����� They also brietly presented on thc `Slow St�•eet' proposal to temporarily close Maii� Street to
�'� vehicular traftic on summei�weel<e��ds (July through Labor Day). The proposal is i��eant to create
a passive space to acco���modate social distancinb and aive the downtown i-estaurants ai�d
merchal�ts the opportunity to expand outdoor dining and retail into the ribht-of-way. "The Town
Mai�ager said the Counci I would cor�sider authorizing the Slow Street portion of the proposal at a
fut�n�e i��eeting.
The Town Council representatives to the task force, Counciimembers I<ulil< and Ryan, both
spol<e in favor ofthe proposal. 1<ulil< said the outdoor fi�rniture was an efficient spend and
believed the Slow Street proposal to be an excellent outco�ne to the tasl< foree's mission of
comin� up with ideas to assist the downtown �ne►•cha»ts. Ryai� agreed and further spol<e in favor
of the teinpor-aiy nature of the p�-oposal, stating the concept is not invasive a��d co��siderate of ai�y
who may have been opposed to the idea. 1<ulik said he would lilce to see the Council review the
Slow Street in August to see how it is goi►�g, and perl�aps consider ai� extension into the fall
while the weather is still bood. �
Mayor Fredei-icics aiso spol<e in favor ofthe proposal. She recommended the Council I<eep in
mind that Fountaii� Plaza is one of the few places in Tiburon where larger broups can bather and
hoped the outdoor furniture would remain a temporary installation.

pavement rehabilitation along �ntire le��gth ofthe Old Rail Trail. '

contirmed this poii�t. �
In respoi�se to a question from Councilmember Ryan, Pali��er explained the contingency line
item is only for �ise if some imloreseen circu���stance arises in the tield. ��
Vice MayorThier asl<ed about chai�ges to the existinb Old Rail �1'rail and about the closure `
schedule. Palmer co��iirmed nc� portions ofthe Old Rail Trail will be changed, but some a��eas of �
gravel or decomposed ��ranite �vill be added next to the asphalt because trail users wall< there
now. He also explained the sched�ile is anticipated to be 45 worlcin� days, and public outreach
� will be done ii� advance.

PUBLIC HEARINGS
PH-1. 2020-21 Municipal Budget and Capital Improvement Program —Introduction o1�
Fiscal Year 2020-21 M�u�icipal Budget and Capital I�r�provement Program (Oftice of the
Town Manager/Departi�e��t of Administrative Services)
Town Manager Chanis said the Town has experie�leed a di•an�atic decrease in 1-evenue associated
with business activity. He said the proposed budget without a ti�ansfei•of gene�-al f�u�d i-esei-ves
would have a deficit of approximately $227.000.
Director of Adi��inistrative Services Creel<more said the pi•oposed Fiscal Year 2020-21 blid�et is
p�•esented at a total appropriation of$17,609,901, with an operating budget of$13,040,130.
Director C��eel<more said the Town's general f��nd revenues are pi•oject to decrease 2.7% over the
prior year and reviewed the hisCorical trends of several ofthe top sou�-ces of operating reve��ue.
She also explained the To��n's expenditures are expected to i»ct•ease 3.5% over thc priol-year,
and abain reviewed the historical trends ofseveral ofthe ���ajor expenditure categories.
She then summarized the projected expenditures of each department as follows: �
• Administration�s proposed bud�et is $2.1 million. �
• Community Development's pi-oposed budbet is $1.7 million.
• Police�s proposed bud��et is $3.7 ���illion.
• Public Worlcs� proposed budget is $L.2 million.
• "l,he non-departmental proposed budget is $3.4 millio��. �
Director of P�iblic Worl<s/"Cown Engii�eer Palmer presented the proposed Capital Improvement
Program, with total expenditures of$2.918.053. Director Palmer also briefly reviewed the �
project list and summarized the anticipated costs and eurrent status ofson�e ofthe upcoming
comm�u�ity projects and their fundii�g sources.
Councilmember Welner asl<ed about priorit�� rankinb of the projects for the upcomin� liscal year.
To���n Manager Chanis said this discussion usually talces place at the annual Co�mcil/Staff retreat,
which did nut happen this year due ro COVID-19. For that reason, he said statf is proposing a

necessal-y maintenance projects.
Chanis the�� reviewed thE balai�ces of the Tow��°s reserve funds, includinb the bei�eral fund
reserves, restricted reserves, and the CaIPERS and OPEB trust funds. He also spol<e about the
Town's lo��g-te��m liabilities (CaIPCRS ai�d Otl�er Post Employment �3enefits).
Vice Mayor Thier asl<ed if staff foresaw any potential adjustments to the b�idget that might
chanbe projective revenues and eapenditin-es. Chanis said tl�e revenue p�•ojections are extremely
conseivative, and there n�ay be adjusted sources of revenue in the comir�g year.
Councilme���ber Welne�-asl<ed if the bud�et ad hoc subcommittee had reviewed the proposed
budget and was recomme��din� adoption to the Council. Mayor F►-edericks and Vice Mayor Thier
confirmed they had reviewed the proposed b��dbet witll staff and made no i•ecoulmendations for
chai�ges prior to brinbin� it to the full Council.
Welner expressed discomfort supportin� a budget that required reserve funds to balance o��t. He
wondered if there was an opportiu�ity t�o mal<e more disciplined cuts.
Mayor Fredericl<s and Vice Mayor Thier both felt the use of�-eserve funds this year was
reasonabic based oi� unl<nown projections and a 1<��own loss of reven�ie. Fredericks believed the
proposed budbet was co��sistent with the "l�own's history of conservative budgets, and Thier said
the pur�pose of buildinb resel•ve f��mds is to utilizc them dui-ing periods of uncertainty to inaintain
the same level of service to the public.
Town Manager Chanis pointed out some unusual expenditures this year, includinb significant
contributions to tl�e library expansion pro,ject and tl�e Cl�amber of Commerce. �
Co��ncili��ember Ryan said he did not have a peoblem using resei•ve funds if necessa�y but would
lil<e to know the Town has exhausted all other avenues for balancing the budbet. He said he
would lilce to see what a recon�mendatioi� foi•additional cuts might lool< lilce.
Co�incilmember Kulil: believed it �vas important to maintain a baseline of service for Tiburon
residents, and past Councils have made dii�ticult decisions to be extremely f�iscally disciplined to
build up a rescl-ve fund. I-Ie saicl l�e is comfortable with the proposed budbet because it mai��taii�s �
the To���i�°s services to residents.
Fredericl<s also i�oted that the "t�o���n has a policy of I<eepi��g a minimum ai��ount of operating
reserves, and the c�u-rei�t balai�ce has far e�ceeded the minimum balance req��ired because the
Council plans ahead.
Welner urged the Council to consider another loolc to find opportunities to bala��ce the budget
without utilizin� the i-eserves.

TM-1. COVID-19 Update
The Town Manaber said t�here may l�e some loosening of restrictions of local parlcs and parl<ing
lots in the next few days. He said stai�l�is observii�� a big increase in the amount of trash bei��g
genei•ated, and with the inc�-easc ii� visitation of Shoreline Parl<, there are increasinb demands on
both Pliblic Wori<s and Police staff�.
