No set times are assigned to items appearing on the Town Council agenda. Town Council and Town Staff, I am submitting this Letter of Interest for the open seat on Tiburon Town Council. Our family moved to Tiburon in May of 2012. We were drawn to Tiburon’s beautiful Open Space, excellent schools and safe community. Our 3 children attended the Reed Union School District beginning in kindergarten (one child currently at Redwood High School and two in the Reed Union School District at Del Mar Middle School). I have a strong record of community involvement and volunteer work (see below), recently ran as a Challenger for Town Council in November 2022, receiving 2,000 votes and proactively solving problems as a member of Tiburon Parks, Open Space & Trails Commission. There are many large issues facing Tiburon; Climate Change, Housing Mandates, need for new and improved Parks and Open Spaces, Traffic among others and I am excited about the opportunity to serve the Town of Tiburon at a greater capacity. Although we have likely interacted on numerous occasions before – there is undoubtedly much more that I can share about myself, and my activities in Tiburon. I will attempt to do so, here. You will see from my resume that I am a consumer insurance attorney. This means that I advocate on behalf of insurance policyholders. Recently, I have advocated on behalf of victims of the Glass Fire (of 2020), in a rural community called the Alpine Valley, in Sonoma. This past year, I also used my advocacy skills to aid the residents and government of my home township in rural Michigan, when they sought my advice on how to manage a large-scale wind farm project which had applied to place twelve 500-foot wind turbines near the homes of residents. I understand - and deeply appreciate - the importance of community, of government, and collaboration. Outside of my professional work, I am very active in my beloved home community of Tiburon. I have served on the Planning Commission for five years, including one year as Chair. I have a deep understanding of the General Plan, our Town ordinances, and how our Town government operates. I have personally worked on recent General Plan and ordinance updates, including the addition of Diversity and Inclusion initiatives, and the recent ADU and housing element adaptations. I understand the difficulties the Town is currently facing with the state of California housing initiatives, and I am invested in seeking the ideal policies for our Town. I now serve on the Board of Farley Place, an affordable housing project in Belvedere, so I can better understand how affordable housing can integrate seamlessly into our communities. I appreciate the intricacies of the Diversity and Inclusion initiatives, and I am dedicated to ensuring we create concrete goals and tangible results for our resident minorities who are so admirably volunteering their time, experience and expertise. I spend time listening to the voices of our minority residents, and I support the Town whole-heartedly in strengthening those voices, while creating programs to expand the diversity and strength of our Town. In my work as the President of the Rotary Club of Tiburon-Belvedere, I collaborate with residents and town leaders on events such as Get Ready to Go 94920, where our Club donated 200 emergency evacuation lanterns. Our Club also sponsors the Teacher of the Year award at both Saint Hilary’s and the Reed Union School Districts, as well as presents the Dave Hutton Service Above Self Award to a deserving student at Del Mar Middle School, and co-sponsors the Citizen of the Year award with the Tiburon Peninsula Chamber of Commerce. I coordinate these events, and present the awards at the ceremonies. During the pandemic, through my initiative, our Club lifted Tiburon morale by awarding deserving residents with special Service Above Self awards, for their exceptional service to the community during what were very uncertain and anxious times. In the spring and summer, we help the Richardson Bay Audubon Center with gardening and planting. This spring we are also sponsoring a Tiburon Peninsula Little League Team, the Phillies. In the fall we volunteer at the Tiburon Peninsula Club’s world-renowned tennis tournament, the Tiburon Challenger, as well as the Tiburon Wine Festival, managed by the Chamber and supported by The Ranch. In December, we volunteer at the Town’s Holiday Festival, handing out popcorn, hot chocolate, and other treats. I am personally involved in the coordination and on-site volunteering for every one of these events. Soon we will be handing out popcorn at The Ranch’s Belvedere Spring Carnival and Egg Hunt. And in June, we are the primary