Dear Mayor Doyle:
Later this week, the Marin/Sonoma Mosquito and Vector Control District will be mailing ballots to property owners in
your area. The ballots are for a proposed additional assessment for mosquito and vector control and disease prevention
in Marin and Sonoma Counties. The proposed annual rate is generally $12.86 for single family residences, $7.72 for
condos and there are different rates for commercial, agricultural and industrial properties. Reduced rates apply in
certain rural areas.
The District provides surveillance and control of mosquitos and other vectors of infectious diseases, such as West Nile
and encephalitis viruses, and Hantavirus. Surveillance for new emerging threats such as Chikungunya, Dengue and
Yellow fevers, as well as exotic new vector species such as the Asian tiger mosquito are an increasingly important part of
the District's services. We also collect and test ticks for Lyme and other diseases and publish the results. Each year we
deal with hundreds of requests for help with yellowjacket nests and rodent infestations.
Like many local government agencies, the District is under pressure from rising costs and stagnant revenues. Although
the District maintains a lean budget and staff has accepted pay and benefit concessions, there is a growing gap between
operational expenses and current funding. Workload is also increasing due, in part, to hundreds of acres of enhanced/restored
wetlands, man-made vernal pools, unmaintained properties, and surveillance work for exotic and invasive mosquito species,
some of which have reached the Bay Area. The budget gap has been temporarily bridged by making cuts and using reserves,
but unless additional funding is found, services will have to be reduced in the very near future.
If approved, this measure would accomplish three main goals.
1. This measure will allow the District to continue and enhance the control of mosquitoes and other
disease -carrying insects using environmentally sound approaches.
2. This measure will allow the District to continue and enhance monitoring and prevention services for
diseases carried by insects and rodents such as West Nile virus, Hantavirus, Dog Heartworm, Plague,
Chikungunya, Dengue and Yellow fevers, and Lyme disease.
3. This measure will allow the District to continue to provide education in the K-12 schools, as well as at
fairs and other events, about the risk of diseases carried by insects and rodents, and how to better
protect people and pets.
The Marin/Sonoma Mosquito and Vector Control District is a local government agency, formed in 1915 to control
mosquitoes and other vectors, and to protect residents from the diseases they carry. Each year we respond to
approximately 2,000 requests for service from the public, and we are the sole provider of comprehensive mosquito
control and mosquito -borne disease surveillance services for properties within the Counties of Marin and Sonoma.
The District believes that by providing its mosquito control and disease prevention services in your area it will be able to
fulfill its goal of protecting the public health.

holding as we chart our path forward into the next decade of our work in partnership and
service to the 4.5 million residents of the five county Bay Area.
