The JPA has reviewed your Cycle 4 Zero Waste Grant Application and determined your
proposal meets the grant program requirements. This is the fourth year of the Zero Waste
Grant Program and funding is provided for JPA approved programs that move towards
the Zero Waste Goal through waste reduction and/or recycling.
It is my pleasure to inform you that your grant application has been approved and
your agency has been awarded $52,968.00 and shall receive a block payment in the
coming weeks.
Per the Terms, Conditions and Grant Guidelines, you are Authorized to begin work and
incur costs as outlined in your Grant Application. Please review all Grant Agreement
provisions to ensure that grant work performed and costs incurred are in compliance with

This is an interesting new study which shows that marijuana users exposed to drug -
related clues have an intense desire to seek out drugs. Although the primary object of
the study was drug paraphernalia, it can be safely assumed that the proliferation of pot
stores, pot advertisements, and exposure to others using marijuana will have the same
impact.
When we create a society that is awash in drug - related messages, it attracts new users,
encourages current users, and promotes additional use by triggering a desire to use
drugs. For those people trying to avoid drugs, this is a tremendous burden and
impediment to healthy living. Monte
Marijuana dependence alters the brain's response to drug paraphernalia
New research from The University of Texas at Dallas demonstrates that drug
paraphernalia triggers the reward areas of the brain differently in dependent and non-
dependent marijuana users.
The study, published July 1 in Drug and Alcohol Dependence, demonstrated that different areas
of the brain activated when dependent and non - dependent users were exposed to drug - related
cues.
The 2012 National Survey on Drug Use and Health shows marijuana is the most widely used
illicit drug in the United States. According to a 2013 survey from the Pew Research Center, 48
percent of Americans ages 18 and older have tried marijuana. The National Institute on Drug
Abuse states that 9 percent of daily users will become dependent on marijuana.
"We know that people have a hard time staying abstinent because seeing cues for the drug
use triggers this intense desire to seek out the drugs," said Dr. Francesca Filbey, lead author
of the study and professor at the Center for BrainHealth in the School of Behavioral and Brain
Sciences. "That's a clinically validated phenomenon and behavioral studies have also shown this
to be the case. What we didn't know was what was driving those effects in the brain."
To find this effect, Filbey and colleagues conducted brain - imaging scans, called functional
magnetic resonance imaging (fMRI), on 71 participants who regularly used marijuana. Just more
than half of those were classified as dependent users. While being scanned, the participants were
given either a used marijuana pipe or a pencil of approximately the same size that they could see
and feel.
A comparison of the images revealed that the nucleus accumbens, the reward region in the brain,
was activated in all users in response to the pipe. However, the strengths of the connections with
other areas differed between dependent and non - dependent users.
"We found that the reward network is actually being driven by other areas unrelated
to reward, like the areas in memory and attention or emotion," Filbey said.
Non- dependent users showed greater activations in the orbital frontal cortex and hippocampus,
suggesting that memory and attention were connected to the activation of the reward network.
Dependent users had greater activations in the amygdala and anterior cingulate gyrus, suggesting
a more emotional connection.
Additionally, the areas of the brain activated resemble areas activated for other addictions,
such as nicotine or cocaine, lending greater support to the addictiveness of marijuana.
These findings suggest that marijuana abuse intervention needs to cater more specifically to a
user's level of addiction.
"Clinicians treating people with problems with marijuana dependence should consider the
different processes that trigger the reward response when determining possible pharmacological
or behavioral interventions," Filbey said.