food and beverage vendor for the ever-popular Tiburon Classic Car Show, where we raise money for our many charitable projects on the Peninsula, in Marin, and beyond. I am proud to lead a Club which cares so deeply for the community, and doesn’t just talk about it. We get out there and do it. I also serve my community by educating neighbors about fire safety. The Upper Sugarloaf FireWise community is the only active FireWise group in Tiburon, and I would like to expand these educational opportunities to other neighborhoods on the Peninsula. During Covid, I volunteered my legal expertise to support the small businesses of Tiburon and Belvedere with their insurance claims, through the Chamber of Commerce. As you can see, I am very active in the Tiburon community, and this is because I love my community, and I love collaborating to make our community a better place. I believe action at the local level is critical for a strong and flourishing community, and that is why I am seeking the appointment from you. Throughout my volunteer and professional career, I have focused on serving my community, employees and customers, engaging stakeholders to understand their needs and concerns, and driving solutions to conclusion. With an MBA and an MS in Environmental Science, I’ve spent my professional career collaborating with teams across the globe and focusing on finance , operations and sales to increase value. In my community work here in Tiburon and in San Francisco, I have spent time focused on education, sustainability, transportation, youth athletics and the outdoors. My community efforts have not been solely focused on those issues that directly impact me and my family but also those that I believe are beneficial to the community. The many roles and organizations I have worked on have varied from being a “do’er” getting things done, to being an advisor providing guidance and direction where needed and knowing when to step away and let organizations flourish. I see the council member’s role similarly; helping move issues forward or slowing things down, ultimately advising the Town Manager and making the necessary and sometimes difficult decisions.. I am particularly passionate about quality of life in our Town including transportation and commercial services, resident satisfaction with Town services, Town staff quality of work life and diversity,and sustainability and climate adaptation. I believe that these issues are of critical importance to the future of our community. As a member of the Town Council, I would work tirelessly to engage with the public and ensure that their voices are heard as I have already demonstrated as a member of the Tiburon’s Parks and Open Space Commission, as a member and Vice-Chair of the Ferry Public Advisory Committee and on the RUSD committees. I am confident that my strong communication skills and ability to build consensus would allow me to effectively advocate for the needs of our community. The Town must notify the Marin County Registrar of Voters of the Town’s intention to conduct an election for the purpose of electing a councilmember by the adoption of a resolution. The adoption of this item also authorizes the Town Clerk to publish the Notice of Election in local media, which serves to inform Tiburon voters of a local election and the upcoming filing period to become a candidate. This year, the nomination period to become a candidate begins on Monday, May 8, 2023 and ends at 5:30 p.m. on June 2, 2023. Marin Country Club Estates --- Novato, CA 37 Homes Marin Country Club Estates is a subdivision at Marin Golf and Country Club. The final mapped subdivision was acquired from the lender in 1998 on very favorable terms. The plan was to build the first 7 homes of which 3 were completed and sold (Fairway Drive Homes in the speculative homes section). The remaining lots were donated to the Marin County Open Space District and a charitable contribution deduction of approximately $3,000,000 was received. Atherton Ranch – Novato, CA 158 Homes Atherton Ranch is a subdivision with 70,000 square feet of commercial office space on Redwood Boulevard in downtown Novato. The site consists of 48 acres of which over ½ will remain open space. Forty of the homes (25%) were affordable to low-income senior citizens through a partnership with the Nova---Ro Corporation, which is a subsidiary of the Novato Rotary Club. The project approval and EIR certification was completed in November 2000 and groundbreaking began in July of 2002 and the project was completed in 2004. This community received the coveted 2004 Gold Nugget Award in the category of “Best Master Planned Community, 25 to 99 Acres.” There was no