HomeMy WebLinkAboutTC Min 2025-02-05Page 1 of 3 Tiburon Town Council Minutes #02-2025 February 5, 2025 TOWN COUNCIL REGULAR MEETING MINUTES Mayor Thier called the regular meeting of the Tiburon Town Council to order at 6:30 p.m. on Wednesday, February 5, 2025, in Town Council Chambers, 1505 Tiburon Boulevard, Tiburon, California. ROLL CALL PRESENT: COUNCILMEMBERS: Fredericks, Ryan, Thier (by teleconference), Welner ABSENT: COUNCILMEMBERS: Nikfar PRESENT: EX OFFICIO: Town Manager Chanis, Town Attorney Stock, Director of Community Development Tasini, Engineering Manager Eshoo, Town Clerk Dilena ORAL COMMUNICATIONS Beth Mix asked for an update on when the Parks & Recreation Master Plan upgrades will be started and whether any feasibility studies were available on the existing playgrounds. Jane Gould, the Tiburon representative to the Commission on Aging, said she would be attending more meetings in the Spring to provide further updates to the Council on Commission on Aging Activities. Chelsea Young spoke in favor of opportunities to address the ‘low-hanging fruit’ in the Parks & Recreation Master Plan document and alternatively, adding small amenities in Blackie’s Pasture or the lineal park, like a hammock. Julie Jacobs said it would be critical that the upcoming traffic study include information on emergency evacuation and medical aid, especially given the potential application to add housing downtown, and recommended the Town ask the State to adjust RHNA allocations. Transportation and Infrastructure Study – Adopt resolution approving the First Amendment to the Professional Services Agreement with Parametrix Inc. increasing the contract amount for an additional $10,540 (Department of Public Works) MOTION: To adopt Consent Calendar Items No. 1-6, as written. Moved: Welner, seconded by Fredericks VOTE: AYES: Fredericks, Ryan, Thier, Welner ABSENT: Nikfar ACTION ITEMS AI-1. Main Street Closure Request – Consider request by the Tiburon Peninsula Little League to close Lower Main Street on Friday, March 14, 2025 from 4:00 p.m. to 9:00 p.m. for a parade and opening day celebration (Office of the Town Manager) MOTION: To approve the closure of Lower Main Street on March 14, 2025 from 4:00 p.m. to 9:00 p.m. for the Tiburon Peninsula Little League Opening Day Celebration. Moved: Ryan, seconded by Fredericks VOTE: AYES: Fredericks, Ryan, Thier, Welner ABSENT: Nikfar AI-2. Asian American & Pacific Islander Heritage Month – Consider approval of $8,000 expenditure for the event (Diversity Inclusion Task Force) MOTION: To approve an $8,000 expenditure from the Fiscal Year 2025 Operating Budget to cover costs related to the 2025 Asian American and Pacific Islander Heritage Festival. Moved: Fredericks, seconded by Welner VOTE: AYES: Fredericks, Ryan, Thier, Welner ABSENT: Nikfar AI-3. Transportation & Infrastructure Study – Review and consider changes to the makeup of the advisory committee (Department of Public Works) Public comment was received by: • Beth Mix expressed disappointment that there was not an option on the survey to indicate how many rides on the boulevard individuals take per day and that the survey was not advertised to non-residents. • Jane Gould said respondents could take the survey multiple times and tried to contact the consultant multiple times to stay informed. Item continued to a future meeting. DISCUSSION ITEMS DI-1. Belvedere-Tiburon Joint Recreation Committee – Update from the Ranch Board and Discussion regarding Committee Item continued to a future meeting. TOWN MANAGER REPORT None.
