HERITAGE & ARTS COMMISSION
SPECIAL MEETING – JANUARY 25, 2022
DRAFT MINUTES
Consistent with Executive Orders No. N-25-20 and N-29-20 from the Executive Department of the State of
California and the County Public Health Department’s May 18, 2020 Shelter-in-Place Order, commission
members attended this meeting by teleconference. Members of the public were invited to participate in the
meeting by live streaming the meeting on the Town’s website and submitting comments to
comments@townoftiburon.org to be included in the public record for the meeting.
MEETING – 4:00 P.M.
Chair Noguez called the special meeting of the Tiburon Town Council to order at 4:00 p.m. on Tuesday,
January 25, 2022.

PRESENT: COMMISSION MEMBERS: Noguez, Etemad, Ferrin, Fong, Hall, Mujica-Beavers

CONSENT CALENDAR
H&A October 26 – Action Minutes - approved
ACTION ITEMS
AI-1 Review draft Bylaws for the Public Art Selection Panel and consider approval with changes.
No action taken – continued to a future meeting. Request was made to have both Chairs, H&A and
PASP meet to work on Bylaws before the next meeting.
AI-2 Review responsibility and consider approving a plan and clarification for contacting Town
entities concerning public art by H&A or PASP. Examples of entities include but are not
limited to the Chamber of Commerce, the Bel-Tib Library, and various foundations and
private citizens or businesses.
No action taken – continued to a future meeting.
AI-3 Receive report on the meeting with Community Development Dept. and funding ideas for
public art.

AI-4 Review PASP goal viability and consider pausing large scale projects until a funding structure
is in place.
No action taken.
AI-5 Receive report on Portuguese Mural project and consider request for Town funding.
Motion: To approve a $5000 (Five Thousand dollar) contribution to the Mural project, to be paid
entirely out of the H&A Special Fund.

In favor: Noguez, Ferrin, Fong, Etemad, Hall
Abstained: Mujica-Beavers
AI-6 Review suggested wording to support public art in the Town of Tiburon and submittal for
inclusion in the new General Plan 2040.
No action taken – moved to future meeting. Commissioners to add wording suggestions by email to
Liaison Pickett or contribute at next meeting.
AI-7 Historic Walking Guide - Discuss and consider approval of new layout, insert, and pricing for
the “Discover Tiburon” Walking Guide. Consider approval of a request to Town Council for
special funding for the Historical Walking Tour brochure reprint.
Motion: To approve new draft of the Walking brochure and approve the quote for reprint of the
brochure at 7500 to be paid from the H&A general fund.

DISCUSSION ITEMS
1. Marin Open Studios – Discuss request by Marin Open Studios to collaborate on using Town Hall as
an artist location for their event to be held in early May 2022.
2. Building agenda for H&A meeting February 22.
