Enough already with the attempt to paint this one incident where the shop keeper showed complete lack
of respect for the officers doing their duty. The whole episode is being exploited by a Mayor who seeks
political power beyond that of a small suburban town. Our police responded at an early hour to activity
that was unusual.. The owner of the shop seems to be very thin skinned and decided to roll the cameras
and exploit what is a nothing occurrence to an incident. The old Nollywood saying "there is no bad
publicity" holds true here for the Mayor and the shop owner, are they connected somehow?Whoops
sounds like I joined the conspiracy group of this being an incident close to the storming of the Bastille.
Relax folks the world may be ending but not for a while. Stop the kool aid drinking and live your lives in
one of he greatest towns west of the Mississippi.

1- How could the police in such a small town not know that there is a black owner at
the corner of the only street with retail stores, if they patrol this town for the past
several months?!!
2- Why would the superintendent accept and leave when a white neighbor yells
"he is the owner" what if the person that yelled was black also?
3- I agree that the police have to keep an eye on the stores and the fact that it was
late at night and people were in the store would raise red flag, but the way they
conducted themselves and the interrogation was totally racist and not courteous,
which we all know it would have been very differently if they were white people
inside.
4- The police were present a month ago when we had a peaceful walk for Black life
matters and we all stopped by this store, the police still did not realize there are black
owners in town? What about when they had the grand opening?

Dear Town Council,
I won't be able to attend the virtual forum on 8/?_7/2020, but I read the emaii from Mayor Alice
Fredericl<s regarding the incident at the Yema's store. I also viewed the video oniine shot by Ms.
Hawi Awash.
We are living through very sensitive times, but I believe all of us should try to keep a cool head and
listen to reason rather than let emotions run amok.
In the video, I saw a police officer trying to assess a situation with restrain and polite words. He's
doing his job to protect our community. The person in the store opts for a confrontational attitude,
refuses to identify himself and even starts yelling at the police officer arguing he did not owe any
explanations. I do not understand why the owr�er of the store acted that�Nay. Why was he so
antagonistic against a police officer who explains to him that he's there to protect his store and
make sure everything is ok? Why did the owner of the store feel threater�ed? He actually was the
one who acted in a threatening manner and showed little respect to a law enforcing officer. If he
had simply given his name and explained he was the owner of the store, the police officer would
have ended his inquiry and moved on.
I don't understand why some people would feel outr�ged by this incident. i realize our Town officials
are trying to be "delicate" about ar�y issue involving a Blacl< American, b�r.. I did not see any bad
behavior from the police in the video. This was just � sr��all incident wher� a resident chooses to
antagonize a police officer on duty, inslead of welcoming his good servicE s. A few years ago, I also
used to work late in my office on Mar West. On two occasions a police of icer knocked on my door.
He was just doing his job, making sure my presence was legitimate and tF at I was not an intruder. I
was also asked to identify n�yself and explain my presence at that time of night I never felt
threatened or confronted by the police officers who came. On the contra�y. I answered their
questions, they thanked me, and they made me feel s�fe.
We live in a small community where it r��ight not be so easy for our policE officers to know all of us.
But we can certainly rnake an effort to get to I<now them, to give them a '�iendly wave when they
cruise our streets, to respect their work and to thank them for their valu�ble service.

Thank you Mayor Fredericks & all others who have taken the opportunity to learn from fast weekend's
incident.
While I doubt there's anything I can add that hasn't already been expressed by others, I do want to take a
moment.
Admittedly, our community, all of us, have a long way to go to overcome racial injustice, overt&
unconscious. And while I do not want to diminish the learning opportunities here at hand, I do want to
share my gratitude for the vigilance I experienced when a very similar interaction occurred when I stayed
late years ago at our family's office (which I don't often visit) on Main St. At first I was startled by the
officer's'intrusion,' but when he shared that every night he checked to make sure the office door was
locked, I realized I was being cared for. And ever since, every time when I'm at the office at night, I recall
that care-which, still unfortunately, can feel quite small in contrast to how vulnerable I can feel on Ark
Row in the dead of night.
Let me add a (likely, salient) difference between that event and the one at Yema. The officer, though he
likely didn't know my name, recognized me as a community member.
Obviously, such was not the case this past weekend.
And therein lies the shame. And the opportunity.
Admittedly, we do not ask all residents or business owners to ID themselves to the police when they
move to town. Yet, given we (all, I believe) want to be welcoming and learn to let go of our biases, even
those we don't yet own, I suggest, rather than putting the onus on the newcomer, that our police reach-
out and welcome each new resident and business.
Daunting perhaps, but I think the effort is worth the task. The more we can get to know others in the
community and convey welcome and open-heartedness, the more that desired inclusiveness will become
a reality and will be felt by all.
While I haven't been to Yema, I certainly can imagine iYs becoming a vibrant heartbeat in our community
in so many ways. Yema & Hawi and so many others in this community have already set the stage for that
and, hopefully, for countless more heartbeats.

