Town Council Minutes—Adopt minute of October 2, 2019 special and regular meetings (Department of Administrative Services) CC-2. Investment Summary—Adopt investment summary for month ending September 30, 2019 (Department of Administrative Services) CC-3. Town Council Election —Adopt resolutions a) calling an election on March 3, 2020; b) requesting consolidation of election services with the County of Marin; and c) providing that the cost of printing the candidate's statement shall be borne by the candidate (Department of Administrative Services) CC-4. Grand Jury Response—Approve Town's response to Marin County Civil Grand July Report titled: Taping:An Under-the-Radar Epidemic (Office of the Town Manager) Colncllmenlber Thier requested Consent Calendar Item No. 4 be removed for discussion. Grand Jury Response—Approve Town's response to Marin County Civil Grand Jury Report titled: Taping:An Under-the-Radar Epidemic (Office of the Town Manager) Councilmember Thier inquired about the recommended changes and timeline for implementation and said she would like to see a strict ban on vaping products. MOTION: To approve Consent Calendar Item 4, as written. Moved: Fredericks. seconded by Weiner VOTE: AYES: Fredericks, KUIik, Thier, Wehner ABSENT: One Vacant Seat PUBLIC HEARINGS PH-1. Personnel Rules & Regulations—Consider adoption of resolution that would update the Town's Personnel Rules and Regulations and municipal code amendments incorporating the updated disciplinary procedures—Introduclion and first reading of ordinance (Department of Administrative Services) Director of Administrative Services Sweitzer said the Town Council approved Memorandums of Understanding with the Town`s two bargaining units, including a revised Disciplinary Action Procedure. She explained the updated procedures that had been agreed to by all parties. and said Page 2 q1'5 Toivn Coz-mcil MinzNes 1,120-2019 November 6, 2019 it was timely for the Council to formalize the updated disciplinary procedures in the Town's Municipal Code and Personnel Rules & Regulations document. COUnCIIlnember Thier asked if the union representatives had reviewed the proposed changes. Director Sweitzer explained the proposed changes were discussed and agreed upon by the union representatives during labor negotiations, but they were not sent a copy of this staff report. Mayor Kulik opened the floor for public comment. There was none. MOTION: To adopt the resolution amending Rule XIII of the Town's Personnel Rules and Regulations. Moved: Fredericks, seconded by Welner VOTE: AYES: Fredericks, Kulik, Thier, Welner ABSENT: One Vacant Seat Councilmember Thier requested copies of the staff reports be sent to the union representatives prior to the scheduled adoption of the ordinance at the next meeting. MOTION: To introduce the ordinance and read by title only. Moved: Fredericks, seconded by Welner VOTE: AYES: Fredericks, Kulik, Thier, Welner ABSENT: One Vacant Seat Mayor Kulik read "An Ordinance of the Town Council of the Town of Tiburon Amending Municipal Code Title I ("General Provisions and Administration"), Chapter 2 ("Administration"), Article 11 ("Town Manager"), Section 2-8 ("Powers and Duties Generally"), Subsection (c) Regarding the Town Manager's Discretion in Delegating Employee Disciplinary and/or Termination Authority to Departmental Heads". ROLL CALL., VOTE: AYES: Fredericks, Kulik, Thier, Welner ABSENT: One Vacant Seat ACTION ITEMS AI-1. Town Council Board and Committee Appointments—Consider revisions and new appointments to Town Council Committee Appointments List (Department of Administrative Services) Town Manager Chanis said due to the recent resignation of Councilmember Fraser, his state and regional board and committee appointment seats are now vacant. He said the Council will likely consider making appointments to these seats again after a new Councilmember is elected, but several appointments are more time sensitive than others. He recommended the Council consider appointments to the vacant seats on the Richardson Bay Regional Agency Board, the Belvedere- Tiburon Joint Recreation Board. the Belvedere-Tiburon Joint Disaster Council and the Tiburon Peninsula Traffic Relief JPA Board. The Council agreed to make the following appointments: - Richardson Bay Regional Agency Board of Directors (Mayor Kulik - Delegate) - Richardson Bay Regional Agency Board of Directors (Vice Mayor Fredericks— Alternate) - Belvedere-Tiburon Joint Recreation Board (Councilmeinber Wehner) - Belvedere-Tiburon Joint Disaster Council (Councilmember Thier) - Tiburon Peninsula Traffic Relief JPA Board (Vice Mayor Fredericks—Primary Director) DISCUSSION ITEMS D-1. PG&E Public Safety Power Shutoff—Review of recent power outage event and discussion regarding the Tovvn's response (Office of the Town Manager) Town Manager Chanis reviewed the Town's response to the recent PG&E Public Safety Power Shutoff event that turned off power to the Tiburon peninsula for 48-96 hours. He said cooperation between agencies worl<ed very well, resource centers were well utilized, and the Alert Marin emergency notification system pushed out good information, but only for certain cellular providers. He said there were lessons learned as well —backup generators failed, cell phone service was not reliable and the heavy reliance on diesel strained the fuel supply. He said the Town's next steps would be to formalize a process with CalTrans to power the traffic signals and conduct assessments of the Town's backup generators. He said staff is also considering solutions for additional fuel procurement and storage and establishing a public information team for emergency and non-emergency communications. The Town Manager also said staff was aware there will likely be an increase in the popularity of backup generators. and it would be appropriate to discuss noise standards, possibly during the upcoming greater discussions on the General Plan.
