REGULAR MEETING
MINUTES
Mayor Fraser called the regular meeting of the Tiburon Town Council to order at 7:30 p.m. on
Wednesday, December 5, 2018, in Town Council Chambers. 1505 Tiburon Boulevard, Tiburon,
California.
ROLL CALL

George Landau, Sugarloaf Drive, thanked the Council for passing an anti-discrimination
Resolution the prior week.
CONSENT CALENDAR
CC-I. Town Council Minutes - Adopt minutes of November 7, 2018 special and regular
meetings (Town Clerk Stefani)
CC-2. Annual Appointments List - Adopt Annual List of Appointments made by Town
Council in 2018 pursuant to state law (Town Clerk Stefani)
CC-3. Appointments to Town Boards and Commissions - Reappoint Alannah Kinser to
Marin-Sonoma Mosquito & Vector Control District Board of Trustees (Town Clerk
Stefani)
CC-4. October Investment Summary - Adopt investment summary for month ending October
31, 2018 (Director of Administrative Services Bigall)
CC-5. Recognition of Town Services - Adopt Resolution in recognition of Scott Anderson's 30
outstanding years of service to the Town of Tiburon
Mayor Fraser removed Item No. CC-5 from the Consent Calendar for discussion.

MOTION: To adopt Consent Calendar Items 1-4, as written.
Moved: Fredericks, seconded by Thier

CC-5. Recognition of Town Services - Adopt Resolution in recognition of Scott Anderson's 30
outstanding years of service to the Town of Tiburon
Mayor Fraser said Director of Community Development Scott Anderson is retiring at the end of
an outstanding 30-year career with the Town, and presented him a Resolution of commendation.
Mayor Fraser read the resolution, and the Council and crowd thanked Director Anderson.
MOTION: To adopt Consent Calendar No. 5, as written.
Moved: Fredericks, seconded by Thier

ACTION ITEMS
AI-l. Oath of Office - The Town Clerk will administer the Oath of Office to Councilmembers-
elect Fraser, Fredericks and Welner.

and Welner.
AI-2. Recognition of Mayor Jim Fraser - Mayor Fraser is invited to share his comments and
the Council is invited to share their comments with the outgoing Mayor, as well.
Mayor Fraser said it had been an honor to represent local citizens. the Council and the staff. He
said he felt blessed, humbled and honored to be elected to the Council and to serve as Mayor. He
was happy to carry on the history of Tiburon councils to get things done by working and
collaborating together to come up with the best possible answer for the community.
Councilmember Fredericks said it has been a privilege to work with Mayor Fraser, an excellent
representative of Tiburon. She appreciated his optimism, energy. good sense and passion for
service.
Councilmember Welner said he is inspired by how Mayor Fraser handles difficult issues on the
Council, all with good humor. He thanked him and said he will continue to be the Council's
senior advisor.
Councilmernber Thier said Mayor Fraser has led the Council with decorum and graciousness,
and said she appreciated his service, dedication and time committed to makin�, Tiburon what it is
today.
Vice Mayor Kulik echoed the rest of the Council's comments. and said Mayor Fraser is an
excellent example of a great Town Councilmember, and thanked him.

AI-3. Election of New Mayor - Outgoing Mayor Fraser will entertain nominations for the
Office of Mayor and conduct the election.
MOTION: To appoint Vice Mayor David Kulik as Mayor [2018-2019].
Moved: Fredericks, seconded by Wehner
VOTE: AYES: Unanimous
AI4. Election of Vice Mayor - The Mayor-elect will conduct the election of Vice Mayor.
MOTION: To appoint Councilmember Fredericks as Vice Mayor [2018-2019].
Moved: Fraser, seconded by Tinier
VOTE: AYES: Unanimous
TOWN COUNCIL REPORTS
There were none.
TOWN MANAGER REPORT
TM-1. Town Council Meeting Recess - The Town Manager will report on upcoming Town
Council meeting cancellations and the Town Hall holiday closure.
Town Manager Chanis reminded the Council that the regular Town Council meetings of
December 19, 2018 and January 2, 2019 would be cancelled, and Town Hall will be closed
December 21, 2018 —January 1, 2019.

ADJOURNMENT
There being no further business before the Town Council of the Town of Tiburon, Mayor-elect
Kulik adjourned the meeting at 8:30 p.m., and the new Town Council sat for a photograph.