I have lived in Tiburon for over 40 years and this community has never
been friendly to people of color.
Everyone from '�outside" Tiburon knows that when your car comes down
Tiburon Boulevard we are going to take a picture and know where you are
from.
Hilarita is a low-income housing development within walking distance of
downtown Tiburon yet Woodland Market refuses to accept CalFresh cards
(food stamps). I have emailed them over the years and they either don't
reply or say they are looking into it.
Our police department has changed. The police force doesn't have any
contact with the citizens. They don't believe in community policing they
believe in sitting in cars and nabbing lawbreakers.
The first and most important thing is to remove Police Chief Cronin. He is
in way over his head. His June 1 message to all of us to stay off highway
101 because Marin City was going to have a demonstration was
outrageous. He relied on ��social media postings". I thought a professional
law enforcement officer would rely on real intelligence not social media
postings. Hasn't he hard that the Russian Government and right wing
groups like Boogaloo are the perpetrators of these fake postings?
And why would he hire Sgt. Michael Blasi. He was a supervisor of a SWAT
team and worked on gang task forces. We don't need military type police
here but community supporters. And how incompetent for him saying
when he was hired he didn't know that his former employer had to pay
one million dollars in a wrongful death suit. He can read social media and
tweets but can't even Google a person's name? His horrendous past
actions pop right up. He has to go. He doesn't belong in this community.
I have witnessed other instances of the militarization of our local force. An
even routine traffic stops with one woman driving require two police
vehicles to pull up. Recently outside Woodland Market a young long haired
man was being interrogated. There were two officers there (two vehicles)
and further back two other vehicles with officers. They spent time
interrogating him in public and made him open his small backpack onto
the parking lot. Clearly ��outsiders" are not welcome here.
Racial bias training next month isn't going to do anything. We need to
change our police department. We need officers who care about our town
not officers who think their only job is to put bad guys away. For a starter,
let's change the uniforms to look more like casual dress instead of military
uniforms. All weapons should be kept locked in the truck of the cruiser.
And, it should take a supervisors permission to remove the firearm from
the vehicle. We should, require all officers to walk the beat and get to
know all store owners and employees. Rank and file police should be
assigned to attend community meetings.

I would like to see a plan for training police officers on racial bias and also in de-
escalation techniques.And they also made need some diversity training on different
cuitures. It seems like this could have been avoided if the police had approached the
store owner differently. I think they were making assumptions because it was late at
night and they did not know the store owner. I also think it could be helpful for the
police to have coffees to meet the various store owners so they know who they are.
They need to do some outreach.

Personally, 1 am most grateful to our Tiburon EMS; Police, Tirefighters for all they do for us.
In watching the video, 1 was appalled at tl�e hostile, provocative, demeaning ancl sincerely
una�preciative attitude of the YEMA store owner. The Tiburon police were doing their job in a
professioi�al and l:ind manner, as they al��ays do. He should have been grateful they were lool:ing out
for his benefit anci safety. In stead he purposely harassec( and provoked the��� elaii��ing the_y �-vere
picl<ing on him and is now tiying to mal<e the people who put their lives on the line lool: �s though
they did something racially motivated.
We live in "charged"times ��here cooperation and respect go much farther thai� provocation.
The store o���i�er should apologize to the officers and the coir�munity. We do not need more hostilit��.