standing inventory. The commercial portion was exchanged into the 2401 Bert Drive commercial property discussed below. Red Tail Estates – Santa Rosa, CA 15 Homes This project was purchased with final map recorded and improvement plans approved. This project was completed in 2003 and 2004. There was no standing inventory. Calhoun Village – Indio, CA 31 Homes A gated community located at Calhoun and Dr. Carrion near Jackson St. in the city of Indio. The project sold out during the 3rd Qtr. of 2005 and there was no standing inventory. Northview 1 --- Santa Rosa, CA 19Homes Northview 1 is a subdivision on 2.5 acres in northwest Santa Rosa. The unique feature of this project is the fact that 10 of the homes included “Granny” units, which were strongly encouraged by the City of Santa Rosa. Construction was completed in 2006 and sales stretched into 2007. Chanate Village – Santa Rosa, CA 34 Homes This property this located at Chanate Road and Mendocino Avenue in the city of Santa Rosa. It is near the junior college, Kaiser Hospital and the County Administration building. The project was completed in 2007 and was the first in Northern California to be sold at Auction. The homes all sold in 35 minutes and closed over the next 45 days. La Placita – Palm Desert, CA 20 Homes This project is located on the south side of Hovely Avenue between Portola and Monterey in Palm Desert. The homes were move up and sold in 2006 with no standing inventory. Bel Aire – Palm Desert, CA 8 Homes This property was 5 apartment units on 2.5 acres in prestigious south Palm Desert off of Highway 74. It was subdivided into 8 lots and sold to a custom builder in 2005. Avalar Master Planned Community 1004 Homes The 240 acres were acquired under a rolling option over a 4-year period beginning in 2001. The plan consisted of 6 separate communities and a school site. The first phase of the Master Planned Community was Navarra at Avalar which was successfully built out and sold. Navarra at Avalar – Coachella, CA 160 Homes This is a part of the Avalar Master Planned community in the City of Coachella. Morgan built 160 of the homes in the first phase in 2004 through 2006. The homes experienced significant appreciation and Bank of America was the lender. Anthony 2 – Coachella, CA 152 Homes This subdivision was part of the Avalar Master Planned community in the City of Coachella, CA. It was entitled by Morgan and sold to KB Homes who built the homes beginning in 2005 through 2007. This property was exchanged into the 1 McInnis Parkway property discussed below. Bay Village Subdivision 12 Homes Bay Village was a remainder parcel that consisted of 12 homes, 8 of which sold in 2017. The remaining 4 homes were completed in the last quarter of 2021 and immediately sold. The homes were attached at the garage in a duplex configuration. The homes sold and closed upon completion and the project was financed by HomeStreet Bank. Mark West Springs Subdivision Mark West Springs Subdivision consists of 17 single family homes and one 4 plex. This project recently sold out in early 2020 and was financed by First Bank from Sacramento. The homes sold in the mid to upper $500,000 to lower $600,000’s. 2022 WORK IN PROGRESS Marlow Road Subdivision – City44 – City44 is a 44-home subdivision in Santa Rosa with a contemporary style. It consists of detached and attached product and can be viewed at https://www.city44santarosa.com/. It is currently approximately 85% complete as of the end of Q4 2022. The model homes and phases 1 & 2 are completely sold out and closings will began in March 2022. All homes are under construction in the last phase and deliveries will be completed by Q2, 2023 and may extend into late 2023 due to market conditions. Gross revenues are estimated to be $35.5M. The project was financed by HomeStreet Bank. Kerry Ranch Subdivision – Kerry Ranch is a 30-home single family detached subdivision located in Santa Rosa, CA adjacent to the highly successful Aria Place subdivision. Kerry Ranch is also of contemporary design and consists of 12 homes with ADU’s and another 15 homes that are single story design. The model homes and phase 1 are complete and the balance of the homes are scheduled to be completed by the end of Q3 of 2023. Gross revenues are expected to be $30.6M. Sunwest Bank financed the project. SUMMARY - In all, Dan has built over 700 homes, entitled another 844 homes for a total of 1544 homes with an aggregate value of over $400,000,000. Commercial projects include the following: 1 McInnis Parkway, San Rafael, CA – this is a 33,000 square foot office building next to the Civic Center in San Rafael. The major tenant was Autodesk who occupied over ½ of the space. The building was acquired in 2005 and was subsequently sold to the Marin County Employees Retirement Association in 2007. This property was exchanged into the CVS Pharmacies discussed below. Atherton Place is an 11-unit commercial office building in Novato, CA. It is a historic Victorian leased to individual users of the space. The building was moved there as a part of the Atherton Ranch Subdivision discussed above. CVS Pharmacies – the Morgan’s owned 4 freestanding buildings leased to CVS Pharmacies. They are in Fredericksburg MD, Rockwell, NC, Danville, NC and Monticello, FL. This property was exchanged in 2013 for the Mariners Landing Property. 