MEMORANDUM
Date: October 14, 2014
To: Mayor and Members of Town Council
Design Review Board
From: Daniel M. Watrous, Planning Manager
DIGEST /IV
Subject: Synopsis Of Town Council/Design Review Board Workshop
Here is a synopsis of the items discussed at the October 9, 2014 Town Council/Design Review
Board workshop and the follow -up actions to be taken:
Second Story Projects in Predominantly Single -Story Residential Neighborhoods
The consensus was that there should be no blanket prohibition of second story
projects in predominantly single -story neighborhoods and that applications should
continue to be reviewed on a case -by -case basis.
It is conceivable that an appropriate two -story project could be approved in the
interior portion of Belveron East.
Staff will prepare a handout for applicants looking to propose a two -story project
to provide more guidance before an application is submitted to the Town. The
handout would alert potential applicants to issues that need to be considered and
addressed for two -story projects, including views, privacy, lot characteristics,
visual mass and bulk, the development pattern of the neighborhood and references
to the Hillside Design Guidelines. The handout should include visual examples of
possible design solutions, hopefully prepared with the assistance of local
architects.
2. Seasonal Rental Units
No action necessary at this time. Staff will prepare a Tiburon Talk article on the
subject.
Possible Requirements for Solar Energy Systems on New Homes
Staff will bring forward an amendment to require solar energy systems on new
homes for consideration by the Planning Commission and Town Council.
The requirement should be for completely new homes only, not major remodels.
The requirements should allow for exceptions for instances where physical
conditions do not allow for appropriate solar systems and possibly for undue
financial burdens or for applicants who go "deep green " through Marin Clean
Energy or participate in other alternative energy solutions.

LETTER SENT TO THE EDITOR OF THE ARK:
I was dismayed yesterday, Wed., Oct. 8, to read the front page article of the Ark that
the Tiburon Town Council members voted not to accept a long -term gift of a major
Mark di Suvero's sculpture because of the size. Though (some of /all ? ?) members of the
Council were unfamiliar with the name and stature of Mark di Suvero, they voted against
receiving this gift because they could not figure out where to place a large sculpture.
Apparently, this offer was not known to the public - there was no involvement of the
public nor, apparently, of any arts' professionals, architects or
landscape designers /architects.
The gift was offered by the family of Lowell McKegney, son of Betty and George McKegney
whom many of us knew and who were active in Tiburon since its beginning as a town. The
offer was made to honor both Lowell McKegney and Mark di Suvero (the families were
longtime friends and Lowell worked with Mark).
Evidently, the few people in attendance at the Council meeting were surprised that such
an offer was so quickly dismissed - without apparent public awareness or involvement.
I understand that, with some response from the public about not having heard of this
offer, the Town Council could decide to re -think their quick decision - perhaps allow
some public response - .perhaps consult some professionals on areas where a large
sculpture
could be placed that would not negatively impact views or space usage.
I am - and many other community members are - concerned about this issue and hope you,
the Councilmembers, will re -open consideration of this offer and allow public discussion
as well as the inclusion of professional expertise in the decision making process.
Thank you, 1
Lorrie Greene

Subject: sculpture rejection
I totally support you and those who decided the city should not accept the loan of the 55 foot sculpture.
Granted I am no art critic but the thing looks like leftover scrap from the bay bridge construction. Also it looks like it
could be dangerous if kids attempt to climb on it.
It certainly is not in the same class as the Sails Fountain. It never fails to amaze me at the things people classify as art
today.
Famous sculptures like Rodin are probably turning over in their graves.
