CALL TO ORDER AND ROLL CALL PRESENT: COUNCILMEMBERS: Fredericks, Ryan, Welner ABSENT: COUNCILMEMBERS: Thier, One Vacant Seat PRESENT: EX OFFICIO: Town Manager Chanis, Town Attorney Stock, Director of Community Development Tasini, Town Clerk Dilena ORAL COMMUNICATIONS There were none. CONSENT CALENDAR CC-1. Town Council Minutes – Adopt minutes for February 1, 2023 special and regular Town Council meetings (Department of Administrative Services) CC-2. Town Council Minutes – Adopt minutes for February 15, 2023 regular Town Council meeting (Department of Administrative Services) CC-3. Town Council Minutes – Adopt minutes for March 1, 2023 regular Town Council meeting (Department of Administrative Services) CC-4. Marin Emergency Radio Authority Appointment – Adopt resolution appointing Chief of Police Michelle Jean to the Marin Emergency Radio Authority (Department of Administrative Services) MOTION: To adopt Consent Calendar Items No. 1-4, as written. Moved: Welner, seconded by Fredericks VOTE: AYES: Fredericks, Ryan, Welner ABSENT: Thier, One Vacant Seat ACTION ITEMS AI-1. Painted Bins – Consider request from Painted Bins, a program of Sustainable Marin, to approve the placement of 5 trash/recycling/compost bin stations that accommodate changeable artwork in downtown Tiburon and direct staff to utilize FY 2023 grant funds to complete the project (Office of the Town Manager) DocuSign Envelope ID: C84B93F0-5611-4B91-8BC3-9404C9C1CA19 Page 2 of 3 Tiburon Town Council Minutes #06-2023 March 15, 2023 Public comment was received by: • Bill Scott, who asked that speakers speak into the microphones so remote participants can hear. • Julie Jacobs, who asked if there would be any issues with bad smells from the bins in front of the restaurants. MOTION: To approve the Painted Bins project and to direct staff to utilize FY 2022 and FY 2023 Zero Waste Marin grant funds to fund the project. Moved: Welner, seconded by Fredericks VOTE: AYES: Fredericks, Ryan, Welner ABSENT: Thier, One Vacant Seat AI-2. Welcome to Tiburon Banner Sign – Consider approval of a new welcome banner sign in the median in front of the Belvedere-Tiburon Library, and approve a FY 2023 budget amendment in the amount of $13,365 to fund the project (Office of the Town Manager) MOTION: To approve the installation of the banner sign as proposed and to authorize a fiscal year 2023 budget amendment in the amount of $13,565 to fund the project from American Rescue Plan funds. Moved: Fredericks, seconded by Welner VOTE: AYES: Fredericks, Ryan, Welner ABSENT: Thier, One Vacant Seat DISCUSSION ITEMS DI-1. Tiburon 2040 General Plan – Receive update on General Plan update timeline (Community Development Department) TOWN COUNCIL REPORTS There were none. TOWN MANAGER REPORT Town Manager Chanis reported he would be out of the office the following week. CLOSED SESSION 1.
