A RESOLUTION OF TH� TOWN COUNCIL OF THE TOWN OF TII3URON
COMM�NDING JIM FRASFR FOI2 HIS Y�ARS OF DISTINGUISHED
SERVIC� TO THE TOWN OF TII�URON
WH�REAS, after traversii�g the world far and wide for Jim's first sLiccessful careei-, Jim a11d
his ��ifc Diane arrived in Tiburon in 1982, and, of all the sinall towns in the world_ chose
Tiburon as their home: and
WI-�EREAS, in 2001, Jin� ai7swered the call to serve the community and was appointed to the
Parks a»d Open Space Co�nmission, and later the Plai�ning Commission in 2004, and fnally was
elected to the Tow» Cotulcil in 2009; and
WI IEREAS, Jim was selected by his colleagues to serve as Mayor foi-three tern�s, and is
sincerely thanlced for e�pertly guiding the Council with his stable and sensible leadersh�p
throu�h a period of si�n�ficant ehange, allowing the Cowlcil to carry on in service of Tibllron
residc�lis: and
WHLREAS, Jim served the Council and represented the community with distinction for ten
vears, and never failed to bring his intellect, optimisn�, good sense, style and an admirably-
atte�npted cup of coffee to the dais every Wednesday night; and
WHEREAS, Jim governed the Council with decorum, graciousness, good humor and an
impressive ability to weatl�er controversy, and act as a master collaboratoz• and consensus-buildei-
an�o»g the Cow�cil aild commLmity alike; and
WHEREAS, Jim was i»strtm�ental in the in7pleinentation of the Yellow Bus pro�rain and the
reduction of schoo] traffic on the Boulevard, and exhibited great dedication to the cause by
conducting (rnany) field studies of Boulevai•d traffic and duly reporting his (daily. sometimes
hourly) tindings to tl�e Police Chief; and
WI�EREAS, .lim is commended for his exceptional problem-solving abilities, especially his
instincts for finding uniqLle solt�tions to tmique problems �nd upholding the legacy of Town
Council»�e�nbers before him by taking a solution-oriented approach, tal<ing action and getting
thin�s done in an efticient ma�7ner (so efficient; in fact, that he 1lolds t�he recoi•d for the sl�ortest
To��n Colincil �1�eetil�g of 4 i��inutes); and
W1�EREIAS, Jim has relinquisl�ed his seat on the Council but leav�s behind a legacv as a
model Councilmember and Mayor to wl�icl� all future councilme�nbers will aspire. a �cntleman_
a fi-iend. and a small-town comm�ulity more charnling and vibi�ant than wllen he ari-ived years
ago.
