This is in response to your recent letter requesting to expedite a planned highway safety
improvement project to enhance pedestrian crossings at the intersection of Tiburon Boulevard
(State Route 13 1) and Neds Way, in Tiburon, Mann County.
We recognize the need to enhance pedestrian crossings at the existing crosswalk at this
uncontrolled intersection. As you note and previously communicated, the project proposes
installation of a pedestrian -hybrid beacon system and is targeted for construction in fiscal year
2018/19, pending available resources and allocation of future funding by the California
Transportation Commission. Should an opportunity arise, we will try to advance the project to
an earlier date.
The process and procedures to initiate a project to install a rectangular rapid flashing beacon
(RRFB) system, as you suggest, would be the same for that of the pedestrian -hybrid beacons and
will require the same amount of time. As previously discussed between you and Mr. Philippe
Van, Senior Engineer, from our Office of Traffic Safety, the installation of an RRFB system may
be facilitated, should the Town be able to fund and proceed with its installation through our
encroachment permit process.
I appreciate your partnership and interest in enhancing traffic safety and mobility on Bay Area

NOTICE OF PUBLIC HEARING TO CONSIDER VARIOUS ZONING ORDINANCE
TEXT AMENDMENTS INCLUDING MANDATORY SOLAR CELL ENERGY SYSTEM
REQUIREMENTS FOR PROPOSED NEW SINGLE FAMILY DWELLINGS
Notice is hereby given that the Tiburon Planning Commission will hold a public hearing to
consider various Town -initiated amendments to the Tiburon Municipal Code, specifically to
Title IV, Chapter 16 (Zoning). Proposed text amendments include:
➢ Minor amendments to Table 2-1 (allowed Land Uses and Permit Requirements in
Residential Zones)
➢ The addition of "supportive housing" and "transitional housing" uses to the list of
conditionally -permitted uses in commercial zones.
...Mp ➢ The addition of a new section requiring the installation of photovoltaic (solar cell) energy
generation systems on newly -constructed single family dwellings.
➢ Minor modifications to the list of items requiring site plan and architectural review
approval, adding "fire pits" and modifying the "grading and excavation" criteria.
➢ Adding a definition of "photovoltaic energy generation system".
Town staff has preliminary determined that the amendments are categorically exempt from the
requirements of the California Environmental Quality Act (CEQA) based on Sections
15061(b)(3),15304 and 15305 of the CEQA Guidelines. The Planning Commission will
consider this preliminary determination in making any recommendations to the Town Council.
The proposed zoning text amendments are available for review at the Planning Division, Tiburon
Town Hall, 1505 Tiburon Boulevard, Tiburon, California, and on the Town's web site at
www.townofiburon.ore under the Resident News section. Inquiries and written comments
regarding the proposed amendments should be directed to Scott Anderson, Director of
Community Development, at 415-435-7392 or at sandersonatownoftiburon.ore.
The Planning Commission public hearing will be held at the Town Council Chambers, 1505
Tiburon Boulevard, Tiburon, California. The Planning Commission will meet on Wednesday,
December 10, 2014. The meeting will begin at 7:30 P.M.

CALL TO ORDER
The regular meeting was called to order by Chairman Winkler at 6:00 PM, Tuesday, September 16,
2014 in the Town Hall Council Chambers, 1505 Tiburon Boulevard, I" Floor, Tiburon, California.
ROLL CALL
Present: Chairman Winkler, Vice -Chair Allen, Commissioners Feldman & Thier
Absent: Commissioner McMullen, (present 6:42 P.M.)
Ex -Officio: Director of Community Development Anderson & Director of Public Works Barnes
ORAL COMMUNICATIONS
Jim Wood, representing the Green Team, provided an introduction of the Green Team to the
Commission, providing background information on the organization and its objectives. He then
commented on landscaping along the Old Rail Trail (ORT) stating that while the Town staff had
done a lot along the ORT, much more needed to be done. He invited members of the Commission to
walk the ORT with him. Mr. Wood then asked about the functions of POST. Mr. Anderson stated
he would send Mr. Wood a copy of the Resolution establishing POST and setting forth its duties and
functions. Chair Winkler advised Mr. Wood to read the Town's Open Space Resource Management
Plan and use this document as a springboard for cooperative efforts with POST.
Minutes of the July 15, 2014 regular meeting were approved as submitted by a vote of 4-0.
COMMISSION AND STAFF BRIEFING
Director Anderson noted that he had provided copies of the Open Space Resource
Management Plan and the Bicycle & Pedestrian Master Plan to each of the Commissioners.
Director Anderson welcomed new Commissioner Thier to POST.

BUSINESS ITEMS
1. Open Space Rules and Regulations: Review and Provide Comments and
Recommendations on a Draft Update of the Town of Tiburon's Rules and
Regulations for Open Space Areas (last revised in 1978)
• Director Anderson verbally summarized the written staff report and noted the
need for the update. The proposed changes include removing management plan
sections that were obsolete and covered in other, more recent, documents.
Director Anderson recommended that POST hear any public comments and make
recommendations to the Town Manager and Town Council.
• Commissioner Feldman questioned the interpretation of "riding" in Section C.
Direction was provided to have staff change "riding" to "horseback and bicycle
riding" and add a separate paragraph on bicycle riding to the rules.
• Commissioner Feldman asked a clarifying question on water tanks and fences.
Director Anderson answered that this was explained by section 18.
• Commissioner Feldman asked a clarifying question on section 21 (Vehicles) that
was answered by Director Anderson.
• Commissioner Feldman asked a question on posting of the rules. He stated that
the existing ordinance as written seems to require posting of all the rules.
Director Anderson noted that the plan is to have an abbreviated version of the
rules posted. Commissioner Feldman suggested that this be clarified in the POST
recommendation.
It was moved by Thier and seconded by Allen to recommend that the rules and
regulations be adopted as modified in their discussion. The motion carried 4-0.
It was moved by Their and seconded by Allen to recommend to the Town Manager that
Municipal Code Chapter 18, Section 18-3 be modified to read along the lines of-
"The
f"The Rules and regulations adopted pursuant to this chapter shall be posted in at least one
conspicuous place near the entrance to the property being regulated to the extent deemed
proper and necessary by the Town Manager..." The motion carried 4-0.
2. General Plan Circulation Element Update: Review and Provide Comments and
Recommendations on the Goals, Policies and Programs section of the Draft
Circulation Element Update, including "Complete Streets" goals and policies, in the
Commission's capacity as the Town's Bicycle -Pedestrian Advisory Committee
Director Anderson verbally summarized the written staff report and noted that the policy
change was needed for many reasons including compliance with state law and federal
street maintenance grant prerequisites.

Commissioner Thier and Chair Winkler thanked staff for a "good job" and
"comprehensive" set of complete streets goals.
Commissioner Feldman stated he would like to see stronger language regarding
accommodating bicycles on Paradise Drive. Chair Winkler commented that that concern
might be better addressed in the Town's Bicycle & Pedestrian Master Plan. Director
Anderson noted that an update of the Town's Bicycle & Pedestrian Master Plan was
scheduled for 2016.
It was moved by Thier and seconded by Feldman to recommend to the Town Council
adoption of the Complete Streets goals and policies as submitted. The motion carried 5-0.

There being no further business, the meeting was adjourned at 6:47 P.M.
