ROLL CALL PRESENT: COUNCILMEMBERS: Fredericks, Nikfar (by teleconference), Ryan, Thier, Welner ABSENT: COUNCILMEMBERS: None PRESENT: EX OFFICIO: Town Manager Chanis, Town Attorney Stock, Engineering Manager Eshoo, Operations Manager Kerslake, Town Clerk Dilena ORAL COMMUNICATIONS Sylvia Vall spoke about issues selling her condo unit. Dorene Curtis and Kathy Silverfield thanked the Council for their work on the lawsuit concerning Site H in the Housing Element. CONSENT CALENDAR CC-1. Resolution – Consider adoption of a resolution in recognition of Jerry Riessen and Tiburon Open Space (Office of the Town Clerk) MOTION: To adopt the resolution, as written. Parks & Recreation Master Plan – Consider adoption of Parks & Recreation Master Plan (Department of Public Works/Office of the Town Manager) Public comment was received by: • Harrison referred to a petition to install a basketball hoop at Blackie’s Pasture. • Hannah spoke in support of a basketball hoop at Blackie’s Pasture. • Maya spoke in support of a basketball hoop at Blackie’s Pasture • Levi spoke in support of a basketball hoop at Blackie’s Pasture. • Claire spoke in support of a basketball hoop at Blackie’s Pasture. • Nancy Peterson spoke in support of a more detailed master plan for the Lineal Park. • Beth Mix referred to her letter and spoke in support of the plan. • Reed asked about the use of beaches and the beach restoration projects. • Bruce Abbott spoke in support of Blackie’s Pasture in its present form and configuration. • Nora Noguez spoke in support of more children’s playgrounds, against a pool, and questioned whether the survey captured an accurate picture of priority amenities. • Parker Pringle referred to his letter with various recommended revisions. • Jenna Knight encouraged adoption of the Master Plan, and specifically noted the Bel Aire play area needs updates. • Nicole Voss spoke in support of the Master Plan. • Pam Snellgrove spoke about traffic on Greenwood Beach Road and asked that the three various plans – Parks, Traffic, and Caltrans – look at those connections. • Brittany Haning spoke about amenities that would support residents that are not necessarily parents. • Emily spoke in support of adoption of the Plan and agreed the Bel Aire Play area needs immediate updates. • Leslie Zwilinger spoke in support of improvements to the Bel Aire are to make it more accessible and usable. • A member of the public spoke about the POST Commission subcommittees and inquired if those committees would be captured in the plan, and spoke about the opportunity at the site of the former Richardson Bay Sanitation District ponds. • Bruce King agreed updates to the various parks was needed but felt it was too early to adopt this Master Plan and spoke about various trails and trailhead parking issues. • Mike Shepard agreed the plan needs more vetting before adoption related to bike use and speed on Greenwood Beach Road, and spoke in support of maintaining the peaceful and natural quality of the South of Knoll Park. • Mindy Canter wanted Bel Aire Park to remain undeveloped and designed to be enjoyed in passive ways. • Robert Paul spoke in support of adding beach volleyball to the plan. • Linda spoke in favor of adopting the plan. • Lina Godfrey requested the plan consider inclusiveness for those with disabilities in its final form. She said the plan up for adoption tonight was meant to be a decision-making framework and new amenities will flow through the public approval process. • Matan Shacham spoke in support of improvements for Bel Aire field. MOTION: To approve the Master Plan, as amended. Moved: Thier, seconded by Nikfar VOTE: AYES: Fredericks, Nikfar, Ryan, Thier, Welner AI-3. Transportation & Infrastructure Study – Review makeup of advisory committee and consider additional or alternative appointments (Department of Public Works) Public comment was received by: • Parker Pringle spoke in support of public attendance at meetings and asked about the likelihood of engaging with Caltrans at a Council or public level. MOTION: To add Councilmember Welner to the advisory committee. Moved: Thier, seconded by Ryan VOTE: Fredericks, Nikfar, Ryan, Thier, Welner AI-4. American Rescue Plan Funds – Receive update on American Rescue Plan funding Program and confirm final balance expenditure(s) (Office of the Town Manager) Public comment was received by: • Chuck Hornbrook requested staff provide more detail about the outcome on the very large projects on which funds have been expended. MOTION: To authorize the full cost of the Richardson Bay Sanitation District Ponds Project to be funded by American Rescue Plan (ARP) Funds, and if there are any remaining ARP Funds leftover, that they will be allocated toward the Transportation & Infrastructure Study Project. Moved: Thier, seconded by Fredericks VOTE: Fredericks, Nikfar, Ryan, Thier, Welner TOWN COUNCIL REPORTS None. TOWN MANAGER REPORT None.