Subject: Opinion on reducing congestion
The Town of Tiburon and Belvedere should be commended for doing everything they can to find
solutions to reduce the congestion on Tiburon Blvd. Tiburon sponsored the Bike Train with
advertising, administrative time, volunteer training and staff on site to escort children safely to
school every Wednesday morning. The investment paid off, spawning numerous neighborhood
cycling groups and determining where roadway improvements can remove barriers to cycling. Over
time the popularity of cycling in Tiburon will continue to grow as long as we continue to build on
the efforts of those who put their hearts and minds into The Tiburon Bike Train.
As one of the Tiburon Bike Train Conductors, a parent and cycling instructor I see friendships
develop from regular cycling routines all the time. The Tiburon Bike Train was another great way
of fostering comradery that causes positive pivotal experiences in a child's life. Children were
dedicated and kept a great attitude year round, as I know they were proud to be part of the solution
to many issues just by riding a bike to and from school. They are inspired now and have a chance to
start their own bike clubs. They will use their newfound skills and have fun leading by example for
the rest of their lives.
At the same time, the Tiburon and Belvedere City Councils want to make bussing more affordable
in hopes that more parents will send their child by bus. It makes since to offer choices to reduce
traffic but I hope the City Councils also remember to promote the continuation of cycling
insightfully, as they did last season with a bare fraction of the cost of bussing.
Whatever the choice parents decide to take to avoid adding another car to the traffic jam, I want to
continue to encourage them to keep the bikes in working order. Praise kids for riding bikes and for
finding friends to ride with them. You never know when your child might get a call from a new
friend or might become inspired to join a group. Cycling is a great choice for transportation with
life long benefits including higher test scores, tackling the obesity epidemic and other related health
problems that occur from not having enough aerobic activity each day, not to mention the
confidence and independence that children feel when they have access to a bicycle!
Thanks to all the regular participants of the Bike Train and to all others who rode bikes daily
encouraging the bike train. Thanks to the Marin County Bicycle Coalition, Safe Routes to School,
and WheelEscape for administering and running the Bike Train. Thanks to the insight of Vice
Mayor, Frank Doyle for inspiring the idea, and the leadership of the Town of Tiburon City Council.
Thanks to Police Chief Michael Cronin as well as the support and encouragement of the Reed
Union School District Superintendent, Steve Hertzog. With all of this great leadership and
I
encouragement I anticipate less car traffic, one way or another, and a continued growth in cycling
throughout Tiburon for all short and long trips by bike that adults and children want to make.
Personally, I look forward to volunteering my services and help wherever needed, through
WheelEscape, now operating as a non - profit based in Tiburon!

What is an area code overlay?
415/628
An overlay is the addition of another area code (in this case 628) to the same
geographic region as an existing area code (415). An overlay does not require

customers to change their existing area code.
What is the new dialing procedure?
To complete calls, the new dialing procedure requires callers to dial 1 + area code +
7 -digit telephone number. This means that all calls in the 415 area code that are
2Ao
currently dialed with seven digits need to be dialed using 1 + area code + 7 -digit
telephone number.
When will the change begin?
• Effective August 16, 2014, customers should begin using the new dialing procedure (1 +Area Code +7 -digit
7 -digit telephone number) when placing local calls from the 415 Area Code. If customers forget and use
the old dialing procedure of dialing just 7- digits, calls will still complete until February 21, 2015.
• Beginning February 21, 2015, you must use the new dialing procedure for all calls. After this date, if you do not use
the new dialing procedure, your call will not be completed. A recording will instruct you to hang up and dial again.
• Between August 16, 2014 and February 21, 2015, you should practice using the new dialing procedure whenever
you place a call from the 415 area code. If you forget and use the old dialing procedure of dialing just seven digits,
your call will still be completed.
• Beginning March 21, 2015, new telephone lines or services may be assigned numbers with the 628 area code.
What do business customers need to do?
• In addition to changing your dialing procedures, all services, automatic dialing equipment, or other types of equipment
that are programmed with a 7 -digit number will need to be reprogrammed to use the new dialing procedures. Some
examples are life safety systems, PBXs, fax machines, Internet dial -up numbers, alarm and security systems, gates,
speed dialers, call forwarding settings, voicemail services, etc. You may also want to check your business stationery or
advertising materials to ensure the area code is included.
• Be sure to complete the programming and dialing changes prior to February 21, 2015.
What is the test number for the 628 area code?
A test number has been established to enable business customers to verify that their equipment can complete calls to the
new area code. The test number, (628) 628 -1628 will be available beginning December 21'.2014 throuah Aoril 21�. 2015
What will remain the same?
• Your telephone number, including current area code, will not change.
• The price of a call, coverage area, or other rates and services will not change due to the overlay.
• What is a local call now will remain a local call regardless of the number of digits dialed.
• You can still dial just three digits to reach 911, as well as 211, 311, 411, 511, 611, 711, and 811.