225 Locust Street, Sausalito, CA – this development property consists of a Marina with 10,000 square feet of flex space. It currently has a 60 boat Marina with 8.8 acres of “under water” fee simple land for expansion of the marina. 2401 Bert Drive, Hollister, CA – Mr. Morgan acquired this 175,325 square foot warehouse in 2007. It is leased to Tenknova (Nasdaq TKNO) and GMEX. This property was sold to a logistics REIT in Q1, 2022 which closed in June of 2022. Mariner’s Landing, Sausalito, CA – This property was acquired in the 4th quarter of 2013. It consists of 8 separate freestanding building containing 84,890 square feet of mixed-use space. Our Club also sponsors the Teacher of the Year award at both Saint Hilary’s and the Reed Union School Districts, as well as presents the Dave Hutton Service Above Self Award to a deserving student at Del Mar Middle School, and co-sponsors the Citizen of the Year award with the Tiburon Peninsula Chamber of Commerce. I coordinate these events, and present the awards at the ceremonies. During the pandemic, through my initiative, our Club lifted Tiburon morale by awarding deserving residents with special Service Above Self awards, for their exceptional service to the community during what were very uncertain and anxious times. In the spring and summer, we help the Richardson Bay Audubon Center with gardening and planting. This spring we are also sponsoring a Tiburon Peninsula Little League Team, the Phillies. In the fall we volunteer at the Tiburon Peninsula Club’s world-renowned tennis tournament, the Tiburon Challenger, as well as the Tiburon Wine Festival, managed by the Chamber and supported by The Ranch. In December, we volunteer at the Town’s Holiday Festival, handing out popcorn, hot chocolate, and other treats. I am personally involved in the coordination and on-site volunteering for every one of these events. Soon we will be handing out popcorn at The Ranch’s Belvedere Spring Carnival and Egg Hunt. And in June, we are the primary food and beverage vendor for the ever-popular Tiburon Classic Car Show, where we raise money for our many charitable projects on the Peninsula, in Marin, and beyond. I am proud to lead a Club which cares so deeply for the community, and doesn’t just talk about it. We get out there and do it. I also serve my community by educating neighbors about fire safety. The Upper Sugarloaf FireWise community is the only active FireWise group in Tiburon, and I would like to expand these educational opportunities to other neighborhoods on the Peninsula. I’ve decided to apply at this time for a number of reasons. First, members of the community have asked me to. I’ve been asked in the past to run for other elected offices based on my experiences and perspective, and I would bring the same to this position. Secondly, I am applying as I have wanted to run for Town Council earlier but have deferred based on other candidates and personal circumstances. However, one of the many lessons learned from the pandemic is don’t put anything off, so I am not this time. Finally, I am applying because I believe I am a good candidate willing to reach out to the Tiburon community, to take on issues that are not the status quo, and also with my experience finding compromise. I believe action at the local level is critical for a strong and flourishing community, and that is why I am seeking the appointment from you. Throughout my volunteer and professional career, I have focused on serving my community, employees and customers, engaging stakeholders to understand their needs and concerns, and driving solutions to conclusion. With an MBA and an MS in Environmental Science, I’ve spent my professional career collaborating with teams across the globe and focusing on finance , operations and sales to increase value. In my community work here in Tiburon and in San Francisco, I have spent time focused on education, sustainability, transportation, youth athletics and the outdoors. My community efforts have not been solely focused on those issues