TOWN COUNCIL REGULAR MEETING MINUTES Mayor Fredericks called the regular meeting of the Tiburon Town Council to order at 6:30 p.m. on Wednesday, December 4, 2024, in Town Council Chambers, 1505 Tiburon Boulevard, Tiburon, California. ROLL CALL PRESENT: COUNCILMEMBERS: Fredericks, Nikfar, Thier, Welner (at 7:00 p.m.) ABSENT: COUNCILMEMBERS: Ryan
PRESENT: EX OFFICIO: Town Manager Chanis, Town Attorney Stock, Director of Community Development Tasini, Town Clerk Dilena ORAL COMMUNICATIONS
Sanna Thomas spoke about community engagement with the Climate Action Plan and recommended promotion of the Resilient Neighborhoods workshops. Pat Goss agreed and spoke about the potential of involving teenagers at the library with the Resilient Neighborhoods program. CONSENT CALENDAR CC-1. 87 East View Avenue – Adopt resolution accepting grants of property interests at 87 East View Avenue (Office of the Town Attorney) CC-2. November 5, 2024 General Municipal Election – Adopt resolution certifying the results of the November 5, 2024 General Municipal Election (Office of the Town Clerk) CC-3. Annual Appointments List – Adopt annual list of appointments made by the Town Council in 2024 (Office of the Town Clerk)

MOTION: To receive the report and accept the Marin County Electrification Roadmap. Moved: Thier, seconded by Fredericks
VOTE: AYES: Fredericks, Nikfar, Thier, Welner ABSENT: Ryan AI-1. Election of Mayor – Outgoing Mayor Fredericks is invited to share any comments and will entertain nominations of the Office of Mayor and conduct the election (Mayor Fredericks) Public comment was received by:
• Sanna Thomas thanked Mayor Fredericks for her service as Mayor for the prior year.
• Tina Paikeday thanked Mayor Fredericks for her work on the Diversity Inclusion Task Force over
the prior year. MOTION: To appoint Holli Their to the office of Mayor for a one-year term. Moved: Welner, seconded by Nikfar VOTE: AYES: Fredericks, Nikfar, Thier, Welner ABSENT: Ryan AI-2. Election of Vice Mayor – The Mayor-elect will conduct the election of Vice Mayor (Mayor-elect) MOTION: To appoint Jon Welner to the office of Vice Mayor for a one-year term.
Moved: Thier, seconded by Nikfar VOTE: AYES: Fredericks, Nikfar, Thier, Welner ABSENT: Ryan AI-3. Town Council Ad Hoc Subcommittee Appointments – Consider creation of the 2024 Town Manager Performance Evaluation and the 2025 Budget/Finance ad hoc subcommittees and
appointment of membership (Office of the Town Clerk) MOTION: To: 1) create the 2024 Town Manager Performance Evaluation ad hoc subcommittee and appoint Holli Thier and Isaac Nikfar to the committee; and 2) create the 2025 Budget/Finance ad hoc subcommittee and appoint Holli Thier and Jon Welner to the committee. Moved: Thier, seconded by Fredericks VOTE: AYES: Fredericks, Nikfar, Thier, Welner ABSENT: Ryan TOWN COUNCIL REPORTS None.
TOWN MANAGER REPORT Town Manager Chanis reminded the Council that this would be the last Council meeting of 2024 and noted the dates of the Town Hall holiday furlough. CLOSED SESSION CONFERENCE WITH LEGAL COUNSEL – EXISTING LITIGATION
