HomeMy WebLinkAboutTC Min 2023-12-06Page 1 of 4 Tiburon Town Council Minutes #20-2023 December 6, 2023 TOWN COUNCIL REGULAR MEETING MINUTES Mayor Ryan called the regular meeting of the Tiburon Town Council to order at 6:30 p.m. on Wednesday, December 6, 2023, in Town Council Chambers, 1505 Tiburon Boulevard, Tiburon, California. ROLL CALL PRESENT: COUNCILMEMBERS: Fredericks, Nikfar, Ryan, Thier (6:51 p.m.), Welner ABSENT: COUNCILMEMBERS: None PRESENT: EX OFFICIO: Town Manager Chanis, Town Attorney Stock, Director of Community Development Tasini, Town Clerk Dilena ORAL COMMUNICATIONS Pamela McConnell-Douglass spoke about her experience living in Tiburon for many years. Steve Douglass expressed appreciation for the cleanup work at the bus stop near the Hilarita. Elena Stephens requested the Council conduct a survey to get feedback on what to do with the surplus bond assessment funds related to the Hawthorne Utility Undergrounding District. Mike Ghaffari requested the Council discuss the addition of a crosswalk on Tiburon Boulevard at Gilmartin Drive. CONSENT CALENDAR CC-1. Annual Appointments List – Adopt annual list of appointments made by the Town Council in 2023 (Office of the Town Clerk) CC-2. Municipal Code Amendments – Adopt ordinance making amendments to Chapter 16(Zoning) of the Tiburon Municipal Code to implement provisions of the 2023-2031 Housing Element, creating objective design and development standards for new multifamily development and to designate the property at 4576 Paradise Drive as R-3-10 (Community Development Department) MOTION: To adopt Consent Calendar Items No. 1-2, as written. Building Permit Extension – Consider granting a building permit extension for Building Permit No. 16-371, located at 2215 Vistazo East Street (Community Development Department) MOTION: To grant the permit extension contingent upon the full fee being paid, but depending on when the project is completed, a prorated portion of the fees may be refunded for whatever portion of the six-month extension was not used. Moved: Fredericks, seconded by Nikfar VOTE: AYES: Fredericks, Nikfar, Ryan, Welner ABSENT: Thier AI-2. Heritage & Arts Commission – Consider request from Heritage & Arts Commission to transfer $50,000 from the General Fund Operating Reserves to the Public Art Reserve Fund (Heritage & Arts Commission) MOTION: Approve the transfer of $50,000 from the General Fund Operating Reserves to the Public Art Reserve Fund and to direct the H&A Commission to return to the Council with proposed expenditures for review and approval. Moved: Thier, seconded by Fredericks VOTE: AYES: Unanimous AI-3. Election of Mayor – Outgoing Mayor Ryan is invited to share any comments and will entertain nominations for the Office of Mayor and conduct the election (Mayor Ryan) MOTION: To appoint Alice Fredericks to the office of Mayor for a one-year term. Moved: Ryan, seconded by Nikfar VOTE: AYES: Unanimous AI-4. Election of Vice Mayor – The Mayor-elect will conduct the election of Vice Mayor (Mayor-elect) MOTION: To appoint Holli Thier to the office of Vice Mayor for a one-year term. Moved: Welner, seconded by Nikfar MOTION: To appoint Isaac Nikfar to the office of Vice Mayor for a one-year term. Moved: Fredericks Motion failed. MOTION: To appoint Holli Thier to the office of Vice Mayor for a one-year term. Moved: Welner, seconded by Nikfar VOTE: AYES: Unanimous AI-5. Moved: Ryan, seconded by Welner VOTE: AYES: Unanimous DISCUSSION ITEMS DI-1. Tiburon Boulevard Traffic Study – Discuss proposed scope of work for Request forProposal related to traffic study on Tiburon Boulevard (Office of the Town Manager/Department of Public Works) Public comment was received by: •Tammy suggested incorporating streetlights into the study. The Council directed staff to return to the Council with a draft RFP. TOWN COUNCIL REPORTS Mayor Fredericks spoke about a proposed bill related to the Housing Element. TOWN MANAGER REPORT Town Manager Chanis reported on the upcoming holiday festival.
