Members of the public were invited to participate in the meeting by live-streaming the meeting on the Town’s website and submitting comments to comments@townoftiburon.org to be included in the public record for the meeting. SPECIAL MEETING – 4:30 P.M. Mayor Welner called the special meeting of the Tiburon Town Council to order at 4:30 p.m. on Wednesday, June 15, 2022. CALL TO ORDER AND ROLL CALL PRESENT: COUNCILMEMBERS: Fredericks, Griffin, Ryan, Thier, Welner ABSENT: COUNCILMEMBERS: None PRESENT: EX OFFICIO: Town Manager Chanis, Town Attorney Stock, Town Clerk Stefani CLOSED SESSION 1. ANNOUNCEMENT OF ACTION TAKEN IN CLOSED SESSION, IF ANY Town Attorney Stock said the Council met in Closed Session on 3 items; on 1 of the items, the Council voted 5-0 to not appeal the Court’s decision. CONSENT CALENDAR CC-1. Town Council Minutes – Adopt minutes for May 24, 2022 Town Council special meeting (Department of Administrative Services) CC-2. Town Council Minutes – Adopt minutes for June 1, 2022 Town Council special and regular meetings (Department of Administrative Services) CC-3. Teleconference Meetings – Adopt resolution that would allow the Town to continue to operate virtual board meetings in accordance with AB 361 (Department of Administrative Services) CC-4. Fiscal Year 2022-23 Municipal Budget and Capital Improvement Program – Adopt resolutions that would: a) approve the FY 2022-23 Municipal Budget and Capital Improvement Program; b) approve the Gann limit appropriations limit for FY 2022-23; and c) amend management and unrepresented employee recognition and incentive compensation programs for FY 2022-23 (Department of Administrative Services) CC-5. November 8, 2022 General Municipal Election – Adopt resolutions: a) calling a general municipal election on November 8, 2022; b) requesting consolidation of election services with the County of Marin; and c) providing that the cost of printing the candidate statements shall be borne by the candidate (Department of Administrative Services) MOTION: To adopt Consent Calendar Items No. 1-5, as written. Broadband Strategic Plan – Receive presentation from Magellan Advisors on the Town’s Broadband Strategic Plan and provide direction to staff (Office of the Town Manager) Public comment was received by: • Stephanie Fermin, who spoke in support of the strategic plan, with the hopes that it would improve internet access for tourists and visitors to Tiburon. • Carol Korenbrot, who spoke in support of the strategic plan and asked the Council to consider the opportunity for residents to have alternative internet access to choose from. The Council agreed to determine if the Digital Marin Strategic Plan could be utilized in tandem with the Town’s Broadband Strategic Plan and to consider options related a potential RFP for infrastructure partners. P-2. Climate Action Plan – Receive presentation on the Town’s updated Climate Action Plan and provide direction on any desired updates prior to adoption (Community Development Department) Public comment was received by: • Sanna Thomas, who spoke in support of the Climate Action Plan, but requested it me amended to include more aggressive goals for emission reduction and a shared sustainability coordinator with the City of Belvedere. • Shirley Huang, who spoke in support of the Climate Action Plan, but also requested it be amended to have more aggressive goals. • Bill Lindqvist, who recommended the Town Council receive an additional presentation from scientists arguing for a lesser impact of CO2 in the atmosphere than the Plan states. • Pat Goss, who spoke in support of the Climate Action Plan and requested the Plan prioritize adding more EV charging stations to Tiburon. No action taken. DISCUSSION ITEMS DI-1. General Plan Housing Update – Provide feedback on adding site at 1100 – 1120 Mar West Street to Housing Opportunity site inventory (Community Development Department) Public comment was received by: • Julie Jacobs, who said downtown should not be the only location to include the new housing allotments and believed any rezoning should be done on the condition that the appropriate impact studies were completed. • Leni Eccles, who wondered if there was an opportunity to collaborate with the City of Belvedere on meeting housing requirements. • Joe Blum, who wondered if Tiburon could find another site outside of Town limits in Southern Marin that could be substituted and used toward Tiburon’s allotment. • Helen Lindqvist, who asked about the time restrictions for adding new housing and about potentially adding a roundabout at Trestle Glen to alleviate traffic issues. PUBLIC HEARINGS PH-1. Tiburon Tourism Business Improvement District (TTBID) – Conduct Public Hearing to: a) consider any protests to continue TTBID assessments as set forth in Resolution No. 18-2022; b) consider adoption of a resolution to continue TTBID assessments as set forth in Resolution No. 18-2022 (Office of the Town Manager) MOTION: To adopt the resolution to Collet and Levy Assessments to fund the TTBID program. Moved: Thier, seconded by Ryan VOTE: AYES: Fredericks, Griffin, Ryan, Thier, Welner PH-2. Cypress Hollow Landscape and Lighting District (LLD) – Conduct Public Hearing and consider adoption of a resolution that would confirm the assessments and order the levy and collection of assessments within the district for FY 2022-23 (Department of Public Works) MOTION: To adopt a resolution confirming the assessments and ordering the levy and collection of assessments within the district for Fiscal Year 2022-23. Moved: Fredericks, seconded by Thier VOTE: VOTE: AYES: Fredericks, Griffin, Ryan, Thier, Welner TOWN COUNCIL REPORTS There were none. TOWN MANAGER REPORT Town Manager Chanis reported there would be three events downtown this weekend and said both regular July Town Council meetings would be cancelled.
