Subject: Safe Routes to School Projects
DIGEST
The purpose of this memo is to provide an update on Safe Routes to School projects. Staff is
applying for grants for the top two Safe Routes to School projects. These projects include 1)
enhancing the intersection of Blackfield and Tiburon Boulevard and 2) enhancing the crossing at
Ned's Way.
Both projects have received endorsements from Safe Routes to School (Tiburon and Belvedere),
and the Reed School Union District. Both projects were openly discussed at POST, in their
capacity as Tiburon's bicycle pedestrian advisory committee. At that meeting there was public
support for both projects and POST voted unanimously to strongly support each project.
The Measure A Safe Pathway program will have two levels for funding, projects under $25,000
and projects over $25,000. The schedule for the grant selections are:

The existing crosswalk is one of two crosswalks across Tiburon Boulevard (Route 13 1) to reach
Reed Elementary School. Enhancing this crosswalk is a long identified need. Two pedestrians
have been struck in this crosswalk in the past year. A Caltrans study has indicated that an
enhanced crossing is warranted at this crosswalk, but Caltrans does not have the funds available
to implement the crosswalk until FY 18/19.
This project would install rapid flashing beacons at the crosswalk. FHWA studies indicate the
rapid flashing beacon increased yielding from 18 percent to 81 percent with little to no decrease
in yielding behavior over time.
This project is in the under $25,000 category. Staff believes this project is very competitive at
and is fairly confident that we will get the funding for the project.

Blackfield Drive at Tiburon Boulevard Enhancements
Blackfield Drive at Tiburon Boulevard is an important crossing for many including students that
bike to Bel Aire School with older students that ride alone or in groups to Del Mar School. The
intersection connects to Greenwood Cove Drive and the Old Rail Trail.
The intersection, as designed, emphasizes high-speed vehicular travel. Caltrans has plans for an
extensive reconfiguration of the intersection, but that project is many years off.
The improvements under consideration now include a high visibility crosswalk and a pedestrian
activated Leading Pedestrian Interval that improves crossing safety by starting pedestrians before
vehicles. Overall pedestrian time would remain the same, so traffic flow on Tiburon Boulevard
will not be negatively affected.
The proposal would narrow the northbound Greenwood Cove Drive vehicle lane to provide a
bike lane, a section of dashed green bike lanes to indicate a mixing zone, and a "bike box" to
allow bicyclists to queue at the intersection. The improvement would align bicyclists with
northbound traffic to provide greater visibility to drivers.
The section of Blackfield Drive north of the intersection and across the driveways into the
shopping center would receive the dashed green bike lane treatment to indicate a mixing zone.
Initially, staff was concerned about potential effect of removing the dedicated right turn lane into
the Cove Shopping Center from Blackfield Drive. However, field observations indicate that this
tum lane is rarely fully used and is not necessary to accommodate northbound Blackfield Drive
vehicles or vehicles pulling into the Cove Shopping Center. Staff concludes that any impacts on
queuing and stacking at the Cove Shopping Center entrance driveway would be negligible.
Staff believes the proposed improvements will increase bicycle safety, especially for children
biking to school, without causing substantive adverse effects on vehicular or pedestrian traffic.
This project is estimated at $117,000 and is being submitted in the over $25,000 category. Staff
believes it is a good candidate and is hopeful the Town will receive funding. Thank you.

Hello Mayor Fredericks.
Thank you for sending out the monthly newsletter and for taking care of our town. I've never reached out before but
felt the need to after your note today about the proposed discussion about the 5 story Art being placed at McKegney
Green. I visit that park with my 2 year old all the time and I love the walk from Blackie's Pasture and the beautiful open
space next to the water. I also happen to work in the Presidio and have the opportunity to see the giant structures in
Crissy field consistently. While I'm sure that Mr. di Suvero is a wonderful artist and this piece is very important, I think
the size alone should be enough of a reason to not consider putting this in our beautiful park. I used to love running at
Crissy field and seeing the wide open space but that view/experience has been ruined by the giant structures that were
erected.
I have no doubt that you will get a lot of vocal support for this project (which you obviously must have since you are
reconsidering this after previously passing) but I hope my note along with others that I'm sure you will receive will steer
you towards once again passing on this generous offer.

I feel that Huru is too large a piece and would definitely be incongruous anywhere in Tiburon.

1 vote NO on the sculpture: far too massive for a small town (even on Crissy Field it was huge!) The extraordinary height may also
impair views of nature or city lights. Also the liability issues for our young bicyclists hitting the sculpture, or seeing -impaired persons
walking into it, are equally huge. (On Crissy field, frisbee players smashed into it while trying to catch a frisbee.)

I won't be able to attend the Feb 4th public hearing on the proposed installation of the HURU sculpture.
As a 70 year resident of Marin County and a 22 year resident of our small peninsular I vote NO for the reasons
already expressed. Our peninsula is far too small and intimate for this gargantuan monstrosity which more
appropriate for an airport ,university ,or large city center. Sometimes a gift is not a gift ! Thank you, Sophia

Hi Peggy,
Thanks for your great newsletters.
The purpose of this email is to oppose the McKegney 55 foot sculpture
anywhere and to voice my opinion and love for the natural beauty of the
town and the peaceful natural vistas which drew me to Tiburon 20 years
ago. Keeping our town and the views simple and unencumbered with man
made statuary (except for Blackie!) is what I vote for. Putting a five story
structure anywhere in Tiburon would be terrible!

