TOWN COUNCIL REGULAR MEETING
MINUTES
Mayor Fredericks called the regular meeting of the Tiburon Town Council to order at 6:30 p.m. on Wednesday, August 21, 2024, in Town Council Chambers, 1505 Tiburon Boulevard, Tiburon, California.

DISCUSSION ITEMS
DI-1. Parks & Recreation Master Plan – Receive update from WRT and provide feedback to
the consultants and staff (Department of Public Works) Public comment was received by:
• A member of the public referred to the Parents for Parks & Recreation petition calling for the update of neighborhood parks, inclusive and nature-based playscapes, teen hang out areas, and well-maintained park areas.
• Beth Mix spoke about the immediate recreational needs of the Parks for Parks &
Recreation group.
• Chelsea Young advocated for updates to Bel Aire Park and offered to work with various organizations to bring down costs of upgrades.
• A member of the public asked that the Council consider the needs for basic safety
maintenance in the parks and playgrounds and the benefits of improved recreational spaces for physical and mental health.
• Nicole Voss said top priorities were updated playgrounds, perhaps by the ferry terminal, a community pool, a kayak/SUP launch, and teen amenities.
• A member of the public said playground updates and safety upgrades are an immediate need and noted the Parks for Parks group was collaborative and willing to put in the work.
• Bruce Abbott said Blackie’s Pasture was purchased through the issuance of bonds and the
land was owned by the people, and therefore, any updates needed to follow the rules of the referendum.
• Liz Judge recommended the Council consider the issue that the existing parks maintenance, even with the help of the Green Team, is short human labor hours.
• Greg Moore, spoke in favor of keeping conservation and open space as a key principle in the Master Plan and recommended the Council consider the top 5 priorities for new amenities to add to the Lineal Park.
• Susan Moller spoke in favor of keeping Blackie’s Pasture nature-oriented.
• Michael Richmond wanted to keep the RBSD ponds nature-oriented and did not agree with adding restrooms and hard courts at that location.
• Andrew Thompson said the decision-makers need to spend a lot of time in the locations
in question to get a better sense of what amenity would make sense at that location and
felt the Town could find a good balance of natural and recreational amenities.
• Nancy Peterson said Blackie’s Pasture can likely accommodate some new amenities but encouraged the Council to look carefully about how to balance the increased uses, such
as parking for a pool.
• Chuck Hornbrook said the Parks, Open Space and Trails Commission would review the priorities in the Plan and have a number of subcommittees to review uses of each location.
• A member of the public noted that there were no restrooms at the Cypress Hollow Park and advocated for a community pool so local kids can have access to swim lessons.

• Brian Mott expressed support for the mission of the Parks for Parks & Recreation Group
and spoke in favor of more water access and contiguous trails.
• Andy Hunt inquired about the process for a how an amenity will be chosen in any given location.
• Robert Paul spoke in support of including beach volleyball in the plan.
• Lina Godfrey said the existing playgrounds are not accessible for kids in wheelchairs and recommended the Council make accessibility part of the conversation from the very beginning of the master planning process.
• Michael Shepard thought the plan was well balanced with preserving natural spaces and
acknowledging some ‘low hanging fruit’ that would be affordable, such as updating play equipment, and believed the Town should issue bonds to acquire a site downtown to build the community pool.
• Sarah spoke to the needs of Cypress Hollow and Bel Aire parks and said the Town should
work to provide places for the community to gather.
Sarah supported the Parks for Parks & Recreation Group and thanked the Council for the opportunity for the community to get involved.
• Parker Pringle spoke about opportunities to create a kayak/SUP launch at Blackie’s
Pasture and Shoreline Park.
No action taken. DI-2. Encroachment Permits – Review Encroachment Permit No. 19-032 (The Caprice
Restaurant) and Encroachment Permit No. 19-081 (Bungalow Kitchen) and provide
feedback to staff (Department of Public Works) Public comment was received by:
• A member of the public commented that the valet service violations continue and spoke about the impact the violations have on the downtown community.
• A member of the public agreed the matter should be referred to the POST Commission and commented that the public needs the parking available downtown. No action taken. PUBLIC HEARINGS PH-1. Tiburon Tourism Business Improvement District – Conduct Public Hearing to: a) consider any protests to continue TTBID assessments as set forth in Resolution No. 25-2024; b) consider adoption of a resolution to continue TTBID assessments as set forth in Resolution No. 25-2024 (Office of the Town Manager)

Mayor Fredericks reported on the Get Ready 94920 event planned for October. TOWN MANAGER REPORT None.
ADJOURNMENT There being no further business before the Town Council of the Town of Tiburon, Mayor Fredericks adjourned the meeting at 9:30 p.m.
