HomeMy WebLinkAbout03.23.2021 Approved minutesPage 1 of 2 Heritage & Arts Commission Minutes March 23, 2021 HERITAGE & ARTS COMMISSION REGULAR MEETING – MARCH 23, 2021 DRAFT MINUTES Consistent with Executive Orders No. N-25-20 and N-29-20 from the Executive Department of the State of California and the County Public Health Department’s May 18, 2020 Shelter-in-Place Order, commission members attended this meeting by teleconference. Members of the public were invited to participate in the meeting by live streaming the meeting on the Town’s website and submitting comments to comments@townoftiburon.org to be included in the public record for the meeting. REGULAR MEETING – 5:30 P.M. Chair Noguez called the regular meeting of the Tiburon Town Council to order at 5:30 p.m. on Tuesday, March 23, 2021. ROLL CALL PRESENT: COMMISSION MEMBERS: Noguez, Etemad, Ferrin, Fong, Mujica-Beavers ABSENT: COMMISSION MEMBERS: Hall PRESENT: EX OFFICIO: Liaison to H&A Commission, Patti Pickett Town Staff ORAL COMMUNICATIONS Victoria Fong asked the Commission to continue their work thoughtfully, using the arts to communicate and accentuate community values with respect and appreciation for all cultures and all expressions. CONSENT CALENDAR H&A January 26 and February 23 draft minutes were not submitted for approval. ACTION ITEMS AI-1 Receive Staff Report on funds available for public art. Public comment was received by: Richard Rozen who asked for clarification on staff recommendation #2 – if the money is not rolled into the PAF, the Town will absorb the fund. Staff reported if the money is not rolled into either the PAF or the H&A General Operating Fund the money will be absorbed back into the Town budget and lost by H&A. MOTION: To move $1000 from the 2020/21 FY General Operating Fund to the Public Art Fund. Moved: Etemad, seconded by Fong VOTE: AYES: Noguez, Etemad, Ferrin, Fong, Mujica-Beavers ABSENT: Hall Page 2 of 2 Heritage & Arts Commission Minutes March 23, 2021 Staff recommendation #2 – No Motion taken. Moved forward to next H&A meeting April 27. Staff Recommendations #3 & #4: Discussion moved forward to the next H&A meeting on April 27. AI-2 Receive Staff Report on change of Bylaws to allow “Action Minutes” in place of “Summary Minutes. MOTION: To move the H&A “Summary Minutes” to “Action Minutes” Moved: Fong, seconded by Etemad VOTE: AYES: Noguez, Etemad, Ferrin, Fong, Mujica-Beavers ABSENT: Hall DISCUSSION ITEMS DI-1 H&A Chair Report – no report. DI-2 PASP Chair Report – PASP Chair, Richard Rozen gave his thoughts on the state of the current survey. Rozen reported on his research into funding issues. He reported on his work with Sylvia Wilkerson, PASP member, towards using social media as an aide in bringing art to the forefront of the Town. DI-3 Public Art Community Input Survey - Receive final draft of survey from ad hoc committee of C. Noguez and C. Ferrin. Discuss next steps for distribution and possible beta testing. Public comment was received by: Sandra Wolfson, who expressed a desire to see more collaboration between H&A and PASP for the final survey and include more community engagement. Victoria Miller, who agreed with H&A that the questions about existing and future art should be shortened with more concise wording. DI-4 Discuss creation of an “H&A signature event” as a fund-raising avenue. Moved to next H&A meeting on April 27.
