Ii� response to a question fi�om Mayor F�•ederici<s, Hotchl<iss said the 1•equested funds ���ould be
prioritized for operational costs while still findin� ways to provide recreatioi� for the community.
Town Mana�er Chanis i�oted that the Ranch has p�it together an i���pressive prograir� with high �
quality programmii��� and statf, wl�ile remainin�� tinancially efficient. He asl<ed Hotchl:iss if the ���
Ra��ch was considering offering new p�-o�rammin; fo�• childi�en of essential worl<ers, as �
potentially permitted ui�der thc revised I'ublic 1�lealth Order. 1��otchl<iss said they were.
Mayor Fredericl:s opened the t7oor for public comment. �

l<aren Beale said the Ranch offers many emotional and mental health benetits to the coi��m�u�ity
strugblin<,� with t�ying times. She supported the Ranch�s rcc�uest.

Hotchlciss and her tea��i have done to quicl<ly adapt and put togethe�• new pro�ramming for the

Petey Steii�, Ra��ch [3oard member_ commeilded Ms. Hotchl<iss' ability to quicicly pivot in face of
adversity. She s�id this would be the ideal t'ime for the Co�incil to assist the Ranch in maintaini��g
the ability to operate ���ithout havii�<r to 'sta��t over' later.
Mayor Fredericl<s closed the tloor for public comment.
Councilmembei� Welner said he is aware ofthe seriousi�ess with which Ms. I-3otchl<iss has
analyzed the Ranch`s bud��et and determined ��here cuts ���ust be made and what is required to
maintaii� efticie��t operations. He supported the request.
Vice Mayor Tl�ie�- was also impressed with the presentation aild tl�e Ranch's ability to co��ti��ue
servinb many people �-vitl� less resources. She expressed co»cern that the Ranch is not able to
quali�fy �for federal fi�n�ding assistai�ce as a joint powers abency. She also supported the request.
Councilmember Ryan supported the request, citinb the Ranch's broad reaeh and impact in the
community; a��d their efforts to �mdcrsta��d the community's needs in the face o�l�c�•isis.
Councilmembcr I{�ilil< applauded the Ranch's efforts for being a crucial resource for the
com�r�unity and felt the request was worthwhile and appropriate. He requested a follow up report �
in June or July.
Mayo�- Fredericks said the Ra��ch fills a funetion that would normally bc a Town departme��t at �
no cost and is no�-v requcsting fi��ai�cial assistance to continue to provide a service to stay afloat �
d�u-ing a healthcare crisis. She supported the request but said the Council should keep in mind
that this eco�lomic crisis will also impact the Town's overall budget over the next several years. �

Director of Public Worlcs/�To���n I;n<�ineer Palmer summarized the reco������endcd actions for the
�, Coin�cil and spol<e bi-ietiv about pavei��ent i��anabement. He said the Town attei��pts to I<eep t�he �

averabe pavement condition index of all streets in bood fiorm and uses a probrai�i to keep tracl: of
necessary improvements and help decicle �-vhich roads to ���orl: on based on limited resources.
Director Pali��er rcviewed thc To�vi�'s ro�dway i�ctwor-I< and said the majority of the netwo�-1< is
in good condition, but 23% is in poor or failing condition. 1Ie discussed several possible funding
scenarios and the resulting degradation levels of the roadways. He concluded his report by
showinb a map of this year's proposed improvements.

Viee Mayor Thier asl<eci Director Palmer to comme��t o�� the poor or failing street segments in
tow��. Pal»�er explained the pavement manabement probram attei��pts to keep the overall averabe
condition of all streets at a high level and deteri��ii�es how many, or which, streets in poor
condition should be addressed each year to i�se lii��ited f�u��ds most efficie��tly.
Vice Mayor Thier said she would recuse herself from this vote based on proximity to her home. �

Ma��aber to approve the award of contract for the 2020 Pavement Rehabilitation �

The Colmcil discussed several differe��t meetii�g time options and settled on a 5:00 p.m. re�ular �
meeting start tin�e while conducting virtual meetings.

