HomeMy WebLinkAboutTC Min 2025-02-19Page 1 of 3 Tiburon Town Council Minutes #03-2025 February 19, 2025 TOWN COUNCIL REGULAR MEETING MINUTES Mayor Thier called the regular meeting of the Tiburon Town Council to order at 6:30 p.m. on Wednesday, February 19, 2025, in Town Council Chambers, 1505 Tiburon Boulevard, Tiburon, California. ROLL CALL PRESENT: COUNCILMEMBERS: Fredericks, Nikfar, Ryan, Thier, Welner ABSENT: COUNCILMEMBERS: None PRESENT: EX OFFICIO: Town Manager Chanis, Town Attorney Stock, Town Clerk Dilena ORAL COMMUNICATIONS None. CONSENT CALENDAR CC-1. Fiscal Year 2024-25 Municipal Budget – Approve a FY24-25 budget amendment in the amount of $22,010 from the General Fund Operating Reserves to fund a contribution to the Peninsula Siren System Upgrade (Office of the Town Manager) CC-2. Fiscal Year 2024-25 Municipal Budget – Approve a FY24-25 budget amendment in the amount of $60,000 to account for the acceptance and expenditures related to a California Office of Traffic Safety STEP Grant (Office of the Town Manager) CC-3. Fiscal Year 2024-25 Municipal Budget – Approve a FY24-25 budget amendment in the amount of $200,000 from the General Fund Operating Reserves for anticipated Legal Expenses (Office of the Town Manager) CC-4. Fiscal Year 2021-22 Financial Statements – Accept the FY21-22 financial audit (Office of the Town Manager) MOTION: To adopt Consent Calendar Items No. 1-4, as written. Main Street Closure Request – Consider request by the Ranch to close Lower Main Street on Friday, May 16, 2025 from 4:00 p.m. to 9:00 p.m. for an event celebrating the 50th anniversary of The Ranch (Office of the Town Manager) MOTION: To approve the closure of Lower Main Street on May 16, 2025 from 4:00 p.m. to 9:00 p.m. for the Ranch’s 50th anniversary celebration. Diversity Inclusion Task Force – Consider appointment of Chair and Vice Chair of the Diversity Inclusion Task Force (Office of the Town Clerk) MOTION: To appoint Holli Thier as Chair and Tina Shah Paikeday as Vice Chair of the Diversity Inclusion Task Force for one-year terms. Moved: Ryan, seconded by Welner VOTE: AYES: Fredericks, Nikfar, Ryan, Thier, Welner AI-3. Transportation & Infrastructure Study – Discuss and make any desired changes to the Council appointments or offer feedback on the functionality of the advisory group (Department of Public Works) No action taken. DISCUSSION ITEMS DI-1. Belvedere-Tiburon Joint Recreation Committee - Update from the Ranch Board and discussion regarding committee No action. DI-2. Report from Ad Hoc Committee on Outdoor Dining The ad hoc subcommittee recommended: (1) restaurants maintain a 1-foot distance from the curb without a barrier or physical changes, but restaurants need to take responsibility and monitor the space; (2) the encroachment agreement includes other provisions of insurance and indemnification that protect the Town. The Council directed staff to return with the relevant policy documents or Municipal Code amendments necessary to enact the changes. DI-3. Friday Nights on Main – Discuss additional Friday Nights on Main events and related street closures No action taken. TOWN COUNCIL REPORTS Mayor Thier reported on the upcoming forum on fire preparedness at the Belvedere-Tiburon Library on 2/25/25. Vice Mayor Welner said he would like to schedule a presentation for the Council from Our Neighborhood Voices to discuss housing and the various impacts. Councilmember Ryan said the ad hoc subcommittee on a new undergrounding district policy has met and is ready to come back to the Town Council with their recommendations on a new policy. Councilmember Fredericks reported on recent meetings related to fire hazard zones, housing, RHNA allocations, traffic study workshops and TAM funding, Measure AA, and the upcoming Earth Day event that will also celebrate the electrification of the Angel Island Ferry. Councilmember Nikfar spoke about Rule 20A funds and the impact on future undergrounding districts.
