The IRC proposes to assess the publicly available responses to each of last year's Mann County Civil Grand Jury reports to determine whether they have met the state statute requirements, and whether respondents have. implemented those recommendations agreed upon. When appropriate, the IRC may further attempt to evaluate the expected impact on the community of these follow -up steps taken by the respondents. All of the IBC's findings, as well as any suggested future actions, will be turned over to the currently impaneled Marin County Civil Grand Jury for review and possible further action. Given this context, we would like to ask for clarification of Tiburon's response to one of the recommendations in the June 3, Marin County Civil Grand Jury report, Marin's Retirement Health Care Benejus: The Money Isn't Yhere. Before doing this they should consult traffic engineers who will likely advise them that such plantings may cause accidents by preventing drivers of errant vehicles from recovering control. This is why the California Highway Design Manual in Topic 902 - Highway Planting Standards and Guidelines at page 900 -3, states "Median planting should not be permitted on freeways." This will be a dangerous condition which will not only expose public entities, such as the town, to lawsuits for compensatory damages from the resulting injuries and property damage, but also expose responsible public employees to the same liability and also to punitive damages liability because of their knowing and willful disregard of public safety. They would have little or no jury sympathy for such spending because there are numerous other, more demanding needs. Contributions from member jurisdictions were approved to increase 3.0 %. The specific contribution requested from Town of Tiburon is $25,201. An official invoice and the adopted RBRA budget are attached to this letter. RBRA's many important functions include: implementation of the vessel registration program, yearly removal and demolition of 50 -75+ derelict vessels and other navigational hazards that would otherwise sink or wash up on shore, ongoing monitoring and management of vessels in Richardson's Bay, hazardous material abatement, sanitary waste pumpouts for vessels, ongoing water quality program activities including testing and dockside sewer leak response, emergency response, ongoing shore cleanup, implementing State - mandated pollution programs, and planning for future uses in Richardson's Bay. Marin Transit views yellow bus as a director better option for younger ages compared to the public transit services supervisor district 2 we offer. Hearing the requests from your neighborhood of better access to the yellow bus services, Marin Transit reached out to Reed Unified to notify them of this request. We encourage you to follow -up directly with the School District to advance these discussions. The second request outlined in your letter calls for removal of service from Route 219f (ferry feeder) from Hilary drive in an effort to reduce traffic on this residential street. This request would reroute the service to use Avenida Miraflores past Del Mar School to Tiburon Boulevard and serve passengers at the existing stop at Rock Hill Road. Marin Transit staff further investigated this request including monitoring ridership along this segment and conducting discussions with current users of the service getting on /off along Hilary Drive. The investigation found that there is a regular contingent of riders that use the Hilary Drive stop and they are strongly opposed to removing service from this location. A formal response from one of these riders is attached to this letter. Observations and counts on these select trips show strong ridership on many trips. Marin Transit translates this ridership to fewer cars and reduced congestion on Peninsula roadways, a shared goal with your neighborhood group. At this time, Marin Transit plans to continue to operate six trips per day of public transit service along Hilary Drive on Route 219f. Effective June 8, 2014, one morning eastbound 219f trip that serves Hilary Drive at approximately 6:20 AM will be moved to a westbound trip and serve this area at approximately 8:05 PM. Ridership on this service will continue to be monitored and future adjustments will be proposed accordingly. Speeds on Hilary drive will be monitored using Marin Transit's vehicle tracking equipment to ensure operations along this segment are continue to be provided in a safe manner. First, I want to applaud the wonderful job Marin Transit has done with the improved bus service. Tiburon is a community with many advantages. One of our problems is traffic on Tiburon Blvd. A significant amount of our traffic is caused by parents driving up and down Tiburon Blvd to take their children to one or more of our three schools. There is very limited school bus service in Tiburon operated by the PTA at parent's expense. I was pleased to see two St. Hilary school children on the bus today and one Del Mar student yesterday - -she took the bus downtown to join other friends so they could all take the bus back to the Del Mar School as a group. Another source of our traffic relates to the ferry. Some of this traffic involves a single run to parking lots near the ferry, but much of it involves two -way trips involving a passenger drop -off. For many years, Golden Gate Transit operated two full -size ferry buses. One of these buses followed the current Hilary Drive route where there were posted bus stops. One of these posted bus stops was at the corner of Hilary and Rockhill. When the recession started, ferry traffic reduced sharply and the ferry bus service was reduced from two buses to one and then discontinued. While understandable, this was a loss to the community. When Marin Transit took over the Tiburon bus service from Golden Gate transit last summer, you reduced the size of the bus to a shuttle, which reduces noise, pollution and cost. You also increased service to make the bus service more useful. Finally, you created three morning and three evening ferry runs, which follow the old Golden Gate Bus route with loops off Tiburon Blvd into the neighborhoods. These ferry route loops are critical to the success of the service because the bus takes people closer to their homes and riders prefer not to wait for the bus on Tiburon Blvd with noise of traffic whizzing buy. At present, there are three of us from my street riding the bus regularly and eliminating 6 car rides up and down Tiburon Blvd (more when a spouse drops off and picks up). The ferry is busier than ever and those of us riding the bus are spreading the word and we expect to see more riders in the future. This morning, the bus appeared full and the ride home yesterday was the busiest ferry return run I have seen. With all this positive news, I was very disappointed to learn that one of my neighbors purporting to represent my neighborhood requested that Marin Transit cease the bus service on Hilary Drive. I disagree. People I know in the neighborhood disagree and support the bus service. I am at a loss to understand why one of my neighbors would stand against public transit that benefits our neighborhood, that reduces traffic in Tiburon and is beneficial to the environment. While it is true that the old diesel coaches were noisy, the new shuttles are very quiet. In fact, thinking back to my early morning rides this winter, I remember standing on the corner of Rockhill at 6:15 am and seeing the shuttle approach silently out of the darkness. Perhaps our complaining neighbor fails to appreciate that, while the bus runs every half -hour, only three of the morning runs and three of the evening runs take the Hilary route so traffic is not a factor.
