaced; and
WHEREAS, Scott has superbly accomplished all these things with intelligence and diligence,
becoming a paragon of stability and a stalwart example of teamwork and leadership, beloved by
his fellow staff and the many residents whose lives he has touched all these years.
Now THEREFORE, BE IT RESOLVED, that the Town Council of the Town of Tiburon, on
behalf of all our citizens does hereby commend, congratulate and sincerely thank and applaud
Scott Anderson for more than 30 years of dedicated and exceptional service to the Town of
Tiburon on the occasion of his retirement and the capping of his remarkable and distinguished
career, and wishes him a joyous and healthy retirement in Colorado with his beloved wife
Carole.
