Friday Memo Item for June 2018 SUBJECT: County awarded two GHG emissions reduction grants from BAAQMD In May 2018, the County of Marin, in collaboration with the Marin Climate and Energy Partnership (MCEP), submitted an application to the Bay Air Quality Management District's (BAAQMD) Climate Protection Grant Program for funds to develop and launch a Building Decarbonization Pilot Program. At the June 6th meeting of the BAAQMD Board of Directors, the County and MCEP were awarded the $296,997 requested in the grant application. This will be combined with $150,000 that the County of Marin has agreed to contribute. The granted funds will be used to launch a countywide natural gas appliance retrofit pilot program, including educational materials for homeowners on how to go all - electric, contractor trainings on new technologies, and direct incentives to residents interested in replacing natural gas appliances with efficient electric units. Marin jurisdictions are making progress on the emissions reduction targets set in our Climate Action Plans (CAPs). Much of the savings can be attributed the increase of renewable energy both onsite and via cleaner electricity from MCE Clean Energy and PG&E. As our electricity comes from increasingly renewable sources, the proportion of energy emissions from natural gas has grown. In 2005, it made up 56% of our energy emissions, but in 2016 that share grew to 67%. For Marin County (where the average home was built in 1964) to meet its CAP goals, addressing natural gas use in existing buildings is critical. In addition to reducing greenhouse gas emissions that contribute to long term climate risks, natural gas combustion appliances can also contribute to poor indoor air quality and impact occupant health. This pilot program will help address these issues by removing gas burning appliances, including water heaters and cooktops with all -electric non -combustion versions. The County anticipates working with the Air District on the grant contract in July and August. County staff will work with MCEP members throughout the remainder of 2018 to develop educational and program materials. The County hopes to launch the rebate program in January 2019. In addition to these funds, the County of Marin, in partnership with StopWaste and Alameda County, was awarded $206,456 to explore material specifications and model policies around low -carbon concrete mixes. This is an effort to begin to address embodied emissions in the built environment, including all of the energy and emissions associated with the creation and transportation of materials consumed in Marin. As you probably know, the constitutionally mandated population count occurs once a decade. The 2020 Census will determine the number of seats each state has in the U.S. House of Representatives and how over $675 billion dollars per year are distributed to local communities. It is vitally important to our nation and to your community. For the 2020 Census, we are using a number of key technology developments to improve both the efficiency and quality of the Census. One of the primary goals is to increase self -response to the Census by providing more ways for people to respond. Unlike previous censuses, where a paper questionnaire was the only option for a response, we will add an online option and the ability to respond by telephone to our traditional paper questionnaire option. Also, respondents will have more language options when filling out Census questionnaire. Providing response options will help, but we know a successful census depends on strong community engagement and participation. Part of that effort is a structured approach for local support, where key leaders like you, form a Complete Count Committee. Complete Count Committees (CCC) are made up of a broad spectrum of leaders that are trusted voices within their communities. They organize, plan, and implement local campaigns to promote participation in the 2020 Census. Census Day is April 1, 2020. While it may seem like a long time from now, from a planning perspective, it is not. Many local governments are already actively working on their own plans for the 2020 Census. So now is a good time to consider the efforts for your jurisdiction. We want your participation. Currently, Census Bureau staff are active throughout the nation, meeting with local governments, elected officials and community-based organizations. They are available to provide information about the 2020 Census and training on how to form a Complete Count Committee. They will provide technical guidance on upcoming census operations to help you develop a customized plan that works for your community. A local Partnership Specialist will be contacting you to set up a meeting, or you can reach the partnership program at 213-314-6230 or via email at los.angeles.rcc.partnership@2020census.gov.
