HERITAGE & ARTS COMMISSION SPECIAL MEETING – JULY 27, 2021
DRAFT MINUTES
Consistent with Executive Orders No. N-25-20 and N-29-20 from the Executive Department of the State of California and the County Public Health Department’s May 18, 2020 Shelter-in-Place Order, commission members attended this meeting by teleconference. Members of the public were invited to
participate in the meeting by live streaming the meeting on the Town’s website and submitting
comments to comments@townoftiburon.org to be included in the public record for the meeting. MEETING – 5:30 P.M.
Chair Noguez called the special meeting of the Tiburon Town Council to order at 5:30 p.m. on Tuesday,
July 27, 2021. ROLL CALL
PRESENT: COMMISSION MEMBERS: Noguez, Etemad, Ferrin, Fong, Lee

ORAL COMMUNICATIONS
Mike Moyal – stated he was present to support Vasco Marais presentation. CONSENT CALENDAR
H&A May 25– Action Minutes H&A June 22 – Action Minutes Minutes for May 25 - approved
Minutes for June 22 – approved.
ACTION ITEMS AI-3 H&A Signature event art festival 2022.
No action taken. The ad hoc committee continues research and will report at a future meeting.
Public Comment:
Richard Rozen recommended making contact with Sylvia Wilkerson
AI-4 Public Art Community Input Survey – Update on current results. Discuss how to quantify
and use the survey results. Consider approval of a final closing date for the survey.

Commissioner Ferrin felt there should be minor upgrades and change to the survey in order to get a
more robust response. Various avenues of getting the word out were discussed. The banner was
introduced and debated.
No action taken. AI-5 Receive report on FY21-22 H&A Budget and consider approval. Budget 2020-21 Final

AI-6 Discuss Town funding for public art as a comprehensive presentation to Town Council.
Consider appointing ad hoc committee for follow up.
No action taken.
An ad hoc committee was formed with Fong, Etemad and Noguez.
Public comment:
Richard Rozen volunteered to help with research.
AI-7 Discuss ideas, and project delegation to either PASP or H&A, of the Old Rail Trail mural.
Consider approval of two artist proposals with brief presentations: Guillermo Kelly and Vasco
Morais.
Presentation was made by Vasco Morais and Mike Moyle for the Azulejos project.

Richard Rozen expressed his concern that the Public Art Selection Panel was not being consulted or
included in the decision on the proposal.

MOTION: To accept the Vasco Morais proposal, as presented, going through the steps needed to move
it to the Town Council, starting the process now, with the intent to establish this as recommended in
the location recommended.

Presentation was made on behalf of Guillermo Kelly by Jaleh Etemad. MOTION: To accept the Guillermo Kelly art proposal and try to find an appropriate space for his work.

AI-8 Consider approval of a request to Town Council for an increase in size of the Heritage & Arts
Commission. No action taken.
AI-9 Receive staff update on reopening of Tiburon Town Hall and scheduling art shows in upper
and lower gallery areas without receptions. Liaison Pickett explained there was no new update to the opening of Town Hall. An ad hoc committee was formed with Lee and Etemad to explore the possibility of mounting digital artist exhibitions. AI-10 Set dates for regular quarterly joint meetings of H&A and PASP in addition to the two regular meetings per month. Various configurations were discussed, quarterly would be considered, but the need to remain flexible was desired.
Public Comment: Deirdre McCrohan asked to be aware of possible conflict with candidate forums AI-11 Election of New Chair – Outgoing Chair Noguez will entertain nominations for the Chair and will conduct the election.