that directly impact me and my family but also those that I believe are beneficial to the community. The many roles and organizations I have worked on have varied from being a “do’er” getting things done, to being an advisor providing guidance and direction where needed and knowing when to step away and let organizations flourish. I see the council member’s role similarly; helping move issues forward or slowing things down, ultimately advising the Town Manager and making the necessary and sometimes difficult decisions.. I am particularly passionate about quality of life in our Town including transportation and commercial services, resident satisfaction with Town services, Town staff quality of work life and diversity,and sustainability and climate adaptation. I believe that these issues are of critical importance to the future of our community. As a member of the Town Council, I would work tirelessly to engage with the public and ensure that their voices are heard as I have already demonstrated as a member of the Tiburon’s Parks and Open Space Commission, as a member and Vice-Chair of the Ferry Public Advisory Committee and on the RUSD committees. I am confident that my strong communication skills and ability to build consensus would allow me to effectively advocate for the needs of our community. Finally, as a member of the community, I think I am uniquely qualified based on the relationships I already have to better serve the community. Through my community efforts outlined in my resume I can have collaborated or know leadership with the Town’s largest employers, (RUSD and St Hilary), commercial businesses on Main Street and in the Cove, the executive director of the Tiburon Chamber of Commerce, the Bel-Tib Library board and Director, the Ranch Executive Director, the head of the Tiburon Climate Action Committee, long time Tiburon residents through the Rotary, and President of the TPC. This cross section already provides me that opportunity for community outreach. For those stakeholders I am less familiar with, my history in Town has shown a willingness to set up meetings, whether it is with home owners that did not want a porta-potty in their neighborhood park or residents engaged in park policy. And I also have the experience in Town to know that it takes a few times for an issue to be raised to get the appropriate feedback to make a good decision. Thank you for considering my application. Just as impressive, Ms. Defever received the endorsement of the Marin Independent Journal in that election. Previous to that, Ms. Defever ran in 2020 when Mayor Ryan was elected and received 30% of the vote (Mayor Ryan won with 38% of the vote in a field of 3 candidates). I mention this to demonstrate that there is a significant percentage of the population in Tiburon who support Ms. Defever representing us on the Town Council. I don't believe there is another candidate applying who has received more than 20% of the vote in any election, let alone two. If you were to divide the total number of votes received by 3, you would get 647 which might be more reflective of the circumstances. Greg and I met Nora by way of our participation in the Portuguese Dairy Project over the lastseveral years. You may already know that Nora is the person/woman behind the idea that led this piece of Tiburon history and Portuguese culture to the forefront and now embodied in ourcommunity. Weare so proud of Nora's involvement in this project because Connie is a native of Azores where these immigrants descended. Even though we have lived in Tiburon since 2003 and knewthere was Portuguese history both locally and across Marin county we didn't know the details as we do today. Nora's efforts to bring this piece of history and culture to our community hasimpacted more than we could have imagined. Nora was the one who took extra time and reached out to the Reed Union School District Superintendent and that caused a great rippleeffect across our school community. Connie is the Del Mar PTA site chair and was so excited to hear from staff and students that with Nora's involvement the Del Mar leadership classes/students participated in a history lesson with Mike Moyle and David Gotz. These same students and some staff participated in the Portuguese Dairy Project ground breaking ceremony attended by the President of Portugal. Additionally, the Del Mar School was so excited to be involved in these events that the school sent communication to the entireparent community helping to educate them about this history. Overall Nora's actions were instrumental in so many ways that have touched the lives of so many in our community inpositive, educational and inspiring ways!
