Uma Lerner said recent eve��ts had activated a lot of�a��xieties and latent racism i» Tiburon ai�d
mentio��ed some recent anti-Semitic graffiti that had appeared in her nei��hborhood. She said she
appreciated the Chie�f of Police's recent apology letter and suggested making cultural
pro�i-amminb more reflective ofthe convnuniry, i��cluding a�� e�panded calei�dar ofcelebrations,
or having n�ore diversity on Town committees.

Town Ma��aber Chanis said the Counci) had hea►-d a presentation fi•on� the Chamber about a
proposal to close lowei- Mai�� Street to vehicular t�•af�c to allow restau�-ants and retail to expand
operatioi�s into the street a►•ea. He gave additional details about the closure. He said staff is
as]<in« the Council to consider approval of�tl�e concept and modifiy a resolutioi� givin� the To���i�
Mai�a�er the autl�oritv to close the str�et
Mayor Fredericl<s opei�ed the floor fo►- public comment. There was noi�e.
Sandra Wolfson spol:e in support ofthe proposal.
Councilmember Welner said he had observed a lack of�facial coverings on recent visits
do��mtown. He expr�essed concer-n that visito►s will not observe social distancing and facial
coverinb protocols. He asked ifthe Council could require facial coverii�gs in the street closure
area.
Chanis spol<e about the Public Health Ordei�reql�irinb facial coverinbs and said st�ff is working
���ith the Chamber to enstn-e businesses u��derstand the expectation is sociai distancing and facial
covering protocols will be respected. Town Attorney Stock said many other cities are also ��
anno�u�cing simila►- pro�rams with ti�at caveat a��d added that the r-esolution only «ives the "Towi� �
Manager-tl�e authoritv to close the street and could be revol<ed based on public health coi�cerns.
'The Council discussed the merits a»d logistics ofrequiring facial coverii���s to be worn in the
street closure area ��i�less seated at a dininb tabie.
Chanis inquired ifthe Council inte��ded to req�iire facial coverin<�s in the street clos�ire area 24-
hours a day ai�d how this mibht be enfoi-ced. Councilmei��bei- 1{ulilc also rzised the issue of
enforcei��ent and expressed concern that this reguirement might deter visitors to the do�vntown.
VVelner believed the goal of settin�the requirei���nt wo�ild be more of setting a social norm ���d ;
expectation, while also providing clearer dii-ection to visitors about when and where facial
coverii�gs are required than the cw�rent public health order. Other co�u�cilmembers a�reed.
Kulil< requested staff b�-in� bacl< a review ofthe street closure in August so as to per-mit the �;
closure to be extended beyond Labor Day if desired.

Al-2. Fiscal Year 2020-21 Municipal Budget—Consider approval of recomn�ended �-evisions
to the prelimina�y FY 2020-21 M��nicipal Budget (Office of the Towi�
Manaber/Department of Administrative Se�•vices)
Town Manager Chanis said the Cou��cil had recom�nended revisions to the proposed Fiscal Yea��
2020-21 Municipal E3udbet. He said the proposed budbet had had a�� (approXiinately) $227,000
deticit, which staff had first proposed to balance using a transfer of General F�md reserves. �
Chanis said sta�ff had met with tl�e Budget/Finance ad hoc subcoi��mittee ai�cl reviewed several �
sce��arios to eliminate the pi•oposed deficit, ai�d was t�ow proposing both expense reduction and a
reclassificat�ion of the contribution to the Belvedere-Tiburon Libra�y projecC as an operat�ing
expense to a capital i���provement. He reviewed the proposed expense reductions and noted they
would i�ot have impact oi� service delivety to residents ai�d explai��ecl ���hy the contribution to the
Library project should be appropriately reclassified as a capital i�7�provEment.
He said these adj�istments would result in a balanced budbet.
Councilmember R�ai� asl<ed if staff had any new infori��ation or reason to ad,iust revenue
projections si��ce their last discussion. The Town Ma��ager said no, b�it he felt comfortable with
the budget's p�-oposed revenue projections as they were made conservatively.
Mayor Fredei-icl<s opened the floor foi-public co»�me��t. There was none.

Municipal Blidbet and associated i•esolutions.