If one day, ther�; are un�vanted people at the YEMA shop at any ho�u�,the owner will look for
protection ai�d respect. if he can't see that his attitude of that evening will bacl<fire and miglit even lead

It is unfortunate that this incident occurred,yet it may be positive in that in can highlight an
unacknowledged bias that the police department can worl< on. Sociologist have studied and
documented how we all have biases, whether we acknowledge them or not. i he task, as in any
problem one is dealing with, to first admit the problem and then work on the solution.
i support and appreciate the police department This doesn't mean they were r�ot out of line in this
instance, and that they don't have a bias against people of color. Or that they couid use some real
sensitivity training. It makes one cringe when listens to the officer's comments. Blindly supporting
when errors are made, is only going to lead to more errors. One learns from one's errors only when
one first admits the error, and then makes a conscious effort to change.
It is obvious the police department is lacking leadership on this very important topic-How to not
racially profile people of color. After the police chief's inflammatory emaii concerning the BLM
protest in Marin City, which he then had to retract, which he couldn't even write himself (asl<ed the
local BLM leaders what he should write), the police chief's absence at the BI_M march organized by
Del Mar students, and now this latest incident . As many business people have reported in the
articles in the U, when they were working late in their offices they were not questioned. It shouldn't
take a white neighbor to come out in the middle of the night, to 'vouch' for these store owners. It is
not enough to keep saying we are not racist or biased. Actions speak louder thar� words.
The Town should implement and fund some type of bias and sensitivity training for the entire
department and especially for the chief. Remember the old saying 'the fish stinl<s from the he��d'.
Instead of punishing this officer for his outrageous behavior, the Town should fund some type of
mediation sessions between him and the store owners so that he can understand the issues tf-�at he
was dealing with and why it escalated in the way it did, and most importantly how he could have de-
escalated it_
Just because no one was shot in this instance doesn't mean the possibility of tr�at happening didn't
exist. Imagine if the store owners had just thought 'forget this I am goin�; hori�� to rest' and if ihey
had inventory in their car, and the officer thought they were stealing and pulled out his gun. And
what if they also thought `this is crazy, he doesn't have the right to question us' and tried to dr ive
away before the gun was pulled out. What might have happened?

Dear Town Council , I am a Tiburon Resident, an admirer of Yema
and Hawi , and a great supporter of their store and their
charitable endeavors in Africa. As near as I can understand ,
having not been there but only reading the emails and watching
some video Yema captured of the police interaction , Yema acted
inappropriately in not immediately identifying himself to the
police officer . I have traveled a great deal of this world , as
probably have Yema and Hawi , and z I<now that no matter where
you are , at home or abroad , when a police officer asl<s you to
identify yourself, you immediately identify yourself!
Period .The end . zt never feels right to be asl<ed , sometimes it
is even scary but z would never not immediately identify
myself. zt is the right thing to do in order for the situation
not to escalate .
Yema , This is not a country where a police officer at 1:00 am
is going to shoot you dead the minute you open the door, or
beat you unconscious and/or rape your wife, or demand a bribe,
or help himself to your goods , zt is a courtesy to those who
serve us to identify ourselves when asl<ed as they identify
themselves to us . You owe the police department an apology for
not extending them that courtesy.
I am still great admirers of you two. Can 't understand how/why
you went so wrong . Trust you will find a better way to handle

opened 1he door so I co�ild hear better and heard the supervisor telli��b Yema to pi•ove it was
his store, and to put the lcey in tl�e door. It loolced and sounded lil<e it �as escalatinb. 1 could
not believe that i�o��e of the 3 cops 1<new who Ye»�a is. I-�e is well-Icno�vn in town. 1 yelled
down, "Hey_ that's his store!" The Supervisor said, "Thanl<you, that's all I needed to I<now"
and they immediately turned and left. I heard him tell the other officer. "Next tin�e,just �vall:
by." 1 appreciate that the cops patrol and investibate stran�e situations, but there has to be a
better protocol 1-or testinb each situation and interacting with citizens. Lspecially with wl�at is
��oing on right now. Tl�is seemed to be getting o�rt of hand. Fortiu�ately. ��o one was hurt. If the
first ofticer ���ere just a bit less abgressive, this would have gone much more smoothly. A

