IT Town of Tiburon MEMORANDUM TO: Mayor and Members of the Town Council FROM: Scott Anderson, Director of Community Development eK SUBJECT: Request for Update on Trestle Glen Bikeway Project DATE: August 6, 2014 Councilman Fraser recently requested an update on the status of the Trestle Glen Bikeway project. A brief timeline of the project history is set forth below, followed by a current status update. Project History 2001: The Town applies for a "planning grant" for a Trestle Glen Boulevard Bay Trail Study, to be funded by the California Coastal Conservancy and administered by ABAG's San Francisco Bay Trail program. The Town is eventually awarded a $60,000 grant. 2002: The Town retains Questa Engineering to prepare a "feasibility /preliminary engineering study ", to be known as the Trestle Glen Bikeway Study, which would study the entire length (0.7 miles) of Trestle Glen Boulevard between Tiburon Boulevard and Paradise Drive. 2003: The Trestle Glen Bikeway Study is released for public review and proceeds through the CEQA and development approval process. The Town Council adopts the study and its mitigated negative declaration in January 2004. The design goal of the study was to achieve a feasible design for a 4 -5 foot wide pedestrian path and a one -way bikeway on the north side of Trestle Glen Boulevard, and a 4 -5 foot wide one -way bikeway on the south side of Trestle Glen Boulevard. The summary project description and a drawing of its four segments are attached. The estimated cost to complete the project (in 2003 dollars) is $1 million. Staff considers this a low -ball estimate. 2005: The Town applies for and receives a matching grant from Caltrans to complete enhancements to a portion of the bicycle and pedestrian facilities on the north side of Trestle Glen Boulevard. The work is completed. Current Status Further progress on construction of segments of the Trestle Glen Bikeway project is contingent upon securing of additional right -of -way on the south side of Trestle Glen Boulevard. At the time of the Trestle Glen Bikeway Study, the Town had approved a tentative subdivision map for a 3 -lot project (Tiburon Court) on the south side of Trestle Glen Boulevard below Hacienda 4 Town of Tiburon MEMORANDUM Drive. The project approval required dedication of an additional 10 feet of right -of way for Trestle Glen Boulevard along the property frontage and a small monetary exaction to contribute toward the bikeway improvements. Unfortunately, this project went into foreclosure, the property sold, and the Tiburon Court project may never be finalized, although the Tentative Map approval remains valid. At this point, the Town does not own the additional 10 feet of right -of -way along this property frontage that would make the bikeway possible should adequate funding become available to construct it. Subsequently the Town approved a separate 3 -lot project (Trestle Glen Circle) on the remaining undeveloped land off Trestle Glen Boulevard nearer to Tiburon Boulevard. This project dedicated 10 feet of additional right -of way along Trestle Glen Boulevard for the bikeway improvements, and contributed money toward the project. However, until the other segment of right -of -way can be secured, there is little point to installing a "bike lane to nowhere" even if the substantial necessary funds were available. Town staff will continue to pursue acquisition of the additional right -of -way and funding for Trestle Glen Bikeway improvements as opportunities arise. Funding for such projects had dwindled since the economic downturn of 2008, but may begin to increase as the economy rebounds. The Trestle Glen Bikeway was always envisioned as a long -term project due to the high cost and essential right -of -way acquisitions that were entailed. The fact that the bikeway project has an approved environmental document, has been approved by the Town Council, and that progress has been made in securing right -of -way and seed funding for matching grants are all positive steps in the long -range process of completing the Trestle Glen Bikeway. August 6, 2014 Page 2 of 2 PROJECT DESCRIPTION The project is known as the Trestle Glen Bikeway Project, whose preliminary design was funded by an Association of Bay Area Governments (ABAG) Bay Trail Planning grant and consists of a combination of pedestrian path improvements and Class 2 bicycle lanes along both sides of Trestle Glen Boulevard between Paradise Drive and Tiburon Boulevard. All proposed improvements would be constructed within the existing public right -of -way and the anticipated 10 -foot -wide easement dedication from the planned Tiburon Court project to be developed on the south side of Trestle Glen Boulevard (between Turtle Rock Court and Juno Road). Total project cost is estimated to be approximately $1 million. The project may be split into several phases depending on available funding. Improvements along the northern side of Trestle Glen include a dense - gravel pedestrian trail and a westbound Class 2 bike lane along Trestle Glen Boulevard between Tiburon Boulevard / Blackie's Pasture and Paradise Drive. Improvements along the south side of Trestle Glen Boulevard include widening the roadway shoulder through a combination of minor slope cuts, ditch filling and striping modifications to create a new eastbound Class 2 bike lane. In order to accommodate these improvements, some minor storm drain modifications will also be required. Retaining walls may be necessary in some locations due to slope steepness, but will be typically be limited to a height of 4 feet or less. Letters of support for the project have been submitted by the Reed Union School District Parent Teacher Association, the ABAG Bay Trail Project, the Marin County Bicycle Coalition and the Tiburon Bicycle Pedestrian Advisory Committee. The project would provide much - needed safety and access improvements for pedestrians and bicyclists along the only route connecting Tiburon Boulevard (a Bay Trail route), Blackie's Pasture (terminus of the two - mile, multi -use path section of the Bay Trail from downtown Tiburon) to the east side of the Tiburon Peninsula and Paradise Drive (a Bay Trail route), leading to Corte Madera. In addition to serving school children as part of a safe route to four local schools, this project will also serve pedestrian, bicycle, and bus commuters during the week, and recreational walkers and cyclists on weekdays and weekends.
