A RESOLUTION OF THE TOWN COUNCIL
OF THE TOWN OF TIBURON
REGARDING THE SOUTH TIBURON RIDGE
OPEN SPACE STUDY
WHEREAS, the Tiburon Peninsula, with its distinctive, undulating ridge is
one of the Bay Area's most prominent land forms; and
WHEREAS, the undeveloped portions of the ridge have important visual and
recreational significance to the Town of Tiburon, Ci~ of Belvedere and the region;
and
WHEREAS, the views from the ridge line sweep from the South Bay to the
Golden Gate, and these soaring ridges can be seen and enjoyed from numerous
locations along Tiburon Boulevard, from the eastern slopes of Belvedere, and from
Bearby neighborhoods; and
WHEREAS, there are 328 acres of privately owned, undeveloped properties
of significant size and over 100 acres of existing dedicated open space in the area;
and

WHEREAS, the ridge and its environs also provide a unique habitat for plant
communities which are current candidates for inclusion on the State's list of rare
and endangered species; and
WHEREAS, there are serious environmental constraints to development ofthe
area, such as steep slopes, unstable soils, riparian areas, seasonal watercourses and
occasional native oak and bay woodlands which should be protected; and
WHEREAS, since most of the open space acquired as a result of the
successful 1972 Open Space Bond Measure is located at the north and central
portions of the Tiburon Peninsula, to the extent possible, future funds raised should
be used to balance open space available in the community and focus acquisition at
the southern end of the peninsula where large open space areas remain; and
WHEREAS, the Tiburon General Plan adopted in 1989 sets forth goals and
policies for the protection of an open space system and requires that a minimum of
50% of undeveloped properties of 4 acres or more be dedicated or protected as
permanent open space as each is developed; and

WHEREAS, to achieve open space that will be of most use and value to local
residents, the land so designated should, wherever useable, be deemed open space
for public use; and

WHEREAS, the opportunity exists to create an integrated open space network
of regional significance by linking these areas into a connected series of spaces that
offer a variety of recreational opportunities and experiences; and
WHEREAS, a local citizens' group, the Last Chance Committee/Old St.
Hilary's Open Space, hired a consultant to develop a plan for this area titled The
South Tiburon Ridl!e ODen SDace Study which is based on the goals and policies of
the 1989 Tiburon General Plan; and
WHEREAS, the recommendations contained within The South Tiburon Ridee
ODen SDace Study support Tiburon General Plan open space goals as build-out
occurs into and beyond the turn of the century; and
WHEREAS, there have been 2400 signatures collected on a petition that urges
the Tiburon Town Council to incorporate The South Tiburon Ridee ODen SDace
Study in its planning policy;

NOW, THEREFORE, BE IT RESOLVED, that the Town Council ofthe Town
of Tiburon has reviewed The South Tiburon Ridee Onen SDace Study as prepared
by the Last Chance Committee and believes that any development of the undeveloped
property in the study area should be reviewed in the context of its interrelation to
the other existing and potential development to create a coordinated and contiguous
open space network in the area. In order to facilitate that review, The South
Tiburon Ridee ODen SDace Study shall be considered as an alternative in the
Environmental Impact Review (EIR) process whenever development plans are being
studied for the south Tiburon Ridge area.
PASSED AND ADOPTED at a regular meeting of the Town Council of the
Town of Tiburon on December 2, 1992, by the following vote:
