Update on Appointments to Town Boards, Commissions and Committees Alf The Town Council started the interview process at its last meeting (May 21) for the following vacancies on Town Boards and Commissions: 1. Planning Commission 2. Heritage & Arts Commission 3. Parks, Open Space and Trails Commission (POST) 4. Marin Commission on Aging 5. Belvedere - Tiburon Library Agency Tiburon Board representative After interviewing five candidates, the Council appointed Erica Williams to the Planning Commission. The Council will continue the interview process tonight, with interviews for one seat each on the Heritage & Arts Commission and POST. The Heritage & Arts Commission vacancy resulted from Commissioner Dave Gotz' resignation in February. Gotz is one of the longest- serving commissioners, logging more than 13 years of service to the town. The Town Clerk advertised the vacancy in the Ark and Marin Independent Journal, and posted notices at Town Hall and Belvedere - Tiburon Library, pursuant to Town policy. The Town received four applications for the opening which were forwarded to the Heritage & Arts Commission for its review. Three out of the four applicants will be interviewed by the Council at its meeting tonight. The fourth applicant will be interviewed on June 18 (due to a work conflict tonight). Because the Council must interview all applicants prior to making an appointment pursuant to Town policy, there is no action agendized tonight other than conducting the interviews. Similarly, the vacancy on POST is due to the resignation of Commissioner Bob McDermott. There have been three applications received to date. In addition, one of the candidates interviewed by the Council for the Planning Commission has expressed an interest in being considered for this position, as well. The Council will start the interview process tonight and an appointment will be agendized on June 18 to fill the vacancy on this commission. Appointees serve staggered, four -year terms. The Commission establishes educational programs and awards focusing on the unique history of the area. The Commission works on special community projects and events and is interested in planning events that would provide a forum for local artists to showcase their work. Qualifications: Town Council Resolution No. 3329, adopted on 5/5/99, states that "at least four (4) members shall be residents of the Town of Tiburon, two (2) may be residents of the City of Belvedere, and one (1) may be a resident of the unincorporated area of the Tiburon Peninsula." Applicants shall have the interest, desire, and time available to help promote projects related to the history and art of the Tiburon Peninsula. A formal art/history background is preferred but not required. Deadline for Receipt of Applications: May 21, 2019 (Open until filled) Notice Posted at Town Hall & Bel -Tib Library TOWN OF TIBURON SPECIAL VACANCY NOTICE On Town Commissions, Boards & Committees 2014 Parks, Open Space and Trails Commission (POST) (Statutory Authority: Title I, Chapter 2, Article VI of the Tiburon Municipal Code; Town Council Resolution No. 22 -2008) Purpose: This commission combines the duties of the former Parks & Open Space Commission and the ad hoc Bicycle - Pedestrian Advisory Committee. The POST Commission serves as the official Bicycle - Pedestrian Advisory Committee of the Town. Among its duties are to periodically review the Tiburon Bicycle & Pedestrian Master Plan and submit recommendations to the Town Council on bicycle and pedestrian- related matters. The POST Commission also periodically reviews the Parks and Recreation Element of the Tiburon General Plan, and makes specific recommendations to the Planning Commission and Town Council on policy matters pertaining to parks and /or open space lands under the jurisdiction of the Town, including their acquisition, maintenance, improvement and operation. The POST Commission assists with the organization of Town- sponsored events such as the Coastal Clean-up, public facility dedications and fund- raising events. The POST Commission coordinates with other boards and agencies on matters affecting the Commission's purview or jurisdiction. Membership & Qualifications: The POST Commission is comprised of five (5) members as follows: a) Four (4) members must live in the Town of Tiburon; b) One (1) member may live or work in the Tiburon Peninsula (including the Town of Tiburon, City of Belvedere, Strawberry, or any other unincorporated area of the Tiburon Peninsula). Terms: The term of office is four (4) years. Meetings: The POST Commission meets bi- monthly, and may meet more or less frequently as deemed necessary to conduct its business. Position is open until filled D TIBURON HERITAGE & ARTS COMMISSION OUTLINE OF COMMISSIONER DUTIES Mission Statement: To preserve and advance the Town's unique historic and cultural character and to advance the arts in the community. BASIC DUTIES In the beginning, Heritage & Arts was tasked with recommending historic site status for structures in Tiburon. Designated were: Lyford's Stone Tower, The Railroad & Ferry Depot, Old St. Hilary's Landmark, and the Brick Kiln Bunkhouse & Yard (known as the Art and Garden Center). However, that commission function has sunset with all eligible structures having been recommended. 1. There is a total of about 10 hours per month that one can expect to spend on H &A activities. 2. Attend H &A Meetings once a month, 4th Tuesday. Usually 7 -9 p.m. Be prepared to contribute ideas, give feedback, and volunteer for sundry projects. This is a busy commission and needs manpower. 