HomeMy WebLinkAboutTC Min 2023-09-06Page 1 of 4 Tiburon Town Council Minutes #15-2023 September 6, 2023 TOWN COUNCIL REGULAR MEETING MINUTES Mayor Ryan called the regular meeting of the Tiburon Town Council to order at 6:30 p.m. on Wednesday, September 6, 2023, in Town Council Chambers, 1505 Tiburon Boulevard, Tiburon, California. ROLL CALL PRESENT: COUNCILMEMBERS: Fredericks, Ryan, Thier, Welner ABSENT: COUNCILMEMBERS: One Vacant Seat PRESENT: EX OFFICIO: Town Manager Chanis, Town Attorney Stock, Director of Community Development Tasini, Public Works Engineering Manager Eshoo, Contract Planner Allsep, Town Clerk Dilena ORAL COMMUNICATIONS Pamela McConnell-Douglass expressed disappointment in harassment of her family and that she was not able to get a job in Tiburon. Teresa Coleman spoke about recent burglaries in the Reedlands neighborhood and suggested the Council consider adding ALPR cameras in strategic places around the neighborhood. Lalita Waterman shared the concerns and feedback of Reedlands homeowners and supported the idea of two additional cameras in the Reedlands neighborhood. Pamela Bonnie encouraged the Council to consider cameras for Tiburon overall and suggested a possible coordinated effort with all homeowners associations. CONSENT CALENDAR CC-1. Town Council Minutes – Adopt minutes for August 2, 2023 Town Council regular meeting (Office of the Town Clerk) CC-2. Community Development Block Grant Agreement – Adopt second amendment to Community Development Block Grant agreement with the County of Marin (Office of the Town Manager) CC-3. Grand Jury Response – Approve Town’s response to Marin County Civil Grand Jury Report: “Build More ADUs – An Rx to Increase Marin’s Housing Supply” (Office of the Town Manager) MOTION: To adopt Consent Calendar Items No. 1-4, as written. Moved: Thier, seconded by Fredericks VOTE: AYES: Fredericks, Ryan, Thier, Welner ABSENT: One Vacant Seat ACTION ITEMS AI-1. Fee Waiver Request – Consider request from Tiburon Fire Protection District to grant a fee waiver request (Office of the Town Manager) MOTION: To approve a 100% fee waiver. Moved: Thier, seconded by Fredericks VOTE: AYES: Fredericks, Ryan, Thier, Welner ABSENT: One Vacant Seat AI-2. Alta Robles Final Map – Consider approval and acceptance of a Final Subdivision Map creating 14 single family residential lots in the vicinity of 3825 Paradise Drive and the approval of the associated dedications, easements, and agreements (Community Development Department/Department of Public Works) Public comment received by: • Lane Sorel expressed opposition to opening any easement for public use near Hacienda. • Bruce King expressed opposition to connecting the Ridge Trail through Hacienda. • Scott Hochstrasser said there had been many public hearings and an environmental impact report already, and noted that the Design Review Board had already approved the design for the trail portion. MOTION: To adopt a resolution approving and accepting the Final Subdivision Map, accepting the officers of Open Space and Public Easements, and to authorize the Town Clerk to sign the final map and to authorize the Town Manager to execute the Subdivision Improvement Agreement. DISCUSSION ITEMS DI-1. Town Council Rules and Protocols – Review and provide feedback on Town Council Rules and Protocols document (Office of the Town Clerk) Item continued. TOWN COUNCIL REPORTS Mayor Ryan said the subcommittee assigned to investigate pickleball would have an update for the full Council soon. TOWN MANAGER REPORT None. CLOSED SESSION Public comment was received by: • Jeff Chanin referenced the letter he submitted in reference to the Planning Commission meeting on the Housing Element and invited the Council to engage with him for solutions that may resolve the lawsuit. 1. CONFERENCE WITH LEGAL COUNSEL – EXISTING LITIGATION (Paragraph (1) of Subdivision (d) of Section 54956.9) Name of case: (Committee to Preserve the Paradise Cove Salt Marsh, Tidelands and Neighborhood Safety v. Town of Tiburon, Marin County Superior Court Case No. CIV0000086) 2. CONFERENCE WITH LABOR NEGOTIATORS Town designated representatives: (Town Attorney Benjamin Stock and Town Manager Greg Chanis) Employee organization: (Tiburon Police Officer Association and Service Employees International Union) ANNOUNCEMENT OF ACTION TAKEN IN CLOSED SESSION, IF ANY None.