That's the 'friendly greetin� I was wishin� fo�-. l-�e was not a��gressive. In fact, he ���as quite
friendly and passive.
So now. the issue beco���es: How cai� police tind a balance between in��esti�atii��Y suspicious
circui��stanccs. mal<i��b sure that race is not part of thc calculus in measuring suspicion. and
honoring a citizen's 4th ai��e��dment ribht to not provide ID if they're not suspected of a crime.
'I�his can bc solved. 1 do not thii�l< this rises to the level of any ofthese oftice�-s bei��g tired. A
protocol that solves the above 3 conditions can fix this. As 1 stared in a di�ff�erei�t thi•ead, 1 l�ad
dealin��s ���ith Sgt. Blasi in another incident, and folu�d hii�� to be exemplaiy. He went above

� My family and I live in "�riburon, it is our home. We were so happy to see the beautiful YEMA
store openii�b Lip and becomin�� part of the Tiburo�� commui�ity. 1 cannot tell you how sad and
angry I was to hear of the altercation that tool< place between the sho}� owners and Tiburon
� Police Officers. 1 have to asl<, in a towi� as small as Tiburon, basically two small shopping
streets, how is it thlt the officei-s of"T'iburon do not I<now the Y�MA shop o�vners ai�d staff? I
worl<ed in restaurant�s and bars in San Francisco for 20+years and we always I<new every cop
� on our beat. Why? Because they made it a point to come in, introduce themselves and offer
their sei•vices if we were ever i�� need. VVhen they clrove by late at ��i�l�t and saw us i��side our
� shops, they never came in and questioned us. They I<i�ew us! Tl�is is a failure on pai-t of the
Tiburon PD.
� YEti�l�, a niacl<-owned store, chose Tib�iron as � place to cail l�ome and the owners live in this
�� community. Blacl< and bro�vn people who live in predominantly white areas lil<e Tib�n-on
(88.1% white accordi��� to Wil<ipeclia) experience racial bias on a regular basis - s��ch as beinb
c�uestioned whethe�-yo�i live in yo�n-own i�eighborhood or when opening yo��r car.
Expei•iences lil<e these mal<e you feel lil<e you do not belong. Expei•iences lil<e tivhat happened
with tl�e Tib�iron police department, build on top ofthis lived reality.
� Tibti�ron is a 1<ind, quiet and affluent con�m��nity. ln this moment, the Police Department, the
Governinb Body and the people of���ib�u-on hav� a great oppoi-tuniry, as well as a
responsibility, to step up to the plate and BE BE'I'TER! There is i�o reason we should not be
� traininb our offiicers and civic ]eaciers to be aware of all of oui• biases, the lived experiences of
blacl< and brown members of o�n� community, and how to handle these issues bettel•.

The ow��e��s of Yema should be appreciative that the Tiburon Police were lool<ing oiit t�or their
business. It is obvious that the police oi�ticers were,just doinb their job. 1 am so brateful for our
police. In a small to�vn, they could be tucl<ed away drinlcing coffee. Instead they are out
patrollinb our street�s and I<ceping o�n-town safe in a very scary time.
I ai�� a b�isiness owner a��d 1 have been robbed ii� a business and ii� ►ny home. The robberies
� we�•e not here in Tibw-on but 1 lu�o�v how I appreciated the police being there to help after very
� scaiy eXpe�-iences. When I w�s robbed with a bun to my l�ead and my h��sband o�� the
f7oor�with a �;�u� to his, I would have appreciated a policeman checicing out my business. The
robbers were never fo�ii�d. It ���as a late night robbery when we wei-e cleai�in� our business.
Things that ai•e very bad DO H�PPFN at night after l�ours. What is wrong with these people,

I have owned several small businesses over the I�st 50 vears. I have also been
working at 2am with a employee when my business closed a 10pm. I have had a
police officer knock on my window to check on what was going on. I opened the door
and asked him in and offered a cup of coffee. Why wouldn't you, they are checking on
our safety. The action is totally off the rails by the business owners. If this city does
not support the position of the police officers and wants them to ignore out of the
normal behavior, you may not have the lovely community you live in. Carefui what