3. Assist at artist receptions 6 times a year plus 1 special award event at Town Hall. Usually first Wednesday of the month from 5-9 p.m. Don't have to be therefor the whole 4 hours. Can pick a "shift', i.e. setup, serving, cleanup. A "duty roster" is circulated at the meeting prior to the artist reception and one can pick a convenient time to work, but if you're in Town, you must give some time to these receptions. HERITAGE & ARTS PROJECTS 1. Art Exhibits - Present 12 two -month long art exhibits per year showcasing local artists. The Commission received 25% of the sale from any artwork. This money goes back into the community in the form of donations and support of art or historic projects. Annual Heritage Preservation Award. We are in our 18th year. This award is given to a person nominated from the community who has contributed significantly to preserving, in some way, Tiburon's history. The H&A sponsors the award and presents the winner with a community reception, and an award given at the Town Council meeting. Held the first Wednesday in May. 3. Plein Air Painting Competition. We sponsor a Plein Air painting competition each year that runs concurrently with the Annual Tiburon Art Festival in August. 4. Walking Guide to Historic Tiburon. This popular guide is written, edited, reprinted and financed by H &A from our budget and through fund - raising around the community. It is distributed around Tiburon as well as at the Sausalito Visitors Bureau. 5. Mayors' Book, The H &A maintains albums in the Town Hall lobby which hold the Mayors' photos and a write -up that they create highlighting the events that have taken place during their terms in office. 6. Selection of Tiburon Artist Laureate. This Town - Council appointed, 4 -year position is under the Heritage & Arts umbrella. 7. Commemorative Book. The H &A maintains a Commemorative Book in the lobby of Town Hall which contains dedications with photos and biographies of people who have made donations to the Town either through money or significant time. 8. MVRS has submitted a Collection Rate Application that seeks approval for a rate adjustment of 2.45% from July 1, 2014 through June 30, 2015 and to establish rates for Curbside Service, On- Premise Service and On- Premise Plus Service. In the past, MVRS did not charge for these services, which staff will describe in more detail later in this staff report. MVRS is also requesting to offer additional food composing services to commercial food services businesses, such as restaurants and supermarkets. This matter is agendized to allow MVRS to describe the proposal and to answer any questions of Council or the public. Jim Iavarone, MVRS Managing Partner, will be present at the Council meeting to make the presentation. The matter would then return on the June 18, 2014 Council meeting agenda for public hearing and adoption of the rate increase and new services, as may be amended. ANALYSIS General Rate Increase Application The Franchise Agreement set rates for the 2011/2012 fiscal year and outlines the process for future rate adjustments. In 2012 and 2013, MVRS requested and received rate increases that did not exceed the CPI; the agreement allows MVRS to increase rates for two consecutive years without Council approval, provided that the requested increases do not exceed the CPI (up to a 3% cap). We are now in the third year, thus any rate change requires MVRS to submit a base rate change application for Council review. Staff notes that this year's requested 2.45% increase exceeds the 2.2 CPI, so would have required Council review in any case. The Franchise Agreement provides that rates shall be set to give MVRS a "fair rate of return," a phrase deliberately left undefined to reflect the possibility of changing standards. The parties Town Council Mccrina J unc 4.2014 agreed that rates that allow MVRS to recoup a ten percent return on Allowable Costs plus all Pass - Through Costs allow a reasonable rate of return.' However, the Agreement expressly allows the Town to apply a different formula that would result in a lesser rate of return. If the Council allows the requested increase, MVRS projects their rate of return will be 8.9% in FY 2014 -15. MVRS states the reason for the requested increase is due primarily to financing 14 new trucks to meet California diesel engine emission rules, and a substantial increase in workers' compensation insurance expense due to recent claims history. New Backyard Service Charge Approximately two years ago, MVRS advised those agencies to which it provides service that the carry -cans their drivers use to go into backyards to collect trash were no longer going to be mass produced. MVRS purchased a large supply from the vendor and that supply is now running out. Without these carry -cans, MVRS must change the way it collects trash cans in off street locations and wishes to establish different rates for Curbside, On- Premise, and On- Premise Plus services. This proposal includes an exemption to On- Premise rates for those who qualify due to physical disability. The exemption does not apply to On- Premise Plus service. MVRS analyzed the time it took to collect trash from cans left at curbside vs. in backyards and determined that on an average work day, it takes nearly as long to pick up cans for the 31 % in off -street locations as it does for the 69% left at the curb. They concluded that current rates reflect conditions of the majority of households where cans are left curbside and that an additional charge should be established for those accounts that wish to retain one - premise collection. The following outlines the three levels of service a resident may select: 1. Curbside Service — would be defined as cans one to five feet from the curb (or in an MVRS designated location beyond five feet if there is not suitable flat area at the curb). 