HomeMy WebLinkAboutTC Minutes 2014-09-17T+ TOWN COUNCIL MINUTES CALL TO ORDER Mayor Fredericks called the regular meeting of the Tiburon Town Council to order at 7:30 p.m. on Wednesday, September 17, 2014, in Town Council Chambers, 1505 Tiburon Boulevard, Tiburon, California. ROLL CALL PRESENT: COUNCILMEMBERS: Fraser, Fredericks, O'Donnell, Tollini ABSENT: COUNCILMEMBERS: Doyle PRESENT: EX OFFICIO: Town Manager Curran, Town Attorney Danforth, Director of Public Works/Town Engineer Barnes, Director of Community Development Anderson, Town Clerk Crane Iacopi f ORAL COMMUNICATIONS L_ A number of residents associated with the Tiburon Bike Train came to the meeting dressed in orange shirts and asked for continued support of the program from the Council. Kathy McLeod, one of the leaders of last year's program, said that the program had been a success and asked for the Council's support to keep the momentum going. She said that if Tiburon was designated a "bike - friendly" city it would be eligible for certain grant funding, as well. Helen and Dave, who recently moved to Tiburon from Connecticut, said they biked to school every day with their children. They said they wanted to ensure safe crossing at intersections and that there were a couple that needed attention. They commended Ms. McLeod for her leadership, and for her many hours spent educating children, helping to repair bicycles, and other efforts. Martina Seremetis of Belvedere echoed the desire to keep the momentum going. She asked the Council to consider the same funding as last year; in addition, she said that more orange shirts and helmet covers were needed. She said that parents participating in the Bike Train contributed $25 for bike "clinics" but that the support of both cities (Tiburon and Belvedere) was needed for the program to succeed. Town Council Minutes #14 -2014 September 17, 2014 Page I While the Council could not take any action on the presentation, Councilmember Fraser noted that he and Councilmember O'Donnell were part of an ad hoc committee on traffic (which would be continuing its efforts to find ways to reduce traffic, including bicycling). He also acknowledged Vice Mayor Doyle's leadership in the creation of the Bike Train initiative last year. PRESENTATION • Proposal for Art by the Bay in conjunction with Chamber of Commerce "Art Walk" (Isabelle Drever and Mason Bondi) Isabelle Drever of the Drever Family Foundation introduced the item and thanked the Council for its consideration. She said the month -long event would coincide with the Chamber's inaugural "Art Walk" being launched on October 16 and lasting one month, until November 16. In his powerpoint presentation, Mason Bondi described the concept of the installation that would feature local artists and local materials. He said that he was curating the installation as an "ornamentation of landscape" to show how locations such as the ones proposed in Tiburon could be enhanced through the installation of artwork. He said this would highlight Tiburon's natural beauty and develop the idea of Tiburon as an "art destination ". Mr. Bondi described the proposed locations for the large -scale artwork: 1) the three grassy areas of Shoreline Park nearest to the Ferry Plaza, 2) one in the vicinity of McKegney Green, and 3) one behind the Library. He described the artists whose work would be displayed in those locations. He noted that the Pt. Tiburon Bayside Homeowner's Association had endorsed the size and scope of the project along Shoreline Park after negotiation of the duration of the event and location of the artwork, and had also confinued their acceptance of two additional weeks- - one for set -up and installation and one for removal of the installation. He said that the Drever Family Foundation would cover the insurance requirements (as it had done during the last installation) at no cost to the Town. At the end of the presentation, Mayor Fredericks moved directly to consideration of the item on the Consent Calendar – Item No. 4. 4. Art by the Bay –Approve Art by the Bay installation on public property from September 26 to November 26, 2014 in conjunction with the Tiburon Peninsula Chamber of Commerce Art Walk (Town Manager Curran) Councilmember Fraser asked how many actual pieces were included in the installation. Mr. Bondi said there were 10 pieces total —eight on Shoreline Park, one at the Library, and one near McKegney Green [South Knoll]. L Town Council Minutes #14 -2014 September 17, 2014 Page 2 Councilmember O'Donnell asked whether the artwork would be for sale. Mr. Bondi said that the artists' contact information would be made available, but that no artwork was being sold by the Foundation. Mayor Fredericks noted that it would be a problem for the Town to have an event in which the artwork would be sold. Mayor Fredericks asked for public comment. Chamber of Commerce President Steve Sears said the event was endorsed by the COC members. He thanked the Drevers for their contribution to the community, as well as Art Walk sponsor Lynda Sue Johnson of Bradley Real Estate. Chamber of Commerce Director Melanie Haddad distributed a poster and some other material and said a few words about the actual Art Walk event. She said there would be artwork in over a dozen shops and businesses during the month -long event, and that a "Meet the Artists" reception would be held at the Library on October 16. In response to a question from the Council about promotion of the event, Ms. Haddad said that it would be featured on Facebook, as well as a mass mailing by the artists, and other media. r Hank McWhinney, President of Pt. Tiburon Bayside Homeowner's Association, thanked Ms. IL Drever and Mr. Bondi for their flexibility and cordiality during the negotiations about the scope and duration of the installation, and said the members had endorsed the Art by the Bay event. McWhinney went on to say that some homeowners had said this is just the type of event that would work well in our Town and that it set the right "tone" for our community. The Mayor returned consideration of the item to the Council. Town Manager Curran said there was a supplemental staff report which had been distributed to Council. In the report, she said that staff recommended approval of the Art by the Bay permit and waiver of fees and charges associated with the permit. She said that staff also recommended a small amendment to the Shoreline Park Use Policy to clarify and allow for this type of use in that area. Councihnember Fraser said that he supported the event and said it would be phenomenal for the community and highlight the special place that is Tiburon. But he expressed concern about the selected locations on Shoreline Park where he said most visitor congregated during peak times; he said that was the "public's area" and should be cherished as such. He said this was especially so due to duration of the event — 40 days. He asked that this be taken into consideration in any proposed amendments to the Shoreline Park policy. She added that we might wait and see how the public uses these areas, and possibly make adjustments [to permits and policy] in the future based on Us experience. Councilmember O'Donnell said he, too, was excited about the event and that last year's outdoor installation had been very interesting. He said it had showcased both the artwork and the waterfront areas. O'Donnell said he liked the idea of the town promoting itself in this way. He added that other communities had captured the art festival "market" so this type of activity would distinguish the town in another way. He said that someone once said that you've got a great town if you've got great education, great athletics, and great arts. Councihmember Tollini agreed. She said she was living in New York City during The Gates exhibit in Central Park and said the public was very interested in it. Mayor Fredericks added that if the town becomes a magnate for artists, we may need to look at some sort of selection process to address the demand.
