On December 4, 2019, the Council held a special meeting as follows: CALL TO ORDER AND ROLL CALL Councilmember Thier, Councilmember Welner. Vice Mayor Fredericks, Mayor Kulik CLOSED SESSION CONFERENCE WITH LEGAL COUNSEL—ANTICIPATED LITIGATION Significant Exposure to Litigation Pursuant to Paragraph (2) of Subdivision (d) of Government Code Section 54956.9: (One potential case) ADJOURNMENT—to reQular•ureetin REGULAR MEETING — 7:30 P.M. Mayor Kulik called the regular meeting of the 'Tiburon Town COLmCII to order at 7:30 p.m. on Wednesday, December 4, 2019, in Town COUncll Chambers, 1505 Tiburon Boulevard, Tiburon, California. ROLL CALL PRESENT: COUNCILMEMBERS: Fredericks. Kulik_ Thier. Welner ABSENT: COUNCILMEMBERS: One Vacant Seat PRESENT: EX OFFICIO: Town Mana-er Chanis. Town Attorney Stock, Director of Administrative Services Sweitzer. Director of Community Development Kwon. Chief of Police Cronin. Town Clerk Stefani ANNOUNCEMENT OF ACTION TAKEN IN CLOSED SESSION IF ANY ORAL COMMUNICATIONS Alessandro Beraldi thanked Mayor Kulik for his term as Mayor. Moved: Fredericks, seconded by Wehner VOTE: AYES: Fredericks, Kulik. Thier, Welner ABSENT: One Vacant Seat ACTION ITEMS AI-1. Recognition of Mayor David Kulik—Mayor Kulik is invited to share his comments and the Council is invited to share their comments with the outgoing Mayor, as well. Mayor Kulik said it had been an honor to serve as Mayor for the last year and he had attempted to represent the Town in the best possible way. He said it was one of his priorities to make sure everyone, public and Council both, were heard. He said the Town looks a lot different than it did a year ago, and many more seeds were planted in 2019. He said the same will likely be true in 2020. He thanked his family, the Council, staff and the public for their support, passion and work Put in over the last year. Before closing out the year, Mayor Kulik said a few words in honor of COUncillnember Jim Fraser. He spoke to Councihnember Fraser's passion and intellect. Ile said Fraser had been a calming force on the Council and was impressed by his ability to take action and get things done. He and the rest of the Council thanked Councihnember Fraser. Vice Mayor Fredericks thanked Mayor KUlik's family for "loaning" him to the Council during his term as Mayor. She said Mayor Kulik had served the Council well dh.0-111g, a period of change and turnover, and was impressed by his ability to quickly assess and respond to all aspects of a problem. She said he had done an outstanding .job as Mayor. thanked hin for his inspired leadership. and applauded him for his partnership and passion in revitalizing the downtown. COuncilmelnber Welner thanked Mayor Ku11k for his remarkable service to the Town Council during his year as Mayor. He said he was always impressed with the time Mayor Kulik committed to absorbing all the nuances and details of issues presented and his ability to exhibit incredible judgement in his response. He applauded Mayor Kulik's laser-like focus, and said it had been a great year for the Town. Page 2(?1'4 Town Council Minutes 422-2019' December 4, 2019 COUncilmember Thier said she felt piivileged to have both served alongside Mayor KI-111k., but also run for office alongside him. She said he had run the town with an even hand, and also applauded his focus on revitalizing the downtown. She said he had done an incredible job as Mayor over the last year. AI-2. Election of New Mayor—Outgoing Mayor Kullk will entertain nominations for the Office of Mayor and conduct the election. MOTION: To appoint Vice Mayor Fredericks as Mayor [2019-2020]. Moved: Kulik, seconded by Thier VOTE: AYES: Fredericks, Kulik, Thier, Welner ABSENT: One Vacant Seat AI-3. Election of Vice Mayor—The Mayor-elect will conduct the election of Vice Mayor. MOTION: To appoint Councihnember Thier as Vice Mayor 12019-2020]. Moved: Welner, seconded by Kulik VOTE: AYES: Fredericks, Kulik, Thier, Wehner ABSENT: One Vacant Seat TOWN COUNCIL REPORTS Mayor-elect Fredericks said the traditional Mayor's reception would be deferred until the new �ear. TOWN MANAGER REPORT TM-1. Town Council Meeting Recess—The Town Manager will report on upcoming Town Council meeting cancellations and the Town Hall holiday closure.