2. On- Premise Service — would be defined as cans visible from the street, six to 25 feet from the curb, and accessible to a wheeled cart (no steps allowed unless in a MVRS designated location). 3. On- Premise Plus Service — would be defined as cans beyond 25 feet, not visible from the street, up or down any number of stairs, or not in a location accessible to a wheeled cart. The rate for curbside service would be charged to all customers. On- Premise Service would be charged an additional $5 /can per month and On- Premise Plus Service would be charged an additional $15 /can per month. The proposed 2.45% rate increase will take effect for all customers on July 1, 2014. The new On- Premise and On- Premise Plus service rates will take effect on October 1, 2014, which will be on an opt -in basis. MVRS will conduct outreach in their July 2014 billing and a newsletter advising of the new service and that garbage will not be collected after October 1, 2104 from the "backyard" unless the resident has opted -in. 1 This formula is known as the "Operating Margin of Profit. Under this method, the rates would equal 110% of Allowable Costs plus Pass - Through Costs. One consequence of the proposed On- Premise and On- Premise Plus service may be that residents will opt for the curbside pickup and may want to build an enclosure to maintain their cans closer to the street. A permanent enclosure that is more than 3 -1/2 feet in height would require design review and a building permit. New Commercial Composting Charge MVRS is also proposing to offer a new commercial food composing rate structure. Since implementing composing service three years ago, businesses such as restaurants, delis and supermarkets, have not been allowed to participate fully due to landfill restrictions. Redwood Landfill has been granted permits to accept additional food waste and MVRS would like to make additional services available on a volunteer basis. Currently food establishments are provided 2- 32 gallon compost cans with regular service, and these cans are picked up the same number of days as regular garbage service. However, some restaurants or food establishments may need more than two cans or need daily compost pickup service. If a commercial food establishment desires extra compost cans or requires service on extra days, MVRS has proposed a new rate of $14.33 per month per additional can or for each additional pickup day. These businesses may be able to reduce their regular garbage service costs by migrating more food waste to the compost can. FINANCIAL IMPACT The Town of Tiburon receives a franchise fee of 15.5% of the revenue generated in Tiburon by MVRS. This can be accomplished - whether or not the Town approves the 2.64% rate increase MVRS has requested effective 7/1/14, and also whether or not any additional fees for service for "away from curbside" services are approved - by changing the STRUCTURE of the way rates are charged to encourage minimum waste being sent to Landfills by (financially) encouraging that the maximum is being composted and rec c This can be accomplished by requesting M-VRS to revise their 7/1/14 Residential Rate Increase request to: 1) Include zero charge for one or multiple Recycle Bins. 2) Include zero charge for one or multiple Compost Bins. 3) Include 6 and 10 gallon options to the current 20/32 options. (Locking lid cans are available @ Goodman's, OSH, Home Depot) 4) Set their 6, 10, 20, and 32 gallon can rates to reflect total costs BUT ALSO appropriately reflect that a 20 gallon can "dumps" 37.5% less trash into a landfill (and a 10 gallon can "dumps" almost 70% less trash into a landfill) than a 32 gallon can does. If structured appropriately, this change will move us closer to a Zero Waste Goal by greatly encouraging composting and recycling, while charging overall trash hauling expenses most appropriately for those wastes that must still go to the Landfill. Without these carry-cans, MVR5 must change the way it collects trash cans in off - street locations, and a new rate should be established that accounts for the higher cost of collecting trash cans not placed atthe curb. Background Historically, refuse hauling companies routinely offered "backyard" service (now more commonly referred to as On- Premise Service) to all its customers. To provide on- premise service, a driver walks from his truck with an aluminum carry-can (in the old days he used a burlap sack) onto a resident's property, dumps the contents of the resident's trash into the carry-can, and carries the trash backto the truck. Over the years, on- premise service has largely been replaced by curbside service as haulers moved to more efficient automated and semi - automated collection trucks. With curbside service, the resident brings his trash can to the curb on collection day, making it unnecessaryfor the driverto spend time going onto the resident's property. Madam trash collection programs have turned to using automated, curbside collection methods to control costs. MVRS has traditionally provided