RESOLUTION NO. 2837
".
A RESOLUTION OF THE TOWN COUNCIL OF
THE TOWN OF TIBURON PROCLAIMING
MARCH 22 - 28. 1992 AS MEDIATION WEEK
WHEREAS, our society has become increasingly troubled and litigious in
recent times and this has lead to domestic, commercial and social disharmony and
an increased need for expensive law enforcement and judicial agencies, and
WHEREAS, in an effort to aiieliorate these conditions, restore harmony,
improve relations among community residents and families and the judicial system,
many of the residents of our Town have turned to dispute resolution services with
resultant social and economic benefits, and
WHEREAS, Marin Mediation Services has many citizens trained as mediators
to provide ready assistance to those in need of services, and
WHEREAS, these individuals and Marin Mediation Services have assisted the
Town with their expertise and are instrnmental in resolving Town disputes, especially
those involving the tree ordinance,
NOW, THEREFORE, BE IT RESOLVED that the Town Council of the Town
of Tiburon hereby proclaims the week of March 22 - 28, 1992 as Mediation Week to
express sincere appreciation to Marin Mediation Services and those individuals who
are working diligently to assist Tiburon residents and businesses in the resolution
of conflict and settlement of disputes.
PASSED AND ADOPTED at a regular meeting of the Town Council of the
Town of Tiburim on February 18. 1992, by the following vote:

RESOLUTION NO. 2838
A RESOLUTION OF THE TOWN COUNCIL OF THE TOWN
OF TIBURON APPROVING AN AMENDMENT TO THE OWLSWOOD
WEST PRECISE PLAN FOR AP 58-121-26 (3 OWLSWOOD ROAm
WHEREAS, the Town Council of the Town of Tiburon does resolve as
follows:
Section 1. Findin~s.
A.
The Town Council finds that the Town of Tiburon approved the Owlswood
West Master Plan in October, 1980, by adoption of Ordinance No. 231
N.S. The Owlswood West Precise Plan was subsequently adopted by
Resolution No. 1118, and established a specific building envelope for the
subject property, identified at that time as Parcel "D" of the Owlswood
West Precise Plan.

B. The Town Council finds that the Town of Tiburon did amend the building
envelope for Parcel "D" by adopting Resolution No. 2671 on Febrnary 7,
1990.
C. The Town has received an application from William and Paula Upson
requesting a Precise Plan Amendment to again adjust the approved
building envelope for Parcel "D", now officially known as 3 Owlswood
Road. Said application consists of the following:
1. Application form received 1/7/92.
2. Plan (1 sheet) entitled "Proposed Building Envelope Adjustment..
Upson Property", dated 1/5/92.
D.
The Planning Commission held a duly-noticed public hearing on February
12, 1992, heard and considered testimony from interested persons, and has
recommended approval of the amendment to the Town Council.

F.
The Town Council has found that based upon analysis provided in the
Staff Report of 2/12/92, the proposal is consistent with applicable
provisions of the Tiburon General Plan and Tiburon Zoning Ordinance,
and is in substantial conformance with the Owlswood West Master Plan.
G.The Town Council fin.ds that the project is categorically exempt from
CEQA per Section 15305 of the. CEQA Guidelines.
Section 2. ADDroval of Amendment.
NOW, THEREFORE BE IT RESOLVED that the Town Council of the
Town of Tiburon does hereby adopt the amendment to the Owlswood West
Precise Plan building envelope for 3 Owlswood Road, said amended building
envelope as depicted on Exhibit wAw, attached hereto and made a part of this
Resolution.
