HomeMy WebLinkAboutTC Res 2002-01-16 (2) ., ~ I RESOLUTION NO. 05-2002 r<; A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN OF TIBURON ENDORSING ANGEL ISLAND AS THE SUPERIOR LOCATION IN SOUTH MARIN COUNTY FOR A MARIN EMERGENCY RADIO AUTHORITY FACILITY WHEREAS, Marin County is plagued by an inadequate and obsolete emergency radio system; and WHEREAS, to address the need to replace the system, the 26-member Marin Emergency Radio Authority (MERA) was formed in 1998 and, on behalf of the Marin County taxpayers, issued $27 million in bonds to replace the failing system; and WHEREAS, the Town of Tiburon is a member of the MERA and firmly believes in its mission; and WHEREAS, the goal of MERA, Marin County and all of its agency members is to work together with the State and its Departments for the achievement of the best police, fire, and health systems for the safety of all citizens of California; and -., WHEREAS, the MERA system requires a transmission and reception site in a south Marin County location in order to be effective and operational, and several alternative locations identified by MERA are within the jurisdiction of the Town of Tiburon; and WHEREAS, the Tiburon Town Council has previously passed Resolution No, 3231 opposing the siting of any antennae facility near residential property or within its public open space; and WHEREAS, all of the alternative locations other than Angel Island are either in violation of Resolution No. 3231, technically inferior, or not cost effective; and WHEREAS, while Angel Island is within the jurisdiction of the Town of Tiburon, it is under the land use control of the State of California Parks and Recreation Department which has a policy of discouraging the installation of antennae sites within any State parks; and WHEREAS, Angel Island has proven to be the superior location that meets or exceeds all of the technical standards for siting the MERA facility; and MERA has selected the Angel Island site as its first choice; and WHEREAS, the MERA installation on Angel Island can be rendered virtually invisible to both visitors and residents of Southern Marin, and such an installation will not appreciably impact the natural condition of the Park; and r-- WHEREAS, given the unique location of Angel Island State Park at the center of a major urban area and given the heightened sensitivity to public safety in Marin County and statewide, siting such a facility should be considered as a special exception to the Parks and Recreation Department's siting policy, ,-. NOW, THEREFORE, BE IT RESOLVED that the Town Council of the Town of Tiburon does hereby declare that, from a technical, financial, aesthetic, environmental and community-wide safety perspective, Angel Island is the superior location for the siting of the south Marin County MERA facility, and, accordingly, the California Parks and Recreation Department should be encouraged to recognize the special circumstances that exists in this case and grant permission for MERA to install its facility on Angel Island.