on- premise service for trash collection, but only curbside service for recycling and compost collection. MVR5 was one of the last companies to use carry-cans, and the market for them dwindled so much that the me nufacturer stopped making them. We bought a large supply of these cans when we heard this news, and now our supply is running out. Without carry -cans, MVRS will have to make curbside service its standard form of service, and change the way it provides on- premise service. Also, an On- Premise Service Rate should be created so that customers who bring their cans to the curb are not made to subsidize the extra labor costs of on- premise collection. Extra Labor Costs? MVRS performed some time trials and learned that cans in some typical off- street locations took as much as two to five minutes to collect. Curbside cans, on the other hand, took an average of just 43 seconds to collect (see Table 1). MVRS also had its drivers use hand counters to tally the number of trash cans people were currently bringing out to their curbs, versus those that were left in off - street locations. We learned that roughly 69% of residences either bring their cans to the curb now, or have their cans located so close to the street that it would be no problem to bring them out to the curb (see Table 2). What we learn from the results of these two studies is that, on an average work day, it takes nearly as long to pick up cans for the 31% in off - street locations as it does for the 69% at the curb. Why a New On- Premise Rate? An obvious question one might now ask is: If the current rates cover going into backyards now, shouldn't those rates be for on- premise service, and the curbside rates be something lower? The answer is not so simple because, strictly speaking, the current rates are not really on- premise rates. Instead, they reflect the true conditions on the street where 69% of our customers already bring their cans out to the curb, or have their cans located very near to the curb, while only 31% are in actual backyard locations. Over the years, we have consolidated trash routes not only because there is less trash due to increased recycling, but also because of the reduced amount of time it takes for our drivers to pick up trash cans from their true locations. As our rates have changed over the years, they have become closer to being curbside rates than they are to being on- premise rates. MVRS will continue to monitor routes and make manpower adjustments as necessary-over time. Rates will reflect true costs depending on how many residences choose to pay for on- premise service. Moving to Curbside Service MVRS does not see any contractual obstacle to requiring Its customers to bring trash cans to the curb right now. Contract language usually refers to trash cans being placed in,a location "mutually agreeable" to MVRS and the customer. Without carry-cans, the number of mutually agreeable locations on any given property naturally becomes more limited. However, MVRS wants to accommodate those who wish to retain some sort of on- premise service or have physical disabilities that prevent them from bringing their cans to the curb. To learn how to do this best, MVRS surveyed hauling companies In Marin and the Greater Bay Area to see what collection methods were most commonly employed. The results of that survey (see Appendix 1) show that curbside service is the predominately standard method used to collect trash. In most areas, on- premise service remains an option for the customer who is willing to pay premium rates. On- premise rates vary considerably and increase in increments the further away a can is located from the curb. A common requirement is that cans not placed at the curb must still be placed in locations that are visible from the street. Some companies supply trash carts with wheels to customers who want on- premise service so that drivers can walk onto the resident's property and wheel the trash cart to the truck. Usually, the empty cart is left at the curb. Other companies require the resident to supply their own trash can, and the driver wheels a cart to the can, empties it into the cart, and then wheels the cart back to the truck to be dumped. Note that in both instances, trash cans must be located in spots that are easily accessible to wheeled carts. No obstructions such as steps, dirt pathways, or narrow side alleys are permitted. MVRS favors the method of requiring that trash cans in "on- premise" locations be visible from the street and accessible to a cart with wheels. We have no plans at this time to purchase and distribute new trash carts similar to the ones used for recycling and green waste. We prefer to initiate this program by having residents continue to use the trash cans they already own. This will prevent the waste of perfectly good cans, and eliminate the need to purchase and distribute new trash carts, the costs of which would have to be passed through in the rates. However, we concede that the switch to standard rolling carts may be inevitable if there is a public demand for them. Implementation of, and Exemptions to, New On-Premise Rates Upon approval of new On- Premise Rates, MVR5 proposes to notify customers by mail of the new rate and the reasons for it, and provide three months for those who want to continue on- premise service to sign up for that service. (We would automatically charge everyone the curbside rate, so that onlythose who call to subscribe to on- premise service would