TOWN COUNCIL REGULAR MEETING
MINUTES
Mayor Fredericks called the regular meeting of the Tiburon Town Council to order at 6:30 p.m. on Wednesday, November 6, 2024, in Town Council Chambers, 1505 Tiburon Boulevard, Tiburon, California.
ROLL CALL PRESENT: COUNCILMEMBERS: Fredericks, Nikfar, Ryan, Thier, Welner ABSENT: COUNCILMEMBERS: None
PRESENT: EX OFFICIO: Town Manager Chanis, Town Attorney Stock, Director of Community Development Tasini, Engineering Manager Eshoo, Town Clerk Dilena
ORAL COMMUNICATIONS Andrew Thompson congratulated the two incumbents on their reelection and said he would be willing to get together with the group to discuss ‘lessons learned’ on the campaign trail.
CONSENT CALENDAR CC-1. Tiburon Peninsula Chamber of Commerce Business of the Year – Adopt a resolution in recognition of the Chamber of Commerce Business of the Year for presentation at a later date (Office of the Town Clerk)
CC-2. Resolution – Adopt resolution formalizing staff appointments to the PLAN JPA & Bay Cities JPIA Board of Directors (Office of the Town Clerk) Vice Mayor Thier pulled Consent Calendar Item No. 1 for discussion.

P-1. Transportation & Infrastructure Study – Receive presentation from Parametrix Inc.
on the Transportation & Infrastructure Study and provide feedback to the consultant and
staff on next steps (Department of Public Works) Public comment was received by:
• Matt Hochstetler spoke against the consultant and believed the only real solutions to the
traffic issues were to install a pedestrian overpass at Blackie’s Pasture, adding extra lanes on Tiburon Boulevard, or to ban left turns at Trestle Glen.
• Matthew Hartzel spoke about Caltrans’ efforts to install bike lanes and said increasing other modes of travel is a logical and low-cost way to reduce traffic.
• Patrick Siedler spoke about Caltrans’ efforts to install bike lanes and said recent installations in Mill Valley could further connect segments the two cities.
• Nancy Peterson said Greenwood Beach Road is not a safe route for the number of
bicycles and electric bikes that have been moving through the area and recommended the
Council consider a safer approach for children biking to school.
• Jeff Chanin felt it would be logical to at least consider roundabouts and pedestrian overpasses to keep cars moving.
• Greg Moore spoke about the unsafe biking conditions on Greenwood Beach Road.
The Town Council requested an action item come back on the next agenda for an update to the advisory committee.
PUBLIC HEARINGS PH-1. 801 Tiburon Boulevard – Hold public hearing and consider appeal of Design Review Board’s decision to conditionally approve an application for the construction of a new single-family dwelling with a request for a floor area exception at 801 Tiburon Boulevard
(Community Development) Public comment was received by:
• William Roth said he was consulted extensively on the project and he is entirely satisfied
with the project as proposed. MOTION: To deny the appeal, upholding the approval made by the Design Review Board, and to direct staff to return with an appropriate resolution for consideration of
adoption at the next meeting.

TOWN COUNCIL REPORTS Vice Mayor Thier reported on the upcoming Golden Gate Bridge, Highway and Transportation District survey for ferry times.
Councilmember Nikfar thanked the Town and County staff for their work on the November election. TOWN MANAGER REPORT
CLOSED SESSION Public comment was received by:
• Jeff Chanin referred to the letter he had submitted to the Council that outlined a path forward for the Committee to Preserve the Paradise Cove Salt Marsh, Tidelands and Neighborhood Safety v. Town of Tiburon case.

ANNOUNCEMENT OF ACTION TAKEN IN CLOSED SESSION, IF ANY Town Attorney Stock reported the Council authorized staff to file a Notice of Appeal on the Committee to Preserve the Paradise Cove Salt Marsh, Tidelands and Neighborhood Safety v. Town of Tiburon litigation item by a 3-2 vote (Thier and Nikfar dissenting). ADJOURNMENT There being no further business before the Town Council of the Town of Tiburon, Mayor Fredericks adjourned the meeting at 10:15 p.m.
