TOWN COUNCIL REGULAR MEETING
MINUTES
Mayor Fredericks called the regular meeting of the Tiburon Town Council to order at 6:30 p.m. on Wednesday, January 17, 2024, in Town Council Chambers, 1505 Tiburon Boulevard, Tiburon, California.
ROLL CALL PRESENT: COUNCILMEMBERS: Fredericks, Nikfar, Ryan, Thier, Welner ABSENT: COUNCILMEMBERS: None
PRESENT: EX OFFICIO: Town Manager Chanis, Town Attorney Stock, Engineering Manager Eshoo, Town Clerk Dilena ORAL COMMUNICATIONS
A member of the public requested the Council discuss smoking regulations in multi-unit buildings. Mayor Fredericks asked that the Town Council rules and protocols ad hoc subcommittee add the
document to a future agenda soon.
Councilmember Ryan asked that an item to review the makeup of the Diversity Inclusion Task Force be added to a future Council agenda.
Vice Mayor Thier requested the Diversity Inclusion Task Force Strategic Plan be added to a
future Council agenda. CONSENT CALENDAR

CC-5. 2024 Storm Drain Repair Project – Authorize the Town Manager to enter into a contract with Coastland Civil Engineering for the 2024 Storm Drain Repair Project
design (Department of Public Works) MOTION: To adopt Consent Calendar Items No. 1-5, as written. Moved: Thier, seconded by Ryan VOTE: AYES: Unanimous
ACTION ITEMS AI-1. Heritage & Arts Commission Recommendation – Consider approval of “In a Landscape” musical performance near McKegney Green on May 19, 2024, and consider
authorization of $6,000 expenditure from the Public Art Reserve Fund (Heritage & Arts
Commission/Office of the Town Manager) MOTION: To approve the In a Landscape project, authorize the Town Manager to execute a contract with In a Landscape and approve a $6,000 expenditure from the Public
Arts Reserve Fund to cover project expenses.
Moved: Nikfar, seconded by Thier VOTE: AYES: Unanimous AI-2. Transportation & Infrastructure Study – Consider approval of Request for Proposals
and direct staff to release the RFP (Office of the Town Manager/Department of Public
Works) Public comment received by:
• Jane Gould requested safety & accident data be reviewed and the relationship between the Town and Caltrans be considered as part of the process.
• Barbara spoke about dangerous areas near the Belvedere Tennis Club.
• Chuck Hornbrook said schools are not the only traffic contributor and recommended the Town engage with the City of Belvedere too.
• Amy Jacobs recommended a practical off-peninsula bus system be considered and asked the town to find a way to make the use of e-bikes safer.
MOTION: To approve the Request for Proposals. Moved: Ryan, seconded by Thier VOTE: AYES: Unanimous

Appointments List and consider any changes for 2024 (Office of the Town Clerk) MOTION: To adopt the Committee Appointments List for 2024, as amended to appoint Holli Thier as delegate and Jack Ryan as alternate to the League of California Cities.