begin to be charged for it on October 1, 2014.) It is unknown how many individuals would seek exemptions from the on- premise rate due to physical disabilities. Exemption terms and examples of exemption forms used by other companies in the Bay Area are shown in Appendix 2. MVRS has based its Exemption Form (see page 8 of Appendix 2) on ones used by these other companies, which we would provide upon request and require to be renewed annually. Completed forms will be kept on file. Program Details The devil is always in the details. Our general proposal to implement curbside trash service with new, optional On- Premise Rates would include the following details; 1. Curbside Service would be defined as cans one to five feet from the curb (or in an MVRS- designated location beyond five feet if there is no suitable flat area at the curb). 2. On- Premise Service would be defined as cans visible from the street, six to 25 feet from the curb, and accessible to a wheeled cart (no steps allowed unless in an MVRS- designated location). Any allowed Physical Disability Exemptions would be handled this way only. 3. On- Premise Plus Service would be defined as cans beyond 25 feet, not visible from the street, up or down any number of stairs, or not in a location accessible to a wheeled cart. Curbside Service would be charged at currently approved rates. On- Premise Service would be charged $5,00 per can per month on top of currently approved rates. Our time trials showed that on- premise cans can take as much as 3 -5 times longer to collect than cans at the curb. Ina cost analysis (see Table 3), we estimated taking an average of only twice as long to pick up an on- premise can as a curbside can, and found that the added charge for this service could be as high as $9.38 per cant However, we feel the $5.00 charge we propose is more in line with the industry standard. The On- Premise Plus Service rate would be $15 per can per month on top of currently approved rates due to the extreme difficulty of having to hand -carry cans or bags long distances and /or up and down steps. Cans with handles in 20, 32 or 45 gallon sizes would continue to be allowed, and could weigh no more than 60 pounds. Empty cans would be left at the curb unless the customer agreed to pay 2X the carry-out rate to return them. Of course, the proposed on- premise service rates have to be approved by each jurisdiction before taking effect. We have added these rates on the Terms & Conditions pages of the 2014 -2015 Rate Sheet. Conclusion While this may seem like a significant development, keep in mind that residents already bring recycling and compost carts to the curb, so this would just add the trash can to that weekly chore. Curbside service has become the industry standard in other communities as a means to hold down costs by increasing efficiency, and there is every reason to believe that a curbside program will be accepted in our communities as well. This rate would be for a new food waste collection service we would like to offer to restaurants, supenmarkets and other food - related businesses in Tiburon. Since food waste composting service began almost three years ago, businesses such as restaurants, deli's and supermarkets, have not been allowed to participate firlly because the compost permit at the landfill restricted the amount of food waste that could be mixed with yard waste for composting. We now have been informed by representatives at the Redwood Landfill that they expect to be granted pennits to accept commercial food waste in the very near future, and so we want to be able to offer this option to our conmlercial customers in the food industry. In a couple of pilot programs conducted this past year, we learned that most restaurants really need food waste carts to be dumped daily, rather than on a weekly basis as is the case with residential food waste. Right now, trash service includes picking up unlimited recycling and one compost cart, and a business that subscribes to trash service multiple days per week will have its compost carts picked up the same amount of days at no extra charge. However, some restaurants may need more than one compost cart, and few restaurants require daily trash service, so if a restaurant needs extra carts or compost service on extra days, a new rate must be created for this additional service. A revised Commercial Miscellaneous Terns and Conditions sheet that shows the pricing for this new service is included with this letter. These revised Terms would replace the existing ones on the currently approved Rate Sheet. This rate is optional, and would only affect those businesses that subscribe to it. Empty cans will be left at the curb unless the customer agrees to pay 2X the carryout rate to return them. On- Premise Plus Service is defined as cans beyond 25 feet from the curb, or not visible from the street, or up or down any number of stairs, or not in a location accessible to a wheeled cart. Charges for this service equal the applicable amount for size and number of cans on the currently approved Rate Sheet plus $15.00 per can per month. Individuals who cannot bring cans to the curb due to disability may fill out a Request for Disability Service form, which is available from our office or may be downloaded from our website (www.milivalleyrefuse.com). Some restrictions on can placement apply, and a doctor's certification of disability is required along with the completed form. On- Premise Service is also available for