Mayor Kulik called the regular meeting of the Tiburon Town Council to order at 7:30 p.m. on Wednesday. August 7, 2019, in Town Council Chambers, 1505 Tiburon Boulevard, Tibl-u-on, California. Town Council Minutes—Adopt minutes of July 17, 2019 special and regular meetings (Department of Administrative Services) CC-2. League of California Cities Voting Delegate—Appoint "Town Council voting delegate for the annual League of California Cities business meeting (Department of Administrative Services) CC-3. Investment Summary—Adopt investment summary for month ending June 30, 2019 (Department of Administrative Services) CC-4. Safe Pathways to Schools Grant—Adopt Resolution of local support for brant funding from TAM's Measure AA for Del Mar Middle School Traffic Calming Plan (Department of Public Works) CC-5. Leave of Absence—Adopt Resolution authorizing a leave of absence for COuncilmember Fraser(Office of the Town Attorney) MOTION: To adopt Consent Calendar Items No. 1-5, as written. Moved: Fredericks, seconded by Thier VOTE: AYES: Fredericks, Kulik, Thier, Welner ABSENT: Fraser ACTION ITEMS AI-1. Appointments to Town Boards & Commissions—Consider appointments to the Belvedere-Tiburon Library Agency Board of Trustees and the Design Review Board (Department of Administrative Services) Town Clerk Stefani said the Council was considering making one appointment to the Belvedere- Tiburon Library Agency Board of Trustees and one appointment to the Design Review Board. She noted that since the publication of the staff report, Adam Jaffe had withdrawn his application for the Desitin Review Board seat and Barbara Miller had withdrawn her application for the Belvedere-Tiburon Library Agency Board seat. Mayor Kulik opened the floor for public comment. There was none. COuncilmember Thier stated her intention to recuse herself from the Library Board appointment. MOTION: To appoint Ken Well to the Belvedere-Tiburon Library Agency Board of Trustees. Moved: Thier, seconded by Fredericks VOTE: AYES: Fredericks, Kulik, Thier, Welner ABSENT: Fraser AI-2. Public Art Policy—Consider adoption of Public Art Program Policy (Department of Administrative Services) Town Manager Chanis said the Heritage & Arts Commission presented the first draft of the Public Art Program Policy to the Council in June, and the Commission has incorporated the recommended changes. Heritage & Arts Commission Chair Fong said the Commission had worked with community members to develop the program policy and hoped it would operate as a guideline and fi•amework to deal with public art proposals in the fixture. Commissioner Etemad and Artist Laureate Rozen also showed the Council several supporting documents—a map of all the public parks on the Tiburon Peninsula and an inventory binder for all the existing public art projects that will be available for anyone to review at Town Nall. The group acknowledged the great work of Joan Palmero on the project and the inventory. Mayor Kulik opened the floor for public comment. There was none. MOTION: To approve and adopt the Public Art Program Policy. Moved: Fredericks, seconded by Thier VOTE: AYES: Fredericks, Kulik, Thier, Welner ABSENT: Fraser TOWN COUNCIL REPORTS None.