I have watched the body camera footage, and I see police officers
attempting to do their job, and a store owner who is non-cooperative,
vulgar, and repeatedly raises the issue of race. The Yema owner COULD
HAVE SAID, "Thank you for looking after my store at 1:OOAM. What can I
do to help you do your job?" But instead, he chose to make it
confrontational - and then puli the r�ce lever. He benefits from the
protection offered by the police, but assumes no responsibility for
contributing to their effort.
It seems to me that our town leadership sees racism where none exists
and is unwilling to challenge the victim claim of a black merchant - a claim
that is not documented by the facts. It's just easier to blame the police!
While this may reflect the current political climate, it only exacerbates
racial mistrust when we cannot count on our elected officials to defend the
truth.

Peopie of color are rightfully apprehensive of the police as their unfair treatment by the police can be
seen almost daily on TV.
I have viewed the police officer's bodycam video and believe that the officer did a professional job in
trying to keep the interaction with the owner of Yema de-escalated.
To me the store owner over reacted and could have ended the situation by saying he was the owner,
showing his ID and/or showing that he had the keys to the store.

I am writing to express my outrage over the treatment that the Black owners of
YEMA have received at the hands of our local police.
I have been a resident of Tiburon for over 25 years. I am a YEMA customer,
and I am proud that this business chose Tiburon as its locale.
I am ashamed that YEMA's owners, Hawi and Yema, have been stopped and
interrogated by the police on numerous occasions for merely going about their
daily lives. I am sicl<ened by the video footage of the incident taken from inside
their store, showing what I see as belligerent and threatening police conduct. (I
was unable to access the police body camera footage.)
I look forward to participating in the special meeting tonight. This conduct
must be stopped. I expect better from law enforcement. I want policy and
practice to be changed to afford respect to the Blacl< people and other people
of color in our community.

As a minority family livin� in Belvedere, we have never f�lt tt�a# we have been the
targets of racism in our interactions with Tiburon police oificers and 8elvedere police
gfficers. We have found them to be pali#e and respe�tfui. Through the ne��vs anci
sdciai media, we see some af the atrocities committed by paliee officers in different
parts of the cour�try, but fihase acts are not reflective of or systemic concerns in our
two police departments based on our e�perience. We f�el s�fe in o«r homes in large
part because of the hard work and comrnitment c�f our B�Ivedere police officers. We
feel safe in our community and allow our children to roam the neighborhoad freely
because of the hard work and commitment of our Belve�#ere and Tiburan police
officers.
Are o��r police officers mare vigilant than other o�cers in other communities?
Absvlute�y! But that is what we ask for and expect from our police c�fficers. They are
doing their jobs, and they ar� doing their jobs well. We have many elderly families
and rnar�y families �vith yourrg ch[ldren living in our community. lf anyt}iing, for the

2. Why is Yema. herself; stopped ��epeatedly - up to 5 times - by the SAME policeman for just

While 1'm sure ail are busy, they are exactly dealing with robberies and murders on a regular

�l�he officers l�ad no legal grounds to l�arass the store owner. 'l,here is no law that says you have
to show II) - police are not allowed to detain a person and compel them to identify t�hemselves
without a lawful, a►-ticulable reason.
Ufticer Michael Blasi is not the I<i��d of persoi� �vho belon��s on a police i�orce. He is
�-esponsible for the death of a suspect fi-om asphyxia after beatii�g and physically abusing hi»�,
for which Mari�� County had to pay $1 millioi� to tl�e victim's fai��ily. Oi� Instagram, Blasi is a
i�ollower and_retweeter of ribht=wing conspiracy theorists - this is definitely a red flag for
anybody in a position of p��blic trust. As seei� in the video, his interaction ���ith the Yema store
o��ners was aggressive and condescendin�. 1��e dei��anded they be grate�ful and th�•eatei�ed not
to protect their store.
The incident at Yema was clearly motivated by race. The off icer accepted the word of a
rai�doi�� white man, but not the blacic store ow��er. Other downtow�� busii�ess owners, all wl�ite,
have �•eported working late but have never been questionetl by police. The blacl< store owners
have been harrassed by Tiburoi� police on several previous occasions.
1 encourage the Town of Tiburon, and the Tiburon PD, to tal<e the followii�g actions.
l. get rid ofOfficer Blasi. A person with his record of�ibuse. his alai°n�inb political views, and
I�is aggressiv� attitude has no place on our police foi-ce.
2. cl�ange our police hii-ing policies to do a proper bacl<<�,round checi< of all candidates,
includinb any social media red fla�s, and any histo�-y ol�violence and abuse.
3. adopt a strict zero tolerance policy towards ai�y racist or violent misbehavior by police