recycling and compost cans for an additional $5.00 per can per month. Additional Quantities of Cans Service for additional cans over the quantities listed on the rate sheet will be charged a multiple of the single can, one - time - per -week pick up rate (i.e. five 32- gallon cans are charged the four -can rate plus the one -can rate). Low Income Rate A 20% discount off the applicable residential rate is available to residential Single - Family customers who have already qualified for the PG &E CARE/FERA Program. A copy of the customer's PG &E bill showing the qualified CARE/FERA Program is required for the discount. To maintain the discounted rate, customers must submit a new PG &E bill annually showing the CARE/FERA discount. Apartment/Muhi -Unit Residential (AIN") Rates A/MUR complexes are defined as multi -unit residential housing with four or more units all paid for by the property owner. A/MUR complexes are charged a minimum of one 32- gallon can per unit per trip at the applicable once - per -week Apartment Rate as shown on the current, approved rate sheet. Additional 32- gallon cans over the minimum will be charged at the additional applicable per -can rate. In cases where 45- gallon cans or l -yard and 2 -yard containers are used instead of, or in addition to, 32- gallon cans, the following equivalency formulas will be applied to determine whether additional 32- gallon cans (over the minimum set forth immediately above) shall be charged at that location: • Each 45- gallon can will be considered to hold one - and - one -half 32- gallon cans. • Each 1 -yard container will be considered to hold seven 32- gallon cans, and each 2 -yard container will be considered to hold fourteen 32- gallon cans. (7fI yard or 2-yard containers supplied by MVRS are used, standard commercial container rental rates will be charged in addition to the applicable apartment rate). If the foregoing equivalency formulas result in a higher number of 32- gallon cans than the minimum of one per unit, the applicable once - per -week rate shall be applied to such higher number of 32- gallon cans. If the result is a lower number of 32- gallon cans, then the minimum one - can- per -unit charge set forth above shall be applied (unless composting services are being used). Exception to the one -can- per -unit minimum for participation in food waste composting: A/MUR complexes that actively participate* in food waste composting will be charged a rate reflecting the actual amount of garbage collection requested, measured in 32- gallon equivalents and applied on a per -trip basis at the applicable 32- gallon, once - per -week rate as shown on the current, approved rate sheet. *To qualify as an Active Participant in food waste composting, the A/MUR complex owner or property manager must request delivery ofkitchen countertop food waste collection pails (available FREE from MVRS) and distribute the pails to each unit in the complex. The A/MUR complex must also have outdoor compost carts (also provided by MVRS) available for tenants to empty the contents of their kitchen pails into for weekly pickup. To request free kitchen pails, complete with directions for their use, call our office at 457 -9760. MVRS will deliver one pail per unit. Additional pails are available for $6.00 per pail (after initial free delivery ofone pail per unit). MVRS will provide A/MUR complexes with up to one recycle can and one compost can per unit at no extra charge. Extra cans are available at $6.00 per month per can. Multiple trips in a week to a single location will be charged a multiple of the applicable once -per -week rate. Apartment/Multi-Unit Residential Curbside and On- Premise Service Rates The same definitions and charges for Curbside, On- Premise and On- Premise Plus Services, as described above, apply for A/MUR complexes. HOWEVER, if our service trucks are able to drive right up to trash enclosures on a complex's property, and trash containers are within five (5) feet of where the truck is parked, MVRS will charge the same as if the cans were at Curbside. Miscellaneous and Extra Charges 32- gallon extra trash can/bag: $ 8.00. 45 -gallon extra trash can/bag: $10.00. 32- gallon extra yard waste can/bag: $6.00 Special pickup of recycling or compost can contaminated with improper materials: $25.00. Customers should call in advance for free quotes on other loose trash and bulky items. Delinquent Accounts If an account is put on "stop service" due to a past due balance, a $20.00 processing fee will be charged in addition to the past due amount to reactivate service. Vacation Holds on Service Accounts may be put on Vacation Hold for a minimum of three months only with no administration fee upon reactivation of service. Tiburon Commercial Miscellaneous Terms and Conditions Service Rates for Non -Food Service Businesses Service Rates include trash, recycling and compost can service. MVRS provides one 64- gallon compost can, but an unlimited number of recycle cans upon request, with once per week pickup. Extra compost cans are available at an additional charge of $12.00 per can per month. Additional weekly pick ups may be requested and are at the discretion of MVRS as routing efficiencies allow (additional charges may apply). Service Rates for Food Service Businesses A Food Service Business is defined as any business; such as a restaurant, delicatessen, coffee house, or supermarket; that is engaged, at whole or in part, with the preparation and service offood to the public.