Bay.
We really hope that the town council continues to oppose these sculptures
interrupting the natural beauty of our our town.

Please add my voice to those opposed to installation of the proposed sculpture anywhere along the Tiburon
shoreline. Our town is so beautiful, please do not litter it with such a massive, ugly structure. Perhaps I don't
understand modem art, but that sculpture in my mind is a monstrosity. Please, please, please, don't spoil our
view.

AVAILABILITY OF INFORMATION
Copies of Design Review Board Agendas, Staff Reports, project files and other supporting data are available
for viewing and inspection at Town Hall during business hours. Agendas and Staff Reports are also
available at the Belvedere -Tiburon Public Library and on the Town of Tiburon website
(www.ci.tiburon.ca.us) after 5:00 PM on the Friday prior to the regularly scheduled meeting.
Any documents produced by the Town and distributed to a majority of the Design Review Board regarding
any item on this agenda, including agenda -related documents produced by the Town after distribution of the
agenda packet at least 72 hours in advance of the Board meeting, will be available for public inspection at
Town Hall, 1505 Tiburon Boulevard, Tiburon, CA 94920.
Upon request, the Town will provide written agenda materials in appropriate alternative formats, or

PUBLIC HEARING ITEMS AND BUSINESS ITEMS

decision in court, you may be limited to raising only those issues you or someone else raised at the meeting,

GENERAL PROCEDURE ON ITEMS AND TIME LIMIT GUIDELINES FOR SPEAKERS
The Design Review Board's general procedure on items and time limit guidelines for speakers are:
• Staff Update on Item (if any)
• Applicant Presentation — 5 to 20 minutes
• Design Review Board questions of staff and/or applicant
.• Public Testimony (depending on the number of speakers) — 3 to 5 minutes for each speaker;
members of the audience may not allocate their testimony time to other speakers
Applicant may respond to public comments — 3 minutes
• Design Review Board closes the public testimony period, deliberates and votes (as warranted)
Time limits and procedures may be modified in the reasonable discretion of the Chairman
Interested members of the public may address the Design Review Board on any item on the agenda.
ORDER AND TIMING OF ITEMS
No set times are assigned to items appearing on the Design Review Board agenda. While the Design
Review Board attempts to hear all items in order as stated on the agenda, it reserves the right to take items
out of order without notice.

TOWN OF TIBURON LATE MAIL POLICY
(Adopted and Effective 11/7/2007)
The following policy shall be used by the Town Council and its standing boards and commissions, and by
staff of the Town of Tiburon, in the identification, distribution and consideration of late mail.
DEFINITION
"Late Mail" is defined as correspondence or other materials that are received by the Town after
completion of the written staff report on an agenda item, in such a manner as to preclude such
correspondence or other materials from being addressed in or attached to the staff report as an exhibit.
IDENTIFICATION OF LATE MAIL
All late mail received by Town Staff in advance of a meeting shall be marked "Late Mail' and shall be
date-stamped or marked with the date of receipt by the Town. Late mail received at a meeting shall be
marked as "Received at Meeting" with a date -stamp or handwritten note.
POLICY
For regular meetings of the Town Council and its standing boards and commissions:
(1) All late mail that is received on an agenda item prior to distribution of the agenda packet to the
reviewing authority shall be stamped or marked as "Late Mail' and shall be distributed to the
reviewing authority with the agenda packet.
(2) All late mail received on an agenda item before 5:00 PM on the Monday prior to the meeting
shall be date-stamped and marked as "Late Mail' and distributed to the reviewing authority as
soon as practicable. Such mail shall be read and considered by the reviewing authority whenever
possible. If the Monday, or Monday and Tuesday, prior to the meeting are a Town -recognized
holiday, the deadline shall be extended to the following day at Noon.
(3) Any late mail received on an agenda item after the deadline established in paragraph (2) above
shall be date-stamped, marked as "Late Mail' and distributed to the reviewing authority as soon
as reasonably possible, but may not be read or considered by the reviewing authority. There
should be no expectation of, nor shall the reviewing authority have any obligation to, read or
consider any such late mail, and therefore such late mail may not become part of the
administrative record for the item before the reviewing authority.
These provisions shall also apply to special and adjourned meetings when sufficient lead time exists to
implement these provisions. If sufficient lead time does not exist, the Town Manager shall exercise
discretion in establishing a reasonable cut-off time for late mail. For controversial items or at any
meeting where a high volume of correspondence is anticipated, Town staff shall have the option to
require an earlier late mail deadline, provided that the written public notice for any such item clearly
communicates the specifics of the early late mail deadline, and the deadline corresponds appropriately to
any earlier availability of the agenda packet.
Pursuant to state law, copies of all late mail shall be available in a timely fashion for public
inspection at Tiburon Town Hall, 1505 Tiburon Boulevard, Tiburon.
