presentatioi� by staff and the Tib�u-oi� Peninsula Chan�bei-of Commerce and discuss
resources available to ]ocal residents and businesses
Laurie Nilsen, Emerbency Services Coordinator, spol<e about local, statc and nationwide
resources available for Tiburon reside��ts durinb the COVID-19 emergency. She showed tlle
Co�u�cil a variety of resources available throubh the Counry Health & Human Services dedicated
COV1D-19 webpage and throubh orga��izations lilce the Salvation Army or American Red Cross.
She �iso discussed more specific local resources, such as access to food or groceiy delivery,
transportation; housii��_ mei�tal health, and gave a bi•ie�f ovei•view of liow to donate vol�mteer
time oc funds to aid the emerge��cy response.
Town Managei° Chanis transitioned the presei�tation into a discussion about support for local
business. He said most of the otl�er cities in Ma�•ii� Coui�ty are worl<ing closely with their �
Chambei-s of Commerce to e��sui•e resource infori��ation is the most currei�t.
DeAnn Biss, Executive Director ofthe Tiburon Peninsula Chamber of Commerce. spol<c about
the loans available for sn�all businesses i���pacted by the GOVID-19 pandemic, inciudin� the �
CARES nct ai�d eligibility for f��ndii�b. She also p►•ovided an overview orsmall business tax ��
provisioi�s, such as employee retention credit and delay of payinent ol�employe�- payroll taxes.
She said the Cl�amber of Commerce website would continue to be ai� up-to-date reso�n-ce and �
asl<ed the Council to eonsider setting up a tasl<force to idcntify areas of opportunity to support �
businesses and tl�e conimunity. �
Ms. Biss said a critical item to suppoj•t local businesses is to tind the right for�m� to communicate '
which local b�asinesses and resta�u-ants are open, and their ad,jtisted hou�-s. She said the Chai��ber
has developed the Tib�n-on Together concept, a socia] media campaign for all the local ��
businesses to s�ipport each other. She said the Chamber is also doing direct email outreach. �
In response to a qucstion fi-om Coui�cilme���ber Ryan, Ms. I3iss said she is a���are of 100 local �
b�isinesses, not all Chamber members, that are p�irsuing �rants or loans, but are tryin�r to decidc
which are best for their needs. �

She said there is a lot of ambibuity and cl�aos around the stimulus pacl.a��es �u�d the time horizon
for receipt of grants and loans, and for tourists to return to Tibw-oi�, is unl:no�vn. She asl<ed the
Council to consider instant cash grants or- b�-idge loans.

�� Nicholas Davof-en, Local Spiceiy owner-, said the process i�or receivin�� a small business loai� is
not so easy as it sounds and tal<es a lot longer than expected. 1-�e said there is a lot of confusion
ai�d �fear that there i��ay not be eno�ibh f�unds to go aroiii�d and spol<e about the critical i»�pact
sn�all business ow��ers are facin;. He said at�y visible support would be appreciated.
Patricl< Sherwood referenced the letter he sent the Coui�cil.
Mayor Frederic]<s closed the floor for public commei�t.
The Council all lilced the idea of considerinb a tasic force.
Councilmembers I<ulil<and Ryan suggested encouraging support o�F local busii�esses and malcinb
more info��mation available on the Tow��'s website.
Mayor Fredericl<s noted the Co��ncil would need to I<eep in minci ho�v the COVIll-l9 pandemic
�vould impact the Town budget, specifically that typical sources of revenue would lil<ely be
difticult to estimate or will decrease. She hoped a tasl< force would develop a multi-pronged
approach that would 1<cep budgetary impacts i�� mind.
