SPECIAL MEETING – APRIL 26, 2022
APPROVED MINUTES
Consistent with Executive Orders No. N-25-20 and N-29-20 from the Executive Department of the State of
California and the County Public Health Department’s May 18, 2020, Shelter-in-Place Order, commission
members attended this meeting by teleconference. Members of the public were invited to participate in the
meeting by live streaming the meeting on the Town’s website and submitting comments to
comments@townoftiburon.org to be included in the public record for the meeting.
MEETING – 5:34 P.M.
Chair Noguez called the special meeting of the Tiburon Town Council to order at 5:34 p.m. on Tuesday,
April 26, 2022.
ROLL CALL
PRESENT: COMMISSION MEMBERS: Noguez, Ferrin, Fong, Gupta, Hall, Mujica Beavers (arrived
5:46PM)
ABSENT: COMMISSION MEMBERS: ETEMAD

H&A March 28 – Tentative Action Minutes – Not attached – moved to next meeting May 24, 2022
ACTION ITEMS
AI-1 Receive report concerning town Attorney of the Bylaws for the Public Art Selection Panel and
consider approval.
Motion: To approve the Bylaws for the Public Art Selection – final draft as drawn by Town
Attorney with additional wording on “IV. Selection process” be added per the following:
“If the chair is not approved by the H&A Commission the decision will go back to the PASP
for selection”

AI-2 Review suggested wording to support public art in the Town of Tiburon and submittal for
inclusion in the new General Plan 2040 and consider approval.
No action taken – moved to future meeting. An ad hoc was formed to work on wording: Fong,
Gupta. Commissioners may add wording suggestions by email to Liaison Pickett.
AI-3 Receive update on Artist Laureate position and applications.
No action taken – Staff was directed to find out if the “Selection criteria” could be changed and/or
broadened for future “Call for Artists.”
AI-4 Review report on Public Art Selection Panel (PASP) current proposals and consider approval to
return proposals deemed incomplete to PASP. An ad hoc was formed to work on the Thomas
Jackson proposal: Fong, Gupta, Mujica-Beavers
Motion: To send the “World of Sound” proposal back to PASP for completion.

DISCUSSION ITEMS
1. Review current process of research and selection of artists for exhibits held at Town Hall and
consider alternatives.
