HERITAGE & ARTS COMMISSION SPECIAL MEETING – JUNE 29, 2021
DRAFT MINUTES
Consistent with Executive Orders No. N-25-20 and N-29-20 from the Executive Department of the State of California and the County Public Health Department’s May 18, 2020 Shelter-in-Place Order, commission members attended this meeting by teleconference. Members of the public were invited to
participate in the meeting by live streaming the meeting on the Town’s website and submitting
comments to comments@townoftiburon.org to be included in the public record for the meeting. SPECIAL MEETING – 5:30 P.M.
Chair Noguez called the special meeting of the Tiburon Town Council to order at 5:30 p.m. on Monday,
May 10, 2021. ROLL CALL
PRESENT: COMMISSION MEMBERS: Noguez, Etemad, Fong, Lee, Hall
ABSENT: COMMISSION MEMBER: Ferrin, Mujica-Beavers PRESENT: EX OFFICIO: Liaison to H&A Commission – Patti Pickett

H&A May 25 – Action Minutes Minutes not available – no action taken.
ACTION ITEMS AI-2 Presentation by Paul Anderson, former event planner for Sausalito Art Festival. Receive overview of possible art festival (H&A signature event) in Tiburon – 2022 and discuss. Consider approval to move forward with a Tiburon Art Festival signature event. No action taken. AI-4 Public Art Community Input Survey.
Update on current results of survey. Review and consider approval of banner, posters, and dedicated website address for survey and associated costs. Review avenues of distribution.

MOTION – Pending confirmation by the staff that the Survey Monkey can be limited to one person/one
survey and this information is conveyed to the commission, the following items will be used
for publicity not to exceed $500: Ark newspaper ad, posters, flyers, website.

AI-5 Review current proposals moved forward by PASP and consider approval. Discussion was had regarding categories for proposals. Acceptance, rejection, and incomplete. MOTION – To adopt the three categories: Acceptance, rejection, and incomplete in assigning status to
proposals received from PASP.

MOTION – To place Thomas Jackson proposal in the “Acceptance” category.
Moved – Fong, seconded by Etemad

MOTION – To place “The World According to Sound” in the “Incomplete” category.

DISCUSSION ITEMS
DI-1 H&A Chair Report – DI-2 Artist Laureate Chair Report – DI-3 Discuss creating a “Call for Artists” for the Old Rail Trail mural project.
Two motions were made but were struck from the record as this item was not an action item. It was requested that it be moved to a future agenda as an action item. Public input was heard by: Richard Rozen
DI-4 Receive staff update on in person meetings and reopening of Tiburon Town Hall. DI-5 Consider approval of new rotating H&A commissioners on to the PASP. The two new commissioners, Fong and Lee will start at the September 14, 2021, PASP meeting
with a new rotation date of March 2022. DI-6 Consider approval of regular quarterly joint meetings of H&A and PASP in addition to the two regular meetings per month.