Al-4. Business Task F'orce Update—Consider request by Chamber of Comi��erce for
reallocation of previously approp��iated funds (01�iice of the Towi� Manager)
Town Manaber Chai�is said the Co�n�cil had recently received a prese��tation fi-o»� the Tib�n-on
Peilinsula Chamber of Commerce, and had appoii�tecl Councilmembers Kulik and Ryan to a
Chamber task force to lool. at short. mid-, and lon«-term ideas to help small businesses recover
i�roi�� the COVID-l9 pandemic ai�d eco��omic shutdow��. He said the tasic force had met and
developed a set of short-teri�i recommendations for the Coui�cil to consider, including a request
for a reallocation of previously approved Cl�amber f�u�din� from the Town.
DeAnn Biss, Executive Director of thc Tiburon Pei�ii�sula Chai��ber of Co�nmerce, said tl�e
Chamber l�ad conducted a sw-vey of local businesses to compile data about their challenges a��d
in what ways they could use assistanec. She revie���ed the res��lts of th� s�u-vey with the Council.
Ms. Biss said the Chamber and tasl< force had discussed how to deal with the mabnitude of
challenges now in fi-ont� ofthe small busii�ess community. includin; both short-term crisis
manabeme��t and long-te�-n� positive chan�,�e. She said the tasl< force brol<e the s�n�vey data into
th►•ee goal areas: refresh, reengag�, and reinvest. ��
She said the goals were to tigure out how to ass�u-e residents and visitors that Tiburon is open for �
business as the public health order restrictions begin to ease; includinb treating downtown with �
the best cleaninb and sanitation of public areas ai�d restrooms, and creatii�g safe spaces foi•visitor �
and community en�a«ement. She said the �roup had also woi-I<ed on a uniform co���mu��ication ��
plan, includii�g the branded `Tiburon Safe Together' social media and marl<eting campaign. ���
Of tl�e requests for fundii�g. Ms. Biss saicl doi�ated fiunds would be equally dispersed among the '��
businesses that had applied fior the local ��rant, and to assist the Cl�an�ber in ongoing operations. �
Ms. Biss said tl�e Town hacl recently approved a one-time $]26,000 contribution; plus $20,000 �'
annually for three yelrs. toward a 'I'iburoi� Welcome Center. She said the Cha»�ber is now ��
requesting reallocation ofthose funds as the ori<�inal visi�>>� will ��o lonber be possible due to ���
signiticant loss of Chamber of Commerce revenue fi-om ��ther sources. She said the Chamber is '
reqtiestin� a reallocation of those funds as 1�ollo�vs: �
- $16,000 to COVID-19 Small 6usiness I=und
- $10,000 to s�lpport a Chamber led Re-En��a��in�� l�1arl<etinb Campaibn
- $30,000 to Chamber to support a scaled-cio���n Wcicoi��e Center
- $20,000/year in Fiscals Years 2021. 2022_ and 20�3 to support ongoii�� Cl�amber
operatioi�s at Welcon�e Center
- Create COVIU-19 Business li��provement Reserve Fund and transfer rei��ai��inb $70.000 ;
to newly c�-eated reserve fund
Mayor Fredericl<S asl<ed if there were any constraints on I�o��� the businesses ca�� use the grant ;
funds and if the businesses ���ould be willin�� to publicly report what the fui�ds were used for. Ms. �

�� Biss said the Chamber had not created any co��str-aints on the use of the funds. and t�h�t the
� Ch�i��ber �-vould be willin� to compile that report.
Co�n�cilmember Welner inquired about tl�e $70,000 COVID-19 I3usiness Improvement Keserve
Fund. Ms. Biss and Town Manaber Chanis explaii�ed those funds would remain with the Town
in a r�eserve fiu�d app�-opriated for the current fiscal year.
Vice Mayor Thier asl<ed Ms. Biss to comment on the $16,000 Small Busii�ess }�uncl and tl�e
$30_000 conU�ibutioi� toward the Welcoine Center. Ms. Biss said the request for$16,000 was in
line wit�h ��hat ��eibhboring Chambers of Co»�n�erce are requestin� fi-om their cities and towns
and the Coin�ty. She said the Welcoi��e Center costs will go toward a smaller space o�� Main
Street and allow thei�� to co��tii�ue basic operations given the loss of signiticai�t revenue sources.
Mayor Fredericl<s opened the floor for public com�r�ent. There was none. �
Vice Mayor Thier and Mayor Fi•edericks expressed a desire to have a stroi�ger reportin<r protocol
for how the req�iested funds will be spent. Town Manager Cha��is confirn�ed the Memorandum
of Understandinb could incl�ide lang�ia�e that requires the Chamber to provide reporting to the
To���i� Council and that the Memorandum of Ui�derstanding would be brought bacl< to the
Council for review.
Councili��ember Welner said he was not i» favor of putting the remai��ing $70,000 in a Town
reserve fw�d, stating a future request could be considered on its merits at that timc. Other
members ofthe Council a<�reed. �

� openin« for tal<eout. 1-le said Public Woi�lcs is now impleir�entin« measures to more fi-equently
monitor trash in the downtown area.
He said the State may be planninb to relax other retail restrictions soon, b��t the County of Marin
does not appear to be planning to loose�� those restrictions in pai-allcl ��ith the state.
Mayor t=redericl<s said the Co��nty is worl<ii�b with b�isiness entities to fi�ure out ���hat further
relaaatioi� oi�i�estrictions and the opci�ing ofretail mibht loolc like. She said the Goveri�or ���ill
hopefully provide clarit�- to confusii�g parts ofthe Public Health Ord�rs soon.
Vice Mayor Thier asl<ed ifthe Tow�� could i���plement an expedited review process for
restaurants or retail t�o malce any necessary »�odificatio��s that would allow them to opei� and
serve c�istoi��ers ii� a timely mai���er. Chanis said they may be some thii�gs the Town can do
quicl<ly. He said stafl�is also stayin;t��ned in to wl�at otl�er cities ai•e doi��g to accommodate their