Police and they've always been helpful to myself and my family. Our goal should be for the
entire community to have that same feeling.
I've seen the first officer's body cam footage and thought that he approached Yema in a
generally agreeable way however this is predicated on the idea that he had reasonable
suspicion to investigate in th� first place.
Do we document how often other places of business have had officers fiirst cali for backup
and then ask for ID when people are working late at night?lf this is business-as usual,
transparency showing this would provide the community visibility that this was not a case of
profiling and is in fact, how we patrol main street.
If however, we don't usually call for backup or ask for ID when people are in a closed
business late at night, th�re doesn't seem to be any reason to go into Yema. Then, the
elephant in the room becomes race.
I don't believe the first officer is "racist" but if we don't look at the part implicit bias may have
played in his decision to check on the store, we're missing the mark entirely. I'd hope this
officer is willing to look at the situation as something that we can all learn and grow from
and makes an effort to understand all the circumstances leading to this interaction to
prevent a recurrence.
I thought Yema sounded defensive but at the same time, find that to be an understandable
reaction given the many encounters where he and his wife have been stopped by the police
in their home town without reason and asked to prove who they are and that they belong
here. Our white citizens do not seem to have that same experience with the police in their
own neighborhood or place of work.
I IIC JU�JCIVISGI wiio a�riveU did notning bui escaiate tne siivation, tne exact opposite of
what I'd expect from a leader in that situation. His tone right off the bat was a stark contrast
to the calm demeanor of the first officer. Upon also learning that he was invoived in a
wrongful death suit that cost Marin county $1 M to settle, I have to question why he was
hired in the first place and why we think that bias training will help someone clearly willing
to escalate an already tense situation even after escalating a previous situation to the point
of killing someone. Training won't help if you don't think you've done anything wrong.
Everyone makes mistakes, it's part of being human. If we learn from them and improve,
that's the best we can hope for. If we don't admit mistakes, we're doomed to repeat them
and I hope Tiburon understands that training alone will not solve the issues that led to this
situation. We need officers who have the right attitude and approach to policing, one that
doesn't start with citizens as adversaries.

Having now watched the full video, it's crystal clear the officers acted
appropriately to defend Tiburon property. Had they not done so, they
would have been in dereliction of their duty. Never once did they
mention race or had any reason to given the very strange
circumstances of a Main St. establishment lit up at 1 AM like a
Christmas tree.
It's also clear, the individual at the door (who never legally identified
himself) was belligerent from the get-go using profane language
insulting to anyone but especially disrespectful to any police officer,
The Town Council erred in apologizing to the individual at the door
who ctearly was at fault in inftaming this situation. Rather, the TC
should publicly apologize to the police officers for properly
safeguarding our community.
We just hope the TC's wrongheaded actions to date don't enervate
the diligence of our police force or cause its good people to resign.

Dear Town Council,
I am writing you because I wanted to voice my opinion as to the incident last week
with the officers and Yema Khalif. I read the letter that the Mayor distributed and
watch the video that Mr. Khalif posted in it's entirety, twice. I found the officers
behavior was exceptionally professional, I found nothing racial or intimidating in
their behavior. My general opinion was that Mr. Khalif was respectfully escalating
the situation by refusing to simply cooperate with the officers. The officers
behavior was what I would have expected from professionals who are there to
serve and protect.
The current social media noise is starting to sound like mob rule and I hope this
can be calmed down with your investigation.
Please know there are many of us out here who support your officers during this
trouble time. We highly support Mr. Khalif and his business in our town and hope
he will stay but we need him to be part of the solution, not part of the problem.

I 11ave watched the oi�iginal video and the police video released today. My opi��ion
has not chan�ed. The state of California does not have a stop-and-identif}� statute.
Crimii�al-law experts and civil-liberties organizations state there is no
requirement to produce identification — even when detained — Luiless
you're operating a inotor vehicle, which requires state-issued certification,
or you have been arrested or booked for a crime. Since Mr. Khalif does not
fall into any of those categories, the officers had no legal right to attempt to
force hiilz to identify himself or prove ownership of the store.
It is so patently obvious that this is a case of racist police officel�s that I do
not understand at all why these three, or at least the two who are pressuring
Mr. Khalif, are not suspended pending an investigation. No citizens called
the department and reported anything amiss, no alarm had sounded.
Therefoi�e, as Mr. Khalif said, I believe this is a case of an officer seeing
"three black people in a store."
SLipervisor Blasi does nothing to de-escalate the situation, in fact he is quite
threatening in his demeanor. He states that the street closes at 9 pm - ��ell I
guess no one sllould plan to eat at any of the town's restaurai�ts, since they
will be breaking the law if they are still on Main Street aftei� 9 pm. Officer
Blasi tells Mr. I�alif that Sam's closes at lo — how do those patrons leave
the place when the street is `closed at 9 pn�?" Now that we all I:now Officer
Blasi's involvelnent in the Cary Grimes wrongful death case, I thinlc soine
serious thought should be given to his ability to worlc safely as a police
officer in this community.
Finally, I hope it does not escape anyone's attention t11at Mr. Khalif and his
two associates are repeatedly subjected to dernands to prove Ile owns the
store, and yet �vhen one white man yells down to them to say it is in fact his
store, magicallv they walk away. I know racism when I see it and all of you

Tiburon Police Officers Gre trained and held to the_highest standards of conduct. A key component
of that training is the expectation our officers will utilize de-escalation techniques in situations like

actions gave the citizens of Tibliron a dii�ferent impt•ession of the ofticers` cond��ct and
supposedly fail�u�e to use "de-escalatioi�"techniques and i�� short, the inference that the
office�s conduct was inappropriate. One co�ild arbue that the body cam footage shows
otherwise; �vhereby on several occasions the officers acted politely and atternpted to gather
inforination from the store owi�er for which, as evidenced by the body cam video, the store
owner was i�nwillin�� initially to answer the basic question if he was the store owner ai�d/or
restocl<ing the store at that time ofi�ight, which is u��usu�l in my opinion fi-om my 13 years
livin� in Old ���iburon (with a view ofi Maii� Street).
It is my �inderstanding that CaliFornia law does provide for ofiicers the ability to asl<
"conversational" questions to citizens as part' of an investibation so loi�� as the questions are
i�easonably related to the p�u•pose of the conveisational, informational, fact fu�dinb interview
with the inclividuaL }-lcr�, the officers q�iestions �vere all reasonably related to the reason for
the interview and the of�ficers checl<in� in oi� th� store �ivEn t�he unus�ial activity.
There has been alleg�tions on posted social media (Tibiiron Next Door) alleging that the '�I�PD
has stopped or has had encounters with the storc owi�ers on multiplc previous occasioi�s. lf
this is true. given the rumors and innuendo which can cause furthei-co��fusion amonbst the
comm�u�iry. 1 believe the To���n Cou��cil sho�ild issue a statement as soon as possible,

]n conciusion, any previous coi��pl�ints made by the Yema store o�vne�•s rebardii�b the TPD
harassing them should simply be simply affirmed or denied ii� a statement by the Town
Co�mcil because, due the combination of tl�e release ofi Mavor Fredericl<s staten�e��t, the
witness video and the body cam video, reasonable people ca�� I�ave veiy different opii�ions on
whethel- or not the ofi�icers` bel�avior�was acceptablc or not. And, a statemei�t affirminb oi•
denying the existence of prior interactioi�s between the TPD and the Yema store owi�ers would
be a helpful information for the public to 1<no��� now.
